The article presents diversity in innovation in the European states as an aspect of the development of the information society. In accordance with the undertaken research, innovations occupy a specific position among all the factors conditioning the development of the information society. Not only do they dictate the rate and the directions of the economic development, but to a significant degree they influence the forms and the structure of the international cooperation. As a result, innovations constitute this element which in fact determines the international competitiveness of both individual industries and entire economies. The agglomeration of the European states according to their Summary Innovation Index (SII) structure has revealed a clear distinction between the studied elements. They fall into two categories, which are related to an overall level of the socio-economic development as well as significant stages of the development of the European Union. The first group consists mainly of the states of the EU15 and non-member states, while the second group comprises of the EU2004, EU2007 and the candidate states. Considering the mean values of the SII elements, the largest distance between the two groups was revealed between the input of the intellectual property (IP) and the knowledge creation (KC) into innovation of the states, while the smallest distance was revealed in the areas of the I&E and the application.

The Silesian Voivodship is one of the most industrialised ones in Poland. It can be characterised by the highest number of employees in industry, which was equal to 458,000 in 2006, i.e. 16.9% of the total number of employees in industry in Poland. When calculated per 1000 inhabitants, the coefficient is equal to 98 and it gives the voivodship the first place in the country. The Silesian Voivodship is also close to the top as far as sold industrial production is concerned (the second place after the Mazowieckie Voivodship), which was 140,500,000,000 PLN in 2006, making 17.9% of the total industrial production in Poland, and also in the field of industrial investments, the value of which was equal to 9,500,000,000 PLN, making 18% of all investments in industry in Poland (the first place among all voivodships). Also the value of fixed asset in industry, being equal to 18.0% of the total value of the fixed asset in industry in Poland is the highest in the Silesian Voivodship. The presented factors prove a dominating role of industry in the voivodship economy and the industrial character of its inhabitants. The process of transformation from an industrial to an information society develops gradually. A civilisation is never totally and immediately replaced by another, but it is successively modified and it can exist in that modified form for a long time. According to the above assumption, the goal of the paper is to present selected aspects of development of the information society in the Silesian Voivodship.

Modern processes of civilizational development, directed towards the formation of an information society, make knowledge an increasingly important and the most valuable product, and access to information is the basic condition for the development of all sectors of economy. In this article, I make an attempt to determine the impact of industry on the complex process of shaping of an information society. The aim was to determine the relations between the industry and the information society, and their surroundings. An important element in the formation of an information society and the development of knowledge-based economy is a high level of education at all stages, and the competences: to be able to apply the acquired knowledge, to formulate new ideas and to introduce them in the production and service industry. New technologies trigger modernization and encourage new products, which in turn contributes to quality changes in the society, and to raising the society’s culture.

W dalszej części szczegółowo analizuje najważniejsze bariery stojące na przeszkodzie by internet w pełni osiągnął status dobra publicznego o charakterze globalnym.

In the information society the knowledge becomes a commodity treated as a good – equal ormore valuable than material possessions. Knowledge delivered to society thanks to technologicalprogress – for example the Internet – makes it possible to execute a strategy for developmentservice of storing, transmitting and processing information. In Poland developmentaldisproportions result from the cultural heritage of socialism which directly influences the rateof economic and social changes. Catch up on developmental backlogs it benefit from buildinginformative society on the basis of others' experience. The development of informative and telecommunications technology accelerates the labor market transformations and creates newform of employment. In Poland labor structure is still behind the modern structures in high-developed countriesthat is why we hope that integration of European Union with Poland forces the necessity ofbuilding new informative systems which aid the development of economy and arrangingefficient administration by using informative technology. As a priority it is decided to createconditions where everyone has access to information, shaping society's consciousness and development of intellectual and economic potential.

The article refers to social and economic issues of Roma minority in Poland. Large groups ofRoma that live in our country – especially in the cities – are marginalized because of theirculture dissimilarity and because they cannot find their place in actual political and economicsituation. The reason, but also the effect, of such situation is explained by low level ofeducation in Poland. Authors reckon that one of the conditions of information society’s growthis necessity to support their enterprising attitudes. Following this thesis, the authors believe, that supporting lower developed groups, which don’t keep up with actual pace of economicgrowth, is necessary to minimize the social and economic exclusion of these groups and tolimit social anxieties and clashes. On the example of Roma ethic minority group authors characterized the problems of thesegroups on a labor market, ways of fighting against them and showed the perspectives ofprogress of these groups in future by building enterprising attitudes.
