The paper discusses the foundations of cooperation between The Ministry of National Defence and companies of strategic importance for the national economy and defence. The Polish Armed Forces cooperate with businesspeople, mainly with companies, on a large scale. Therefore, various contracts are signed, with the cooperation benefiting both sides, as the armed forces are able to carry out tasks for state defence, whereas the businesspeople receive substantial grants.

In recent years, the Polish Armed Forces have reorganized its logistics system in order to adjust to the constantly changing conditions of the environment, expectations and challenges. The key reasons for these changes were due to an increased role of Poland in the North Atlantic Alliance, increasing involvement of the armed forces in operations outside the country, and the creation of a professional army. Therefore, the redevelopment of the logistical potential resulted from the need to adapt the tasks and logistical structures to the increasingly changing operational requirements and the trends in army logistics influenced by the experiences gained during the missions abroad. The changes were also determined by requirements that were set for the armed forces in the field of armament, soldiers’ equipment, increased competence in self-planning and organization of logistic support, and cooperation with allies within the framework of multinational logistics. The necessity to adapt to logistical tasks and structures, to the changing operational requirements of our army as well as to the expectations and challenges in this field influenced the need to rebuild the stationary logistical capabilities of the Armed Forces in Poland. It should be noted that the rebuilding of the armed forces’ logistics system has led to the creation of a unified common security system for all types of armed forces, where Military Economic Branches are also specialized. They own the funds of the third tier state budget and provide comprehensive security services for individuals and institutions in their regions. The armed forces fulfil their responsibilities regardless of their official subordination, both in peace, crisis and tactical warfare. Military Economic Branches provide full logistics and financial security of military units and institutions in the area of liability. Military Economic Branches use their resources and the means of allocating funds and supplies. They also purchase goods and services, including outsourcing security and rendering services to external entities within outsourcing.

The paper discusses mobilisation and combat readiness. It focuses especially on one of the aspects of deployment i.e. the transfer of this complex undertaking to the Designated Deployment Area, in the event of various difficulties. This is one of the most complicated undertakings that requires detailed planning and coordination of a number of actions in time and space.

Zatwierdzenie w maju 2020 roku nowej strategii bezpieczeństwa Rzeczypospolitej Polskiej nakazywało zwrócić uwagę na aspekty terminologiczne pojęć używanych w tym dokumencie, a także na kwestie prawne wiążące się z problemem, czy ten akt, formalnie rzecz biorąc, ma być kontrasygnowany czy też nie. Równie ważną sprawą było zwrócenie uwagi na to, że w systemie prawnym Polski opracowywane są w praktyce dwie strategie – jedną zatwierdza Prezydent RP (ostatnia postanowieniem z 12 maja 2020 r.), druga zaś ma formę uchwały Rady Ministrów (ostatnia z 9 kwietnia 2013 r.). Obecnie obowiązująca strategia została poprzedzona wcześniejszymi strategiami oraz „Białą księgą bezpieczeństwa narodowego Rzeczypospolitej Polskiej”. Strategia z 12 maja 2020 roku jest obszernym dokumentem, w którym analizowane są wszystkie elementy bezpieczeństwa narodowego. W jej treści odniesiono się do takich zjawisk, jak: hybrydowość, działanie w cyberprzestrzeni, potrzeba nowych technologii oraz problem sztucznych inteligencji.

The knowledge and skills needed to build up teams based on mutual trust as well as the understanding of the dynamics of teams’ development and the working out of the tools for their analysis are becoming indispensable for the efficiency and development of teams, especially teams that operate in military environment. In her paper, the author discusses the concept of team and raises the important problem of roles and the responsibility of a team’s members. She also outlines the stages in the development of a team and highlights the most important features determining a team’s efficiency. The author points out that the concept of building up teams is marginalized in the Polish Armed Forces, which need to rely on efficient teams in order to be able to fulfil their missions, achieve their aims and carry out their tasks.

The paper concerns an important question of fostering patriotic and defensive attitudes among young people. A new generation growing up in times of wellbeing and among the most advanced technologies, focusing on gadgets such as smartphones, tablets or headphones, lives in a virtual world in which a patriotic and defensive attitude is an abstraction. However, the process of fostering such an attitude is extremely important and it needs to be paid special attention to since it indirectly influences a state’s defence capability and, in turn, its independence, territorial integrity, sovereignty, as well as an individual’s freedom, human rights or national heritage. The purpose of this paper is to emphasise that the fostering of patriotic and defensive attitudes among young people is an important factor influencing a state’s defence capability. A common realization of this fact is especially important since the period of multiannual peace, the possession of the trained and wellequipped professional Armed Forces, the membership in NATO, and the lack of direct military threats might bring about doubtfulness as to the need to have defence education or to foster patriotic and defensive attitudes among young people. The purpose of the paper is to popularise patriotic values and to reinforce the feeling and conviction among young people that the responsibility of every Polish citizen is the allegiance to the Republic of Poland and the care of Poland’s common good. Therefore, every Pole should be aware of that, and he or she should share the responsibility with other Poles for the future of their own country and nation. The paper aims to draw the reader’s attention to the fact that highlymotivated and patriotically aware young people can influence their country’s defence capability by means of their own attitudes and conduct.

The paper raises the issues connected with the identification of the subject of research in academic disciplines related to defence of the state. These disciplines exist alongside the disciplines related to security, which means that their areas of research often overlap. The author explains what the subject of research is in social sciences and describes its place in three selected processes of research. The paper emphasizes that the determining of the subject of research is important for the process of research, and describes its connection with the research problem. There is also an explanation of the difference between defence of the state and security. Generally speaking, the subject of research in academic disciplines related to defence of the state is defence systems that counteract threats.

The paper contains the main definitions concerning the transport infrastructure. It also shows numerous defensive needs of the state, on the basis of which areas of defensive tasks have been determined. The author highlights the assessment of the current conditions of the road infrastructure in Poland - both linear and nodal, as well as of the means of transport. Moreover, the paper describes obstacles to development which exist in road transport infrastructure and the direction of changes whose implementing could lead to increasing the innovativeness and utility of this infrastructure. There is a correlation between the development of infrastructure and the fulfilment of defensive needs – adequate qualitative and quantitative conditions of different elements of road infrastructure make it possible to ensure the proper functioning of the state if a crisis erupts or war breaks out.

There are numerous controversies regarding the fields of study of “security”. Reported objections are represented in the context of “nationalization” and another field of study – “defense studies”. The study is an attempt to answer two questions: 1) what is the rationale to contest the current list of areas of academic study, academic disciplines and fields of study in the area of security and defense studies?; 2) what are the possible solutions to remove controversial issues in that classification? The article also provides a short reflection on the “security engineering” as an autonomous discipline. In the final part of the foregoing shows the original model solutions of an existing problem.

The paper discusses the development of competences of non-commissioned officers. Future operational environment will require the ability to closely integrate individual components of the defence system and the adaptation to function within the framework of the Mission Command model, delegating responsibility to lower ranks. Therefore, there is a need to verify the current model of the non-commissioned personnel and base it on properly defined competences. A properly prepared model of competences will allow improving the educational system, assessing this personnel group and making use of human assets in an efficient manner in order to respond to future challenges.

Contemporary threats show that there is a need for a fresh look at the issues of both security and defence of the state, which should be perceived as concomitant social phenomena. Although each of them constitutes a separate academic discipline with its own separate area of research, they should nevertheless be regarded as being connected with, and dependent on, each other. Both security and defence of the state can be understood in a narrow and a broader sense, which, in turn, leads to difficulties in research, as in practice it is not always possible to determine what the subject of research is of each of these disciplines. Consequently, the paper discusses the issues of both security and defence of the state.

Artykuł przedstawia komparatystyczny opis różnych form prawnych w zakresie obronności takich państw jak Niemcy, Finlandia, Wielka Brytania i Szwecja.

The article discusses an issue of establishing enclosed areas due to state defence and security. Competences in this field have been assigned to government administration – ministers and heads of central offices. The authority issuing the decision to enclose a site must also determine its borders. It is important because it must be included in the geodetic documentation, which is submitted to territorial governors responsible for the land and property registry. The chairperson of the county authorities shows all the data relating to land, buildings and premises located within the enclosed areas in the registry, but the regulations pertaining to the protection of classified information must be taken into consideration. Awarding the information about structures located within the enclosed area a status of classified one means it shall not be made available to unauthorized persons.

W artykule podjęta jest problematyka dotycząca ustanawiania terenów zamkniętych ze względu na obronność i bezpieczeństwo państwa. Kompetencje w tym zakresie zostały przyznane administracji rządowej – ministrom oraz kierownikom urzędów centralnych. Organ wydając decyzję o zamknięciu terenu musi jednocześnie określić jego granice. Jest to na tyle istotne, że musi być uwzględnione w dokumentacji geodezyjnej, która jest przekazywana właściwym terytorialnie starostom prowadzącym ewidencję gruntów i budynków. Przewodniczący zarządu powiatu wykazuje w tej ewidencji dane odnoszące się do gruntów, budynków i lokali, znajdujących się na terenach zamkniętych, musi jednak brać pod uwagę przepisy o ochronie informacji niejawnych. Nadanie informacjom o obiektach znajdujących się na terenie zamkniętym określonej klauzuli tajności powoduje, że nie będą one udostępniane osobom nieuprawnionym.

The aim of this article is to present some aspects of the offence of failure to report for active military service. Attention is paid to the causative act of “failure to report” to perform service. It causes controversy in judicial practice, hence the interference by the Supreme Court was necessary. Some new legal solutions contained in the Homeland Defence Act that may be useful in relying on Article 144 of the Penal Code are also discussed.

Przedmiotem rozważań zawartych w artykule będzie przedstawienie niektórych aspektów przestępstwa niezgłoszenia się do pełnienia czynnej służby wojskowej. Zostanie zwrócona uwaga na czynność sprawczą, która polega na „niezgłoszeniu się” do odbywania służby. Zagadnienie to wywołuje kontrowersje w praktyce sądowej. Stąd konieczna stała się ingerencja Sądu Najwyższego. W artykule omówiono także niektóre nowe rozwiązania prawne zawarte w ustawie o obronie Ojczyzny, które mogą być przydatne w stosowaniu art. 144 Kodeksu karnego.

The aim of this article is to present the social reception of the first edition of the military training program „Train with the Army” and the reasons and context for its introduction. The sources of empirical data are an evaluation study conducted among all program participants in the form of an auditorium survey and research carried out by the Public Opinion Research Center on a representative nationwide sample. Assumptions, reasons for introducing the program were presented, and in order to show the international context, also similar initiatives implemented in selected NATO countries. Most of the surveyed Polish women and men see the need, and a significant part of them declare their personal readiness to participate in training in the field of defence, civil defense, etc. In this context, a positive reception of the „Train with the Army” program can be expected. Such expectations were confirmed in the evaluation study carried out by the Military Center for Civic Education. Over 90% of program participants positively assessed both the very idea of this type of training and its course, in such aspects as: organization, competence of the trainers and the programme. A similar percentage would recommend participation in the program to their friends. Importantly, as many as 40% of program participants consider taking up military service in its various forms. To sum up, it can be said that the „Train with the Army” program may become an important tool in the repertoire of building prodefence competences and familiarizing the general public with the specifics of military service in an attractive and accessible formula.

Celem niniejszego artykułu jest przedstawienie społecznego odbioru pierwszej edycji programu szkolenia wojskowego „Trenuj z Wojskiem” oraz przyczyn i kontekstu jego wprowadzenia. Źródłami danych empirycznych są badanie ewaluacyjne przeprowadzone wśród ogółu uczestników programu w formie ankiety audytoryjnej oraz badania realizowane przez Centrum Badania Opinii Społecznej (CBOS) na reprezentatywnej próbie ogólnopolskiej. Przedstawiono założenia, przyczyny wprowadzenia programu, a także podobne inicjatywy realizowane w wybranych krajach NATO. W części empirycznej zaprezentowane zostały zbadane przez CBOS opinie społeczeństwa polskiego dotyczące kompetencji wojskowych i obronnych, a także potrzeb oraz deklaracji udziału w formach szkoleniowych rozwijających takie kompetencje. Większość badanych Polek i Polaków widzi potrzebę organizowania szkoleń z zakresu obronności, obrony cywilnej itp., a znaczna część deklaruje swoją gotowość do udziału w nich. W tym kontekście można spodziewać się pozytywnego odbioru programu „Trenuj z Wojskiem”. Takie oczekiwania zostały potwierdzone w zrealizowanym przez Wojskowe Centrum Edukacji Obywatelskiej badaniu ewaluacyjnym. Ponad 90% uczestników programu pozytywnie oceniło zarówno samą ideę tego typu szkolenia, jak i jego przebieg, w takich aspektach jak: organizacja, kompetencje prowadzących i program szkolenia. Podobny odsetek osób poleciłby udział w zajęciach programu swoim znajomym. Co ważne, aż 40% uczestników programu rozważa podjęcie służby wojskowej w różnych jej formach. Podsumowując, można stwierdzić, że program „Trenuj z Wojskiem” może stać się ważnym narzędziem w budowaniu kompetencji proobronnych i zapoznawaniu ogółu społeczeństwa ze specyfiką służby wojskowej w atrakcyjnej i przystępnej formule.

The rights, obligations and functions of individual state organs in the field of security and defence depend on many conditions. In Poland, many bodies participate in the process of creating, building and shaping national security. The key participants in this process are constitutional organs, which include - the Sejm of the Republic of Poland and the executive organs - the President of the Republic of Poland, the Council of Ministers, the Prime Minister, the minister responsible for national defence and the minister responsible for internal affairs. The author introduces the key competences of the supreme defence management authorities in Poland.

Prawa, obowiązki i funkcje poszczególnych organów państwa w zakresie bezpieczeństwa i obronności zależą od wielu uwarunkowań. W Polsce w procesie kreowania, budowania oraz kształtowania bezpieczeństwa, określanym narodowym, biorą udział liczne organy. Kluczowymi uczestnikami tego procesu są organy konstytucyjne, do których należą organy władzy wykonawczej – Sejm Rzeczypospolitej Polskiej, oraz organy władzy wykonawczej – Prezydent Rzeczypospolitej Polskiej, Rada Ministrów, Prezes Rady Ministrów, minister właściwy do spraw obrony narodowej i minister właściwy do spraw wewnętrznych. Autorka przybliżyła kluczowe kompetencje naczelnych organów kierowania obronnością RP.

Artykuł porusza zagadnienie doradczych organów Prezydenta RP w zakresie bezpieczeństwa państwa. Na podstawie współczesnych przepisów prawnych ustalono funkcjonowanie dwóch tego typu organów: Rady Bezpieczeństwa Narodowego i Biura Bezpieczeństwa Narodowego. Wyjaśniono, że analogiczne struktury funkcjonowały w Polsce od dawna, już w okresie II Rzeczypospolitej (1918–1945). Oba organy poddano analizie, wskazując występujące na tym tle problemy. Na podstawie całokształtu dokonanej analizy sformułowano wnioski końcowe.

The article is bringing up the issue of advisory organs of the President of the Republic of Poland in the state security. Based on contemporary provisions of law there was established functioning of two organs of this type: Advice of the National Security and Offices of the National Security. There was explained, that analogous structures had already functioned in Poland already for ages, in the period of the Second Polish Republic (in 1918–1945). Both organs were analyzed, showing problems appearing against this background. Based on the entirety of made analysis there were expressed final conclusions.

Charakter współczesnych zagrożeń, ich nieprzewidywalność i złożoność, sprawia że konieczne jest poszukiwanie skutecznych dróg przygotowania społeczeństwa na wypadek zagrożeń. Konieczność ta wynika również z faktu, że wyspecjalizowane podmioty państwowe nie są w stanie skutecznie działać na rzecz obywateli bez ich partycypacji. Doświadczenia naszego kraju, jak również innych państw, wskazuje na potrzebę uwzględniania i wspierania tego sektora w działaniach na rzecz bezpieczeństwa. W związku z tym idea organizacji pozarządowych opierająca się na zaangażowaniu społeczeństwa jest istotnym ogniwem w procesie przygotowania obronnego społeczeństwa. Autor skupia się na istocie funkcjonowania organizacji pozarządowych, celach i treściach edukacji na rzecz bezpieczeństwa, obszarach i możliwościach działań tego sektora w zakresie przygotowania obronnego społeczeństwa.

The nature of contemporary threats, their unpredictability and complexity make it necessary to search for effective ways to prepare society for threats. This inevitability is also results from the fact that specialised national entities are not able to work effectively for citizens without their participation. Experience of Poland as well as other countries highlights the need to take into an account and support this sector in order to provide security. Therefore, the idea of non-governmental organisation (NGO) based on the commitment of society is an important element in the process of defensive preparation of society. The author in this article focuses on the functioning of NGO, the aim and content of education for security, the fields and abilities of the functioning of this sector in connection with defensive preparation of the society.

The aim of the article is to show the contribution of the Military Institute for Sociological Research, a research and development unit and also a military unit, operating in 1990–1999, in the development of research on the military, security and defense. The content of the article is prepared on the basis of official documents, research reports, and memories of the commander of the institute and this special research unit established at the beginning of the political transformation in Poland. The article presents problems related to the establishment and organization of the institute’s activities, completed departmental research projects, types of international cooperation, participation in international research projects, congresses and con- ferences, scientific development of personnel and research infrastructure.

Celem artykułu jest ukazanie wkładu Wojskowego Instytutu Badań Socjologicznych (WIBS) – jednostki badawczo-rozwojowej i zarazem jednostki wojskowej funkcjonującej w latach 1990–1999 – w rozwój badań nad wojskiem, bezpieczeństwem i obronnością. Opracowanie powstało na podstawie dokumentów urzędowych, sprawozdań z badań i wspomnień komendanta instytutu i dowódcy tej szczególnej jednostki badawczej, powstałej na początku transformacji ustrojowej w Polsce. Poruszone zostały problemy związane z tworzeniem się i organizacją działalności WIBS, opisane resortowe projekty badawcze, formy współpracy międzynarodowej, udział w międzypaństwowych projektach badawczych, kongresach i konferencjach, rozwój naukowy personelu oraz infrastruktury badawczej.
