Rapid technological development increasingly defines activities of individuals, societies and nation states. Its pace is high, and it causes problems in social absorption of its already visible effects as well as anxiety about their influence in the future. 3D printing technology is one of the significant manifestations of technological development. The purpose of the paper is to outline its possible effect on international system in the future. The analysis starts with a short introduction, supplemented by an overview of Polish and international literature, concerning 3D printing technology. Then, the author outlines a methodology and formulates hypotheses and research questions. This section is followed by the conceptual framework with crucial categories and their definitions. In the next section, the author verifies the hypotheses and presents possible economic consequences of 3D printing development and its influence on the structure of international conflicts, which creates a picture of the probable impact on the international system as a whole.

Szybki rozwój technologiczny ostatnich lat w coraz większym stopniu definiuje przestrzeń, w której funkcjonują jednostki, społeczeństwa i państwa. Tempo tego procesu jest wysokie, czego konsekwencją są trudności w społecznej absorbcji jego już widocznych efektów oraz niepewność co do charakteru ich wpływu na życie w przyszłości. Jednym z owoców postępu jest technologia druku 3D. Celem niniejszej analizy jest zarysowanie skutków, jakie jej szybki rozwój może wywrzeć w przyszłości na system międzynarodowy. Analizę otwiera krótkie wprowadzenie do badanego zagadnienia, uzupełnione o przegląd najważniejszych publikacji na ten temat. Następnie autor charakteryzuje metodologię, stawia hipotezy oraz niezbędne do ich weryfikacji pytania badawcze. Część ta zawiera także refleksję nad prognozowaniem w nauce o stosunkach międzynarodowych. Kolejna zawiera najważniejsze z punktu widzenia wywodu pojęcia oraz ich definicje. Następnie autor przechodzi do weryfikacji postawionych hipotez, analizując ekonomiczne konsekwencje rozwoju druku 3D oraz jego wpływ na strukturę konfliktów międzynarodowych, przez co tworzy obraz prognozowanych konsekwencji tego procesu dla funkcjonowania systemu międzynarodowego.

Celem niniejszej analizy jest zbadanie wpływu technologii cyfrowych na budowę i ostateczny kształt autonomii strategicznej UE. Autor przyjął sieciowy instytucjonalizm jako podstawę teoretyczną wywodu i zastosował metodę krytycznej analizy dostępnego materiału. Pozytywnie zweryfikował postawioną hipotezę, zakładającą, że rozwój technologii cyfrowych modyfikuje autonomię strategiczną i rozszerza ją poza logikę swobody działań polityczno-wojskowych. W centrum tego konceptu znajduje się natomiast odporność kluczowych, zdefiniowanych przez technologie cyfrowe obszarów funkcjonowania UE. Autor dowodzi, że budowa tego rodzaju autonomii strategicznej (wraz ze ścisłym sojuszem technologicznym z USA) pozwoli UE wzmocnić pozycję globalną. Za podjęciem jej budowy przemawia także mniejsze upolitycznienie, co jest szczególnie istotne w warunkach kryzysu integracji europejskiej.

The aim of this study is to examine the impact of digital technologies on the creation and final shape of the EU’s strategic autonomy. The author employed the network institutionalism as a theoretical basis and applied a critical analysis of the available material. The following hypothesis is positively verified: development of digital technologies is modifying strategic autonomy and extending it beyond the logic of freedom of political and military action. Digital resilience of core areas of EU’s functioning should be at the heart of this concept. The author argues that this model of strategic autonomy (enhanced by the close alliance with the United States) will enable the EU to strengthen its global position in technologically driven world. Less politicization is also a key reason for such a solution. It is particularly important in the context of the crisis of European integration.

Jako opis aktualnej sytuacji na świecie może posłużyć jedno słowo – niepewność. Napięcia z niej wynikające są symptomami zmian zachodzących w architekturze porządku światowego. Celem niniejszego artykułu jest zbadanie przyczyn, objawów i kierunków tych zmian. Fundamentem analizy jest obserwowany regres Zachodu. NATO jako strategiczny most łączący dwa jego centra – Europę i Stany Zjednoczone – zostało poddane naukowej eksploracji, by zidentyfikować możliwości jego wykorzystania jako instrumentu przywracającego relatywną siłę Zachodu oraz odtworzenia potencjału określania parametrów wyłaniającego się porządku światowego. Analiza została wzbogacona o dwa scenariusze potencjalnego kierunku transformacji wspomnianego porządku światowego.

Uncertainty is the notion that can be a one-word description of the state of global affairs. Tensions in the world order architecture are symptoms of its ongoing transformation. The purpose of the article is to explore the reasons, manifestations and direction of this change. The prime assumption of the analysis is the regress of the West. NATO as a strategic bridge between two centers of the West – Europe and the United States – is subjected to scientific investigation to examine its possible role in reestablishment of the relative power of the West and regaining its defining capabilities in the world order in statu nascendi. The analysis is supplemented by two scenarios of possible trajectories of world order transformation.
