The problem of financial security becomes extremely topical in the face of changes in the system of debt commitment. This article aims to identify the attitudes of local government in shaping the financial security of debt transactions in the light of the study. This paper presents the decision-making process as a measure of transaction security. The discussed position of debt transactions is the object of interest of financial security. The results of empirical studies regarding the attitudes and behaviour of financial security associated with such debt transactions were presented.

Problem bezpieczeństwa finansowego staje się niezmiernie aktualny wobec zmian systemu zaciągania zobowiązań dłużnych. Celem artykułu jest wskazanie na postawy jednostek samorządu terytorialnego w zakresie kształtowania bezpieczeństwa finansowego transakcji dłużnych w świetle przeprowadzonych badań. W artykule przedstawiono proces decyzyjny jako wyznacznik bezpieczeństwa transakcyjnego. Omówiono pozycję transakcji dłużnych jako przedmiotu zainteresowania bezpieczeństwa finansowego. Zaprezentowano wyniki badań empirycznych w odniesieniu do postaw i zachowania bezpieczeństwa finansowego związanego z zawieranymi transakcjami dłużnymi.

The purpose of the article is to assess the extent of discrepancies between planned and implemented investment expenditures and to determine if there is a systematic change in the level of nonconformity of planned and realized investments expenditures in LGs. In this article there will be made conclusions about the risk of investment projects performed by the voivodeship self-government units. The author used the method of comparative analysis and descriptive statistics.

Celem rozważań jest ocena rozmiarów występujących rozbieżności między wydatkami inwestycyjnymi zaplanowanymi a wykonanymi oraz ustalenie, czy w kolejnych latach zachodzą systematyczne zmiany poziomu niezgodności wielkości planowanych i zrealizowanych w JST. Tak sformułowany cel pozwoli na wnioskowanie w zakresie występującego ryzyka realizacji zadań inwestycyjnych przez jednostki samorządu województwa. Realizację wyznaczonego celu oparto na metodzie analizy porównawczej, opisowej oraz statystyki opisowej.

This article presents the perception of risk by the local government, which is associated with the process of selection debt, borrowing, debt, and the occurrence of risk factors during the use of debt instruments. The problem of excessive debt, or making a wrong decision regarding the choice of debt instrument becomes important from the point of view of maintaining liquidity at a time, as well as to ensure an adequate level of goods and services to society. The paper presents empirical studies obtained using the method of time series analysis, as well as the results obtained questionnaire technique.

The article focused on the debt problems in local government units. The purpose of the article is an indication of the availability and the effects of the use of debt instruments with regard to the level of indebtedness of local government. Legal analysis on the regulation is made and the extent of the use of debt instruments by government entities. There are showed the overall analysis of the level of indebtedness of local government units as a  function of the use of debt instruments. In the context of an analysis estimates the effects of debt researched units.
