This article outlines the changing role of culture in modern economy. According to European examinations and researches (including the European Commission), culture is one of the biggest and most dynamically developing employers of Europe, supporting increasingly domestic economies, particularly at the regional level. According to many economists, for instance David Throsby (Professor of Economics at Macquarie University in Sydney ), countries, which are not investing in culture at the age of innovative economies cannot function properly. Culture is no longer perceived only in terms of some aesthetic values but is more often regarded as an economical motor. Moreover, the definition of culture applies now to a very broad range of activities, including creative sectors, which are using cultural resources. Culture becomes a web of different sectors. Culture has a direct and indirect impact on economy, especially in the social sphere, it may also strongly affect economic transformations of areas, characterized by low level of general investments. Furthermore, it becomes an object of scientific and economical analyses. Many European countries are demonstrating an interest in the economics and culture, Great Britain or Germany for example – adapting widely culture for economic and social purposes. However this process needs a great deal of support, it is not possible without coherent promotional and educational system, deeply hierarchical model, active participation of non-government organizations, a huge amount of plans and assistance programs dedicated to culture at the local, regional and domestic level, as well as wide non-profit social contribution into the bloom of this increasingly important branch. The idea of profitable culture should be attached to national development strategies. We should create appropriate mechanisms, changing the social attitude towards culture, harnessing informative and educational campaigns raising public awareness of the notion of National Heritage (already at the level of basic education). Long-term programs aiming cultural education are compulsory, within different aspects of its activity. Culture fulfills multiple purposes important for the economy, it stimulates : the labour market, the entrepreneurship of private, public institutions and the society, development of new technologies, tourism, development of professional qualifications (in particular shaping the idea of lifelong learning), other industries. The proportion of well-educated employees in the cultural & creative sector is significant, what was proven in British examinations. Finally, culture allows Poland to apply for a huge financial aid from the EU funds: Culture Programme, European Capital of Culture, Media 2007 Programme, Digital Libraries initiatives, Lifelong Learning Programme or Europe for Citizens project. The role of culture shouldn’t be underestimated at the time of economic chaos in Europe, when governments are deciding on budget cuts. To some extent the article is answering a question, whether the culture should undergo additional funding now, so when the national debts are growing, or it would be illogical.

Większość koncepcji edukacji kulturalnej zakłada bowiem przygotowanie człowieka do samodzielnego, twórczego i aktywnego funkcjonowania w rzeczywistości społeczno-kulturowej.

The article is a voice in the discussion on the validity of the term „cultural education” and the sphere of educational practice to which it relates. The author refers to the thesis proclaimed by some researchers and practitioners that „cultural education” is an out-of-date category. In the first part of the article, she presents the critique of the concept of cultural education. Critics accuse that the concept is being based on an obsolete, narrow and valuing definition of culture. They also point out that the tasks of cultural education are inadequate to the needs of contemporary democratic society, because they are formulated narrowly and mainly concern preparation for the reception of culture in a narrow sense (usually as an artistic culture). These accusations are related to the genesis of cultural education, as its opponents believe. They say that it was created in the 1940s, that is in completely different socio-cultural and political realities, which makes it today out-of-date. In the next part, the author tries to show that these allegations are not entirely right and justified. According to the author, it is not true that all concepts of cultural education are based on a narrow valuing culture definition and that tasks are reduced only to prepare people for the reception of culture. Most of the concepts of cultural education assume the prepara- tion of a person for independent, creative and active participation in the socio-cultural world. In addition, the author disagrees with the view that cultural education is anachronistic because it was created in the 1940s. She claims that the term “cultural education” was used in Poland in academic literature for the first time in the 1980s and from then on, the concepts of cultural education began to develop. At the end, the author indicates that it is not justified to reject the term “cultural education” and the related educational approaches. She emphasizes that the diversity of the concepts of cultural education is a value in keeping with the realities of a democratic and pluralistic society, where different approaches can and should coexist.

Selected elements of the Hungarian system of financing culture As a former communist country, Hungary faces similar problems in culture management as the other countries of Central Europe, since they have become  democratic countries at the same time. The issues of the role of state in shaping cultural life and of culture funding especially in times of crisis are being disputed, and the discussions do not lead to a consensus. The specificity of cultural management in Hungary, in addition to a number of typical problems of democracy, is closely linked with the history of the 20th century, the events which have permanently affected the national identity and culture of the country. Since the end of World War I, the matter of cultural nation causes  many problems to Hungary, but also creates many possibilities thanks to the Hungarian national minority living in the neighboring countries and the officially recognized nationalities living in Hungary. The current government led by Prime Minister Viktor Orbán, being aware of these extra human and cultural resources, integrates them tightly to the Hungarian cultural system. However, culture seems to have a secondary position in the state structure, being represented only by a state secretariat within the enormous Ministry of Human Resources. For the purpose of giving some examples of the operations of cultural institutions , I describe the legal background of museum institutions, public libraries and general cultural education, which is basically organised into culture houses and centres.

This article attempts to define cultural education as a part of personality formation. The rank and importance of the achievements of Polish social pedagogy is discerned. By referring to its leading creators: Helena Radlińska, Stefania Sempołowska, Irena Sendlerowa, Janusz Korczak, and Henryk Jordan, the author shows that concern for socially marginalized groups has always been at the centre of pedagogical activities. At the same time, attention towards a legal culture was a distinct feature of social pedagogy and still remains a challenge for cultural education.

AbstractIntroduction: Active, value-based cultural policy leads to development of culture and forms of cultural expression of individuals, groups or societies; also, it has direct influence on activities of creative industries combining artistic activity and entrepreneurship, operating in the free market and growing globalisation conditions.Aim of the study: The main purpose of this paper is to analyse strategic approaches to contemporary cultural development policies implemented in mature democracies, in order to understand their educational implications and to be able to support effective, innovative and rational changes in the field of culture by creating a source of synthetic data.State of the art: As a result of conducted analyses, four strategic approaches intended to increase culture development have been identified, worked out as a result of cultural policies implemented by European democracies, focused on: 1) protection of cultural heritage, totality of creative accomplishments of mankind and supporting prestigious professional artistic creation as a source of creativity and innovation; 2) building democracy and participation in the cultural life, as well as building cultural capital of civil society as a stimulus for development and its driving force; 3) promulgation of cultural diversity in the field of creation, treated as a factor conducive to opening to Others and mutually enriching; 4) fostering personal development and higher quality of human centred life as the objective and sense of cultural policy in the era of globalisation and media impact. Conclusion: The study on educational implications of cultural policies, conducted in the longer-term perspective, has shown a broader view on the educating role of culture as a factor impacting personal development of every man; shifting from education- into personality-oriented way of thinking; seeking to improve the quality of man and fostering his development through self-development and enrichment of one’s identity, as well as by contacting other cultures, understanding cultural differences.

The research question concerns the value of these books from the point of view of historical, tourist and cultural education. The article also deals with the readership and film reception of Nienacki’s books and the issue of their digital availability. The author assumes that the educational value of these novels is high. The second thesis argued in the text is the belief that the readers are still interested in the writer’s books and that these are available in digital versions.

In the present article the subject of observation and analyses have become the activities performed/conducted by socio-cultural animators affiliated with Ośrodek “Pogranicze – sztuk, kultur, narodów” in Sejny, who operate among adults. The author investigated a project that has been implemented for several years, which researches the myth of Medea as instrumental in tackling the issue of difficult memory, the latter to be utilised in building good neighbourly relations in multicultural environment.

In the article I emphasize the need to use the pedagogy of popular culture in the contemporary educational practice. I refer to the experience of Western educators, such as Glen Savage, Ernest Morell, Craig Keller, Thomas Fain and Kate Sciurby who use in their work popular culture texts, seeing their educational potential. The author focuses on the entrance of the hip-hop culture to school and on the critical analysis of popular films and TV series. Wishing to reach today’s youth, for which popular culture is a fundamental element of cultural capital, it must not be forgotten that ignoring popular culture in the education process disdains today’s youth, and can cause problems in the work of teachers with students.

One of the biggest challenges in Poland (1918-1939) was the establishment of a new Polish school. The main goal of the newly created Polish school was to educate a generation as patriots and responsible citizens, and unite compatriots from three ex-partitions. The first school curriculum in the independent Poland focused on teaching social knowledge, Polish and European cultures, and, above all, providing pupils with moral and aesthetic experience. Music education played a key role in bringing various ideological objectives to fruition. Music compositions with national themes – both from concert and folk traditions – were worshipped and seen as the rebirth of the national culture. The goal of music instruction was to educate the young generation, bring it closer to the ideas embedded in the masterpieces of art, and deepen their love of music.

Both aesthetic education and cultural education are important issues in the area of considerations of sciences of education. It would appear, however, that today they require a more detailed specifi cation and clarification in relation to both their nature, sense and meaning, as well as in the area of both educational theory and practice. Among the multitude of problems corresponding to the issues mentioned above, one cannot miss those that relate to the attempt to identify the relationships that occur, or rather can occur, between aesthetic education and cultural education. This is of paramount importance because of the diff erent ways of understanding these categories rudimentary for the sciences of education. For it is upon these methods that possible relationships (scope relations) which occur between aesthetic education and cultural education depend.

Ewa Lach’s Na latającym dywanie [On the Flying Carpet] is a novel based on the theme of time travel. The book has a lasting value due to its entertainment and educational values. Regional themes and the regional setting. i.e., the Beskid-Silesian and Upper Silesian scenery, play an important role in it. Rather than historical knowledge, Ewa Lach popularizes literary and film conventions: western, the tales from One Thousand and One Nights, the historical-sensational novel, and fantasy (including science fiction). In this way, the book popularizes reading among its audience and encourages participation in mass culture. The book is still finding interested readers.
