This article uses fixed-effects and random-effects panel data models to examine the effectiveness of environmental policies, and additional determinants on carbon dioxide (CO2) emissions in 21 selected European OECD countries from 1990 to 2020. Specifically, the analysis investigates the impact of individual subgroups constituting the total Environmental Policy Stringency (EPS) index, namely market-based instruments, non-market-based instruments and technological support. Furthermore, the impact of these instruments is examined considering two types of CO2 measurements: production-based (PBA) and consumption-based (CBA). The obtained results demonstrate that the impact of each subgroup varies and the strength of their influence depends on the method of CO2 measurement. Finally, the study examines whether the 2008 changes to the Emissions Trading System (ETS) influenced the effectiveness of the instruments within the EPS. The results indicate that these changes significantly improved policy effectiveness when CO2 is measured using the PBA. In contrast, the post-2008 changes had a minimal effect on reducing CO2 emissions measured using the CBA, which may be related to the phenomenon of outsourcing.

Greenhouse gases are gases that increase in concentration because of human activity. Carbon dioxide accounts for the largest share of greenhouse gas emissions. The ecological environment can be improved and global warming can be mitigated by reducing carbon dioxide levels. Today, the focus around the world is on CO2 emissions into the environment. The Baltic countries that produce more electricity, such as Estonia, emit more carbon dioxide into the environment, while countries that produce less electricity, such as Lithuania and Latvia, emit less. Application of the panel data analysis of GDP per capita and CO2 emissions in millions of tonnes for the years 2000-2021 for the selected countries revealed that the calculated regression constant and coefficient for the independent variable GDP per capita are rather unreliable, which means that there is no common regression function for all these countries, but the differences in the residuals give valuable insight in the specifics of each country.

Izotopy trwałe stanowią doskonałe narzędzie do analizy źródeł pochodzenia gazów cieplarnianych.

Stable isotopes constitute a powerful tool to study the sources of greenhouse gases, especially CO2. Carbon dioxide derived from the burning of fossil fuels has a distinct 13C isotopic composition depending on the type of fuel. Therefore, one can attribute contributions of different emission sources to the total CO2 load in the urban atmosphere. Quasi-continuous measurements of the mixing ratio of atmospheric CO2 and its 13C signature were performed in Krakow in 2013 to analyze its seasonal and synoptic variability. High CO2 mixing ratios were observed in winter due to intensified burning of fossil fuels for heating purposes (mostly methane). During the summer of 2013, a slight increase in atmospheric CO2 was observed following a drought event and a subsequent suppression of the photosynthetic activity of the local biosphere. A high temporal resolution of the measurements allowed to analyze short-term increases of the measured CO2 mixing ratios. Two such events are presented and discussed. Isotopic mass balance combined with air backward trajectory analysis allowed to attribute local traffic and industry as potential sources of these events.

W artykule poruszono problem zanieczyszczenia powietrza w Zduńskiej Woli w latach 2012–2014.

The subject of the considerations contained in the study is an attempt to assess the method of implementing into Polish law Directive 2009/31/EC of the European Parliament and of the Council of 23 April 2009 on the geological storage of carbon dioxide. This directive establishes a legal framework for the safe geological storage of carbon dioxide, which is to contribute to combating climate change. The vastness and complexity of the matter regulated therein means that the analysis primarily concerns the establishment of financial security by an entity conducting business involving underground storage of carbon dioxide and the use of funds collected in this way. This analysis has shown that some solutions adopted in Polish national law must be assessed very critically.

Przedmiotem rozważań zawartych w opracowaniu jest próba oceny sposobu, w jaki implementowano do prawa polskiego dyrektywę Parlamentu Europejskiego i Rady 2009/31/WE z dnia 23 kwietnia 2009 r. w sprawie geologicznego składowania dwutlenku węgla.

W pracy opisano akcję ratunkową pacjenta, u którego doszło do nagłego zatrzymania krążenia z powodu przypadkowego zatrucia CO₂. Medical rescue teams might be exposed to the risk of accidental poisoning while performing rescue procedures. Exposure to the risk of lethal carbon dioxide (CO₂) concentrations is a rare situation. This case study describes rescuing a patient who suffered from sudden cardiac arrest due to accidental CO₂ poisoning. The victim was finally evacuated and resuscitated, but the circumstances of the rescue operation point to the need to equip ambulances with carbon dioxide detectors and hermetic oxygen masks. Dokonuję ponownej oceny tezy Hendersona z książki The Fitness of the Environment [Dostosowanie środowiska], zgodnie z którą zespół podstawowych substancji biochemicznych, które wchodzą w skład życia ziemskiego, cechuje się unikatowym synergicznym dostosowaniem do tworzenia złożonych układów chemicznych charakterystycznych dla życia.

Here I review the claim that the order of nature is uniquely suitable for life as it exists on earth (Terran life), and specifically for living beings similar to modern humans. I reassess Henderson’s claim from The Fitness of the Environment that the ensemble of core biochemicals that make up Terran life possess a unique synergistic fitness for the assembly of the complex chemical systems characteristic of life. I show that Henderson’s analysis is still remarkably consistent with the facts one century after it was written. It is still widely accepted even among researchers in astrobiology. I also review the evidence for believing that many of the properties of the same core set of biochemicals are specifically fit for the physiology of complex terrestrial beings resembling modern humans. I show that none of the recent advances in the field of extremophile biology, alternative biochemistries, or recent allusions to apparent defects in the fitness of nature for Terran life significantly undermine the core argument, that nature is peculiarly fit for carbon-based Terran life, and especially for the physiology of complex terrestrial beings resembling modern humans.
