This article shows how the topic of exile and exile literature was presented in the Prague magazine Die Wahrheit after Adolf Hitler came to power. Although Die Wahrheit was an expressly proCzechoslovak magazine, it focused on problematic aspects of the situation of German émigrés in the country, especially writers and other cultural actors. The article follows three interpretive models (Heinrich Heine, the ‘best Germany’, and ‘positive nomadism’), belonging to discursive formations in which the debate on the situation of exiles took place, shaping their self-understanding and ideas about possible solutions. The magazine’s critical attitudes towards the relationship between artistic exile and the Czechoslovak state are revealed on the example of debates about the (non) performance of Ferdinand Bruckner’s drama Die Rassen in Prague.
Through an analysis of Zdeněk Doskočil’s monograph on a key period in Ladislav Novomeský’s life and work, this essay attempts to examine the possibilities and limits of biography as a historiographical genre. The author relies on attempts to reformulate biography as a distinct but traditionally convention-bound genre of “writing about the past” so as to bring it closer to what is known as contextual biography (Hans Renders, Binne de Haan). The text places Doskočil’s book among a number of other monographs published in recent years on luminaries of the Czech and Slovak Marxist intellectual elite (e.g. Zdeněk Nejedlý and Gustáv Husák). It focuses on the dilemmas faced by the author, who attempts to follow a different emplotment than the traditional, chronological and rather holistic one.
The thesis deals with a question of how Czech interwar journalists in the magazine Přítomnost have been viewing Great Britain. Their detailed articles about British topics could be basically divided into two parts. The first, larger one consists of articles about Britain’s domestic and foreign policies. Numerous articles dealing with a wide variety of British topics could be accounted for the second part, especially essays about British national character and cultural phenomena. Considering a low awareness of Czech interwar society about Britain, it does not surprise that articles in the twenties have had mostly informative nature. Britain has been pictured as a cradle of democracy, reason and gentleman behaviour. In the thirties Britain has been described more realistically and — because of its foreign policy towards Czechoslovakia and Hitler’s Germany — more critically, especially during the year 1938.

Nejobsáhlejší okruh představovala otázka vnitřní a zahraniční politiky ostrovního státu. Pod druhý okruh lze potom zahrnout celou řadu článků, věnujících se široké škále témat, spojených s Velkou Británií, zejména národní povaze a kulturním jevům.
On the other hand, the attitude of the Ministry of Education to the initiative was rather reserved, as children were spending a lot of their free time at the farms both during the school term and during holidays, and there were even critical comments to the effect that the concept was in fact a promotion of small-scale production. The wave of interest finally ebbed in 1963 and 1964 and existing children’s farms were converted into school gardens. The author pays special attention to the model Young Pioneers’ farm in Město Albrechtice in northern Moravia. Thanks to unique school chronicles and a meticulously run school magazine, it was possible to reconstruct the organization of many dozens of children and results of their work, which were rewarded by a high state decoration in 1965. The farm in Město Albrechtice survived until the 1970s thanks to efforts of the local school managers (Karel and Ludmila Schmidtmayers), who were able to motivate a group of children of various ages for voluntary work for the collective. In a way, their concept was ahead of the time and can be compared to the so-called micro-collective movement which was being developed within the Young Pioneers’ Organization in the 1960s.

Jejich koncepce v jistém smyslu předběhla dobu a lze ji přirovnat k takzvanému mikrokolektivnímu hnutí, rozvíjenému v Pionýrské organizaci v šedesátých letech.
Drawing from rich documentary sources, the study provides, for the first time ever, a comprehensive explanation of the criminal case of Jaromír Neumann (1924–2001), a prominent Czech art historian, which stirred the academic community in Czechoslovakia and prompted various guesses and speculations among the public in the second half of the 1980s. At a general level, the study is not just a reflection of one remarkable life story and a professional downfall against the backdrop of the late Czechoslovak “normalization”, but it also touches upon issues of professional and ethical limits of scientific work which the authoress claims remain disturbingly topical even today, changes of the sociopolitical climate notwithstanding. The authoress first introduces Neumann as a leading researcher in the field of the history of Mannerism and Baroque in graphic arts, who soon stepped beyond initial Marxist starting points and in the 1960s and later made a significant contribution to improving the prestige of Czech (or Czechoslovak) art history both at home and abroad, his activities, contacts and research helping cross the symbolic Iron Curtain. Between 1960 and 1970, Neumann was the director of the Institute of Art Theory and History of the Czechoslovak Academy of Sciences; he was deposed as a result of “normalization” purges and subsequently employed as a researcher by the National Gallery in Prague. Being a charismatic and influential person, he enjoyed considerable popularity and trust, and his professional assessments and opinions were also influencing collecting activities of renowned personalities. At the same time, however, the authoress proves he was a secret collaborator of the State Security. In 1985, he was arrested and accused of illegal trade in antiquities; two years later, he (and others) was sentenced to five years in prison for proved speculation and usury. Based on his preserved criminal file, the study reconstructs circumstances of his criminal prosecution, lawsuit, and time spent in prison, but it also attempts to look into the motives and psychological condition of this complex and controversial personality. Due to the nature of the crimes he had perpetrated, Neumann failed to achieve a court rehabilitation and full “reacceptance” among the professional community even after the change of the political situation. While the criminal act of speculation was a transgression attributable to the very nature of the socialist regime, usury was and still is a serious crime, punishable according to today’s legal acts as well.

The article attempts to present the role of the Slovak and Czech political elites in the process of disintegration of the Czechoslovak Federation in 1993. The main thesis of the article is that a lack of the common federal opposition elite before 1989 was the main reason why the Czechs and Slovaks went separate ways. Czechoslovakia is a unique example of the state founded on a decision of the political elite in 1918 and it was also by their decision that the “velvet divorce” tookplace. In addition, it is worth underlining that the disintegration of Czechoslovakia came against the opinion of the majority of society. Political winners decided after 1989 that it would be better to become leaders of smaller but independent states than to try to find consensus and work together.
The authors analyze the course of the Czechoslovak land reform carried out in the interwar period and affecting farmsteads owned by citizens of the Austrian Republic. Based mainly on documents from Czech and Austrian archives, the study proves that the land reform had, for many reasons, a potential to have an adverse impact on relations between Czechoslovakia and Austria. First and foremost, Austrians, in particular noble families, owned vast land holdings in Czechoslovakia, the total area of which was approximately 200,000 hectares, and the Austrian government was not in a position to ignore potential losses. The owners were facing a substantial reduction of their land holdings and hefty financial losses. The compensation which the Czechoslovak state paid for the expropriated land was below the market price and, at the same time, large farmsteads were suffering from high property duties. Attempts of the Austrian owners to force the government in Vienna to decisively defend their interests were ultimately unsuccessful. As a matter of fact, problems associated with the land reform, their unquestionable gravity notwithstanding, were of minor importance for it. The interest of the governments in Vienna and Prague was focusing mainly on huge economic, trade and financial problems of Austria which had to rely on the assistance of the victorious powers. The Austrian diplomacy was therefore evading any land reform-related conflict with Prague and was attempting to influence its course by peaceful means. However, the authors have presented concrete examples showing that the accommodating attitude of Vienna did not result in any tangible benefits for the landowners; compared to landowners in other countries, including Germany, they received less in financial compensations and tax reliefs in the interwar Czechoslovakia.

This study focuses on describing the samizdat situation in the Tábor region while attempting to portray some of the sociocultural aspects of independent publishing activity on the “periphery”. Local examples of these phenomena (with such series as JITROcel, Anýz, Jiří Novotný and friends’ workshops, magazines such as Studánka, Akát and Obálka, as well as Jiřina Zemanová’s Prostor) are used to reveal the importance of the subculture (in this case the “tramping” or backpacking subculture) as a medium for alternative culture and the social networks and links which create these communities and which influence both distribution and, for example, reception among readers. Other characteristics of samizdat in the regions included its apolitical nature and the interconnections with the Prague samizdat centre. In addition to samizdat activity, the backpacking community in the Tábor region also arranged amateur music shows and independent exhibitions in unofficial premises such as private homes and chalets.

In his partly comparative study, the author focuses on a specific chapter in Czechoslovak- Yugoslav relations in the 20th century, namely contacts of the exile governments of both countries after their occupation by the German army in March 1939 (remnants of Czechoslovakia) and April 1941 (Yugoslavia). Supported by document from Prague’s and Belgrade’s archives, he recalls circumstances of the German occupation of Yugoslavia and compares the formation of the Czechoslovak and Yugoslav political representations in exile, the different ways they took to London, the problems they encountered during early years in exile, and their positions in London’s exile community. The study shows how the restoration of mutual relations between the two representations was burdened by historical animosities, although Belgrade and Prague had been allies since 1919, both being members of the Little Entente; President Edvard Beneš (1884 – 1948), in particular, was long reproaching Yugoslav politicians for abandoning Czechoslovakia at the time of the Munich crisis in the autumn of 1938. However, some Yugoslav representatives, on the other hand, disliked the fact that the Czechoslovak government had not supported them in the conflict with Italy in 1926 and during the establishment of the king’s dictatorship three years later. Mutual relations of leading Czechoslovak and Yugoslav politicians in exile were also reflecting their respective opinions on further war developments and on relations of restored Czechoslovakia and Yugoslavia to allied powers. Both exile governments were striving for help and support of Great Britain; however, they assumed, for a variety of reasons, different attitudes to cooperation with the Soviet Union. Although the relations were gradually improving, especially since 1943, when the Yugoslav government declared that it did not acknowledge the Munich Agreement, their courses drifted apart while both were still in exile, and only Czechoslovak exile representatives returned home as winners, while their Yugoslav counterparts in London had to “beat a retreat”, yielding to Tito’s Communists, and most of them stayed in exile.

The People's Control Committee of the Slovak Socialist Republic (Výbor lidové kontroly - VLK SSR) was the highest control body in the eastern part of the Czechoslovak Federation from its establishment in 1971 until its termination in 1990. An important part of its work was monitoring the agenda of citizen complaints, statements and suggestions, which represent an important source for our understanding of society and its interactions with the state authorities and bodies during the period of Czechoslovak normalization. The People's Control Committee dealt with submissions directly addressed to them, but also kept records of submissions addressed to all Slovak ministries, other central bodies and national committees. The study outlines the Committee's competences, staffing, its legislative framework, the scope of its activities and its functioning. It follows the development of the number of submissions and their handling in detail, as well as the Committee's methodological and control activities in relation to the people's control bodies at lower levels. These activities were carried out by the staff of the Complaints Department alongside other departments of the Committee, sometimes in cooperation with other state and party institutions and also with the assets of the Complaints Department, whose members were released from their jobs to participate in the inspections. Based on contemporary analyses and summary reports on the handling of the complaints agenda, the author observes that despite the officially declared importance of this activity and repeated efforts to streamline the process, the Committee was not satisfied with the results it achieved and criticized the numerous shortcomings both in the handling of complaints and in the approach of the authorities. The author concludes by recalling the situation after the fall of the communist regime in November 1989, when the Committee had to deal with a significant increase in the number of complaints and returned to reviewing some previously rejected submissions. The Committee's activities were terminated at the end of August 1990, when it was replaced by the Ministry of Control of the Slovak Republic.

The aim of this paper is to analyze the policy of the Eastern Bloc towards Chile from 1973 to 1980 on the example of Czechoslovakia. The documents from Czech archives and the literature from that period show its complexity as well as its transformation. Although Czechoslovakia suspended diplomatic relations with Chile in September 1973, it sought to maintain its positions in the country. Apart from the economic importance, another reason was the possible legalization Czechoslovak intelligence agents. The Chilean coup d’état was well reflected in the Czechoslovak society, as the people received an unprecedented amount of information about this distant country (e.g.exhibitions, literature, films and music). Its character, without doubt, contributed to numerous stereotypes in the perception of Allende’s and Pinochet’s governments which have survived in several post-communist countries to this very day.

Dokumenty z českých archivů a dobová literatura demonstrují její komplexnost a proměnlivost.
A number of personalities from the legal profession have significantly influenced (and are influencing) the development of the territory that nowadays belongs to the Czech Republic, and shaped the form of society, the state, legal regulations and legal institutes in their application. The commemoration of such personalities allows us to perceive and understand the contemporary social, economic, political and legal reality and the mosaic of everyday life. The article focuses on the life and work of Bohumil Baxa, an expert in constitutional law and legal history, one of the first ordinaries and officials of the Faculty of Law of Masaryk University in Brno, a senator, as well as an opponent of Nazism and a victim of repression during the so-called Heydrichiad. Baxa, as a legal positivist, based his texts on archival sources, legal regulations and foreign sources, combining his knowledge of law, past and present, and legal dogmatics. He was primarily concerned with questions of public law, especially those relating to statehood and parliament. The aim of this article is not only to commemorate the life and work of this eminent jurist, whose birth we commemorate this year as the 150th anniversary, but above all to supplement the information about this personality, his life and work, with newly acquired knowledge, especially in the first (Prague) phase of his work, which has not been mapped to any great extent so far.

Připomenutí takových osobností nám umožňuje vnímat dobovou společenskou, sociální, hospodářskou, politickou i právní realitu a mozaiku každodennosti a porozumět jim.
In 2023, the Czech legislator adopted Act No. 276/2023 Coll., which aimed to repeal outdated legislation. The law focused on two types of legal acts: obsolete regulations that remained formally valid and acts that were previously repealed but in a way that raised doubts about whether the repeal occurred. While the legislative step was analysed in detail, some shortcomings were noted. For instance, some obsolete provisions were omitted. Retained regulations and bills from periods of non-freedom still form part of the Czech legal system. The text also compared approaches to similar problems in other selected countries to find inspiration for more effective identification and repeal of obsolete legislation. The goal was to contribute to greater legal certainty and efficiency in the Czech legal system.

Dále text srovnává přístupy jiných vybraných zemí k obdobným problémům a nabízí inspiraci z jiných právních systémů. Cílem je ukázat možnosti, jak efektivněji identifikovat a rušit zastaralé předpisy, což by přispělo k větší právní jistotě a efektivitě českého právního systému.
The author of the paper deals with the participation of American Slovaks in the autonomist movement in Slovakia in 1918–1938. He points to the significance of the Pittsburgh Agreement as one of the pillars of the autonomist movement, and its identicalness with the Cleveland Agreement, in the requirement of the federal organization of Czechoslovakia. He explains the initially cool attitude of the Slovak League of America to the question of the autonomy for Slovakia, its disapproval of the policy of the Slovak People’s Party and the split between the Slovak League of America and the Catholic faction of American Slovaks in this regard. The author further clarifies the eventual switch of the Slovak League of America to the autonomist movement in Slovakia. In the next part of the paper the author zeroes in on the support of American Slovaks for Slovak autonomist political parties in the parliamentary elections of 1925 and to Andrej Hlinka during his trip to the USA in 1926. He emphasizes the firm standpoint of American Slovaks in their demands for the autonomy of Slovakia from when the Hlinka Slovak People’s Party joined the Czechoslovak government in 1926–1928, all the way to 1938. The author also describes the determination of American Slovaks to bring the “Slovak question” in Czechoslovakia to international forums. The author further deals with the journey of the delegation of the Slovak League of America to Czechoslovakia in 1938 and its significance for the Slovak autonomist movement. He also points out that the Law on the Autonomyof the Slovak Province, passed on November 22, 1938, became the basis for the future asymmetrical reorganization of Czechoslovakia in defiance with the requirement of its federal organization on the basis of the Pittsburgh Agreement.

Vysvetľuje počiatočný zdržanlivý postoj Slovenskej ligy v Amerike v otázke autonómie Slovenska, jej odmietavé stanovisko voči politike Slovenskej ľudovej strany a rozkol medzi Slovenskou ligou v Amerike a katolíckou frakciou amerických Slovákov v tejto otázke. Zdôrazňuje zásadné stanovisko amerických Slovákov v otázke požiadavky autonómie Slovenska od vstupu Hlinkovej slovenskej ľudovej strany do vlády v rokoch 1926 — 1928 až do roku 1938.
Popular music scholars generally agree that the popular music studies discipline emerged between the mid-1970s and the early 1980s in Western Europe and North America, mainly on the initiative of young sociologists, and that it focuses primarily on modern pop-rock music. Many academics from the former Eastern bloc countries share this narrative. Consequently, the history of popular music’s systematic exploration in this region remains largely unknown. Recent years, however, have witnessed growing interest in the history of popular music research in East-Central Europe, as shown by a few (Czech, Slovakian, Polish, and Hungarian) texts, albeit focusing exclusively on local issues. The present study is the first to deal with the history of popular music research between 1918 and 1998 in a wider Central European context, and the Czech lands and Hungary in particular. It provides a detailed analysis of an extensive collection of Czech and Hungarian sources (archival materials and published texts of both an academic and non-academic nature – monographs, individual studies, articles in popular music magazines, and so on). It aims to show the specifics of theoretical reflection on popular music in both states and the manner and extent of the contacts between the respective scholarly communities in light of developments in popular music and cultural policy.

Studie se opírá o detailní analýzu rozsáhlého souboru českých a maďarských pramenů (archivních materiálů, publikovaných textů akademické i mimoakademické povahy – monografií, dílčích studií, článků v populárně hudebních magazínech apod.). Jejím cílem je ukázat specifika teoretické reflexe populární hudby v obou vybraných zemích, způsob a rozsah kontaktů mezi vědeckými komunitami daných zemí, to vše ve světle vývoje populární hudby i kulturní politiky.
As early as 1956, psychiatrist Svetozar Nevole, in a case study on the problem of suicide and its pre vention, stated that suicide in the Czech lands is one of the highest in the world. The occupation of Czechoslovakia by Soviet troops (joined by the armies of Warsaw Pact countries), together with the era of so called normalisation that followed, deepened not only the feelings of hopelessness and desperation, but also a phenomenon known as ‘social schizophrenia’ (Tzvetan Todorov). This text follows the ‘schizophrenic symptom’ as part of the politicization of life in Czechoslovakia 1948–1989, both in relation to the concept of ‘normality’ and in works by the poet and clinical psychologist Zbyněk Havlíček. The occupation of August 1968 and period of normalisation that followed struck precisely at the moment of greatest hope, when a sense of confidence in the prolongation of the horizon of our world and renewal of life in it had just seemed to place new possibilities within our grasp. In that atmosphere, and with the knowledge that the occupation of August 1968 would last ‘forever’, suicide was seen by many as the last tragic act of freedom vis à-vis a situation where ‘the walls are closing in’, as Jean Améry wrote in Hand an sich Legen (Reach Out for Yourself), and as the poet Jiří Pištora (1932–1970) wrote in his farewell letter: ‘I stand by the wall, and not one step further.’ A wri ter of nursery rhymes, Pištora was compelled by the occupation to take his own life in September 1970. Psychiatrist Svetozar Nevole, one of the most original figures in Czech psychiatry, committed suicide in September 1965.
There was a specific consensus existing between enterprise-level cells of the Communist Party of Czechoslovakia and the workers’ councils, with the latter respecting political views of the party organs and the former, on the other hand, accepting professional competencies of the councils. The best example on which the hybrid practice could be followed was a new phenomenon of public auditions for managerial positions. The author shows how the initially economic project of the enterprise councils was increasingly transforming itself into a movement with political ambitions since the August 1968 occupation. The informal centre of these activities was Škoda Plzeň, which organized a nationwide congress of self-governing bodies in January 1969. After the fall of the reform-oriented leadership of the Communist Party of Czechoslovakia in April 1969, the workers’ councils were becoming increasingly dependent on the leeway vis-á-vis superiors, which company-level party organizations created for them. The latter were effectively resisting political purges for a few months; in this respect, they were making use, in particulars, of worries of the central apparatus of mass protests before the anniversary of the occupation in August 1969. However, after the forced resignation of company-level reformists in the autumn of 1969, the self-governing bodies lost all political support and dissolved themselves.

Munich is therefore analysed in the context of a lengthy period between 1919 and 1938, when British statesmen and diplomats showed overt sympathy for minority German, Magyar and Polish groupings in the Czechoslovak Republic. Beneš and his government were also regarded as too pro-French, and too pro-Soviet. A major sub-theme is the extent to which Britain could or should have given military assistance to Czechoslovakia in September 1938. Neville Chamberlain appears as a prime minister who understood military realities, having received advice from his generals which was pessimistic about Czech chances of survival. Finally, the article refutes the suggestion by P.E. Caquet that Britain as a foreign power could be guilty of "treason" in 1938.

This paper focuses on the issue of making historical legal literature in the Czech Republic accessible. For historical and structural reasons, the accessibility of old legal literature in Czech libraries is inadequate. One possible solution to this long-term problem is the systematic digitisation of this old literature. The primary objective would not be preservation digitisation, otherwise the most common type in library digitisation projects, but rather both supplementary digitisation intended to supplement the book and periodicals fund with additional titles, and also ‘opening digitisation’, meaning digitisation to enable new ways of working with texts and information. The paper also concisely introduces the basic principles and technological, software and licence parameters of the National Legal Heritage project, which is an attempt at the practical application of these conclusions. This pilot project is primarily focused on the interwar period of the First Czechoslovak Republic, which was - in both Czech and Slovak history - an important period of great legal activity and preparations for major reforms.
The author’s essayistic text outlines contours of spiritual streams which were looking for alternatives to Czechoslovakia’s democratic, capitalist and republican system and its orientation to the West between the establishment of Czechoslovakia in 1918 and the advent of the Communist regime in 1948. He states that there were continuous voices which regarded Masaryk’s Czechoslovakia as a mere intermezzo and an unsatisfactory answer to the “Czech question”, although the unexpected restoration of the Czech independence in the form of a state shared with Slovaks enjoyed support of a clear majority of both nations and their elites. In this respect, the author speaks about “murky waters” or a “declination discourse”, which included voices demanding a breakup with the West and a revolutionary or authoritarian solution. Attractive models included Soviet Russia (for strong radical left-wingers), Fascist Italy, Catholic orthodoxy and, last but not least, Nazi Germany (for conservative or Fascist right- -wingers). After the demise of the First Republic, the Protectorate of Bohemia and Moravia was a temporary victory for those who professed the German “New Europe”; after the liberation, the Third Republic brought closer a socialist perspective which turned into a Soviet protectorate after the Communist coup in 1948. The author presents opinions and texts of some intellectuals critical toward the liberal democratic system, among them prominent personalities including Communist journalist Julius Fučík (1903–1943), collaborationist journalist and Protectorate government minister Emanuel Moravec (1893–1945), theologist Josef Lukl Hromádka (1889–1969), politician Hubert Ripka (1895–1958), or President Edvard Beneš (1884–1948), the principal democratic guarantor of the post-war alliance with Stalin’s dictatorship.
