In December 2011 the French Linguistic Association (Association des Sciences du Langage, www. assoc‑asl. net/) organized a conference at the René Descartes — Paris 5 University entitled Linguistics in Europe. One of the panels was devoted to European contrastive linguistics. The following text offers an outline of some of the data presented in the introductory paper on this topic. The first part contains a remark on the concept contrastive. The second part presents certain contrastive approaches in French and Czech linguistics.
The number of persons who come from countries influenced by the Islamic religion is increasing in Europe for various grounds. As a result of this, Islamic institutes that are forbidden or unknown to the European legal systems, such as polygamous marriage, may be present in European states. The practical experience of each state with polygamy varies. One of the states that has such experience is France. The paper analyses the French approach based on pivotal case law and literature to polygamous marriage from the 1950s to the present. The article focuses on the recognition of the effects of a polygamous marriage validly concluded abroad, such as the right to maintenance, inheritance or pension, with respect to any possible conflict with French international public policy. The article further deals with the adaptation of French substantive law, which is determined for monogamous marriage, to polygamous marriage. In the final chapters, there is introduced the approach of another francophone country (Belgium) and the possible relevance for the Czech Republic.

The article describes, analyses and compares the evolution of the demolinguistic situation in the Basque Autonomous Community, in the Chartered Community of Navarre and in the Basque Municipal Autonomous Community in France. The position of Basque in Spain has improved significantly and the number of speakers of that language has also increased. In France, the revitalization of Basque began much later, but the first signs of increasing popularity of this language are beginning to emerge.
After the Great War the relations between Great Britain and France began to change. London at that time had to solve many problems concerning the empire as well as the home front (I mean the events in India, Ireland, economic problems, or unemployment). Although Britain after the Great War participated in the occupation of the Rhineland, there was in fact no real interest among many of the British politicians in this region. Moreover, after the rejection of the Versailles Peace Treaty by the Congress of the United States, France was able to get quite a strong influence in this area. France put more pressure on Germany to pay reparations on time. The crisis culminated in January 1923, when the French and Belgian troops occupied the Ruhr area. The British tried to avoid problems by the policy of the so called “benevolent passivity”, whose main objective was to avoid conflict with both the French and Germans during the occupation of the Ruhr. However, compliance with this policy over time became increasingly difficult. Since mid-1923 British politicians tried to intervene in the relations between France and Germany. When this attempt failed, Great Britain returned again to neutrality. The growing economic problems of France, German willingness to reach an agreement and a change of governments both in the UK and France led eventually to the end the crisis and the approval of the Dawes Plan, which modified the reparations.

Although the recent decades have been marked by the mass expansion of judicial review in the Western world, there are countries where judicial review is still subject to political limits. Surprisingly enough, these countries include those where the contemporary models of judicial review originate. This is true about France whose notion of "actes de gouvernment" is probably the msot famous example of the political limits of judicial review in continental Europea. The notion developed in the case-law of Conseil d'Etat as an expression of its self-restraint with respect to highly politicized issues (such as coping with the Napoleonic past or the colonial expansion) in the 1st half of the 19th century. Substantially redefined in 1875 (departure from the raison d'Etat principle as its principal justification), the notion has been the integral part of the French public law ever since. Nearly 200 years since its inception, the notion still retains its vitality although regularly predicted to disappear act criticized as anachronism incompatible iwth the rule of law principles. Even though explained in several ways, the notion seems to imply non-justiciability of the acts which it covers indeed.

The article analyses successively the Principality of Monaco’s statehood in general international law; the manifestations and consequences of clashes between the Prince’s and people’s sovereignty; restrictions on the exercise of sovereign rights imposed in the past on the Principality by bilateral treaties with France which have constitutional rank in the Monegasque legal order; the constitutional and international legal context of Monaco’s integration into international institutions and organizations, first of all into the Council of Europe; the European Union dimension of Monaco’s statehood. The article scrutinizes various specificities of this statehood, which are corollary to exceptionally small parameters of the Monegasque state, among others, the concept of the Monegasque “nation” and of its right to self-determination, the unbalanced distribution of rights and obligations set down by Monaco’s bilateral treaties with France, or the phenomenon of the French law “vector” through which the Union law enters into the Monegasque law, however, the Principality being not able to control effectively this process.

Článek postupně analyzuje státnost Monackého knížectví v obecném mezinárodním právu; projevy a důsledky střetů knížecí suverenity se svrchovaností lidu; omezení při výkonu svrchovaných práv uložená vminulosti Knížectví bilaterálními smlouvami s Francií, jež mají vMonaku ústavní sílu; ústavní amezinárodněprávní souvislosti integrace Monaka do mezinárodních institucí a organizací, zejména do Rady Evropy, a unijní rozměr monacké státnosti.
The study explores the cultural and political background of the creation of the novel Le Monument by the French writer of Russian origin Elsa Triolet (1896-1970). The novel, first published in 1957 in the journal Les Lettres françaises and by Gallimard, is particularly noteworthy from a Czech perspective because it was inspired by the tragic fate of the Czech sculptor Otakar Švec (1892-1955), the creator of the (in)famous monumental Stalin statue on Prague's Letná hill. The author presents the complex and ambiguous personality of Triolet, both a literary figure in her own right and the lifelong partner of poet and writer Louis Aragon (1897-1982) - with whom she visited postwar Czechoslovakia several times - and examines the ambivalent reception of her work within the Czech cultural milieu. Special attention is paid to the novel itself: its content; the dilemmas faced by its protagonist, the sculptor Lewka; the novel's reception in France; Triolet's own interpretation of her work, as well as its ambiguous correlation with the doctrine of socialist realism, which influenced many leftist artists in France in specific ways. The analysis is framed within the broader ideological and artistic context of the work of French authors aligned with the Communist Party, either as official members or, as in Triolet's case, as sympathizers. At the same time, the novel opens up further thematic avenues, particularly the history of the Stalin monument itself - unveiled with great pomp in 1955 and silently demolished seven years later - as well as the artistic and personal trajectory of the sculptor Švec, who committed suicide shortly after the monument's unveiling. The study briefly discusses other Czech treatments of the subject in literature, film, and music. All these works share a central theme with Elsa Triolet's novel: the irreconcilability of ideological and political dictates on the one hand, and the freedom and integrity of artistic creation on the other.
This essay considers crucial moments in the development, transformations, and prospects of the North Atlantic Treaty Organization (NATO) over the seventy-five years of its existence, while taking into account the traditions of United States foreign policy as well as the current geopolitical and security challenges facing the Alliance, particularly the Russian war against Ukraine. The author first traces the Alliance’s origins in the context of the accelerating Cold War in 1949, when traditional American reluctance to commit to Europe was overcome and a political and security union was established, one that from the outset rested on the shared values of democracy, the rule of law, and individual freedom. The author takes issue with conventional wisdom as to how the Alliance contributed to peace and stability during the Cold War and in the aftermath, in particular with regard to the German question. The text examines in detail the nuclear dimension of the Alliance’s functioning, debates on the reliability of U.S. guarantees, and European members’ efforts to strengthen their own influence within the Atlantic community. The author discusses crises of cohesion and challenges to the US leadership, triggered, for example, by the sovereignty policy of French President Charles de Gaulle in the 1960s; or later changes in strategic concepts that enabled the Alliance to remain effective over the long term. It also reflects on counterfactual debates about NATO enlargement in the 1990s and their relationship to the current security situation in Eastern Europe. In conclusion, the author emphasizes that the future weight of the Alliance depends on its ability to act in a unified and convincing manner, both towards its own members and towards external actors. The defense of Ukraine’s sovereignty and the country’s anchoring in Euro-Atlantic structures is a test that will fundamentally influence not only the fate of Ukraine itself, but also the relevance of the North Atlantic Alliance in the twenty-first century.
Their priority, however, remained the promotion of their own left-wing program based on the ideal of democratic socialism. Consequently, their main focus was on reform communists and Charter 77 members from their ranks, whose activities and sacrifices they emphasized. It can even be argued that they tended to perceive and present Charter 77 as a specific manifestation of Czechoslovak socialist opposition.
