Research background: Innovation is a very important pillar within a knowledge-based economy, in the regional and local perspective as well. A literature review on innovation and SME innovation strategies to their correlation and the possibility of their joint examination. Purpose of the article: The aim of this paper is to explore the SME?s innovation strategies and their impact on effectiveness of innovation in a peripheral region. We investigate the effects of innovation activities not only among small and medium, but also micro firms which are not covered in official innovation surveys by the national statistical offices. We proposed a model of implementing innovation, and tested our hypotheses. Methods: Research was based on data drawn from CATIs carried out among 419 firms, therefore making a conceptual contribution to the knowledge on innovation strategy. The main statistical test for relationships and dependencies was the chi-square independence test. To arbitrate whether there were statistically significant differences between medians due to different factors among enterprises, analysis for variance (H Kruskal-Wallis? test for k independent samples) procedure was implemented. Findings & Value added: The results of our research show that among SMEs in peripheral regions dominated those which we call ?pragmatists? and ?imitators? in context of their approach towards innovation. The significance of objective factors showed that there was a lack of enterprises that could play the role of ?creators of innovation? in the peripheral region. However, the examined firms more often noticed positive than negative aspects of introduced innovations, which is determined by the scale of enterprise; they were focused mainly on the consequences of innovation for their products and services.
Comparative studies indicate that innovation activity in Poland is, in general, significantly below that of EU and in North-east it is below that of other parts of Poland. There is peripheral region with traditional structure of production and employment. The North-east remains one of the least innovative regions of Poland and en-larged EU. This is probably the result of the obsolete institutional setting, which doesn’t reflect the requirements of modern international competitiveness. It is the heritage of past times, where creation of the innovation system wasn’t considered a priority factor of economic development. Additionally, Poland is still undergoing intensive modernization of its technology capabilities. The capital and production structure are way outdated and don’t meet the demands of the international trade competition, most of all the non-price competition. That is why it seems that creating conditions for innovation system might become a crucial factors determining the nature and dynamics of development processes as well as influencing the North-east future innovation capability. Creating a new regional innovation structure and transfer of technologies should support modernization processes in companies and the creation of development opportunities for the national economy as a whole and especially in peripheral regions. Those processes will accelerate technological convergence of regions and the economy.
The purpose of the work is to characterize the potential for the smart development of urban-rural communes of the Lublin Province as potential catalysts for the implementation of the smart villages' concept. In order to determine the potential for the smart development, the zero-unitarization method was used. In specific areas of smart village concept a synthetic index was determined. The study negatively verified the relationship between the level of potential for the smart development of the studied communes and the accessibility of transport and communication of the region's capital. The study also revealed a positive correlation between the size of the urban centre in the urban-rural commune and the level of the potential of smart development of urban-rural communes.
This study aims to identify barriers perceived by Generation Z to establishing and running a business, with particular attention to gender differences. The study is set in a regional context. It presents the perspective of Generation Z operating in a peripheral region characterised by a high rate of human capital outmigration to larger cities. The research problem addressed the identification of factors (economic/organisational and psychosocial) that, from the perspective of Generation Z representatives in the Podlaskie region, hinder or prevent the creation and operation of their own businesses, taking into account the gender dimension. The results presented in this study constitute an unpublished fragment of a project conducted at the University of Lomza. The study presents results from a survey of 340 Generation Z respondents (students and graduates up to 3 years after completing their higher education) in the Podlaskie region (Bialystok, Lomza, and Suwalki subregions). The empirical section utilises a proprietary CAWI survey questionnaire.
The aim of the paper is to present the impact of ICT on the spatial behaviour of the main actors (households, enterprises, public administration) that constitute the regional economic system. The results are based on the regional case study developed within the ESPON 1.2.3 project. The research has been conducted in 2006 in the Podlaskie Voivodship – an example of peripheral Polish region. In particular the analysis covers the range and effects of new technologies implementation both in private and public sectors.

Celem artykułu jest przedstawienie wpływu technologii informacyjnych na zachowania przestrzenne głównych aktorów tworzących układ regionalny (przedsiębiorstw, gospodarstw domowych, władz publicznych). Artykuł wykorzystuje wyniki regionalnego studium przypadku przeprowadzonego w ramach projektu ESPON 1.2.3. Do przeprowadzonych w 2006 r. badań wybrano województwo podlaskie stanowiące przykład słabo rozwiniętego regionu peryferyjnego.
The article focuses on the issue of the structure and organization of the rural settlement network. An original research procedure was developed in the field of local settlement analysis, i.e. the focus was on changes taking place in the lowestlevel local government units. The issue of depopulation was addressed on an intramunicipal scale. The following research questions were formulated: does depopulation affect all settlement units in rural communes? What types of communes can we distinguish in terms of demographic differences between towns? and what are the reasons for the differences between settlement units? The considerations refer to the concept of key settlements, which is important for spatial planning. Therefore, a hypothesis was formulated which assumed that the number of communes in which, despite general depopulation, there is an increase in some settlements, is large enough to determine the basic regularities of settlement transformations. The topic discussed in the article has important implications for the current and future organization of local settlement structures. It was found that in the vast majority of communes in the Lublin Voivodeship, all rural settlements lost residents in the first two decades of the 21st century. It has been noticed that demographic growth in some towns in the areas of municipalities that are generally depopulating is taking place in the suburban zones of smaller centers, although it is difficult, due to the noncommon nature of the phenomenon, to determine spatial regularities in this respect. In our opinion, it is also worth paying attention to villages that do not officially have urban status, although they show many such features. Some of them have received city rights in recent years. The development of these settlements in rural areas in the context of the concept of key settlements should be thoroughly examined in subsequent studies in this field.

Wyniki przeprowadzonych badań mogą stanowić przedmiot zainteresowania przedsiębiorców i decydentów regionalnych.

The goal of the paper is to identify the essential determinants of enterprises’ growth in a peripheral region, with regard to particular patterns of regional development. Literature studies have been conducted to recognise the patterns and determinants of the development in question. Characteristics of lagging regions have been provided in the first section, while another section contains a discussion on aspects related to enterprises’ growth in non-core regions. The main finding is associated with a crucial value of innovation, knowledge spillovers, as well as social and human capital as fundamental for enterprises facing scarcity of regional endogenous resources. Thus, necessary actions should be taken for promoting enterprises’ networking and internalisation. Entrepreneurial attitudes, notably of young generation, should be supported. The findings may be interesting for entrepreneurs and regional policymakers.
The article focuses on the discussion over attempts to re-interpret causes and effects of the state of permanent socio-economic under-development of peripheral regions in Europe invoking Italian Mezzogiorno as a case. Mezzogiorno widely held to be a monolith paradigm of unsuccessful modernization, is being cognitively deconstructed in the face of a two-way running stream of analyses and enunciations. Ideologically imbued political discourse originating in the separatist North reinforces and emphasizes an image of South as a lawless consumer of the Italian state’s resources produced in the North. As a response arises an equally ideologically motivated discourse of academic and cultural elites of the South, whose aims to produce a new, positive image of the South as a space alternative to northern egoism and materialism, a space bridging Europe and the rest of non-Atlantic world. In this context, a discourse of social sciences ever stronger marks its presence; considering conditions of socio-economic development of peripheral regions it forfeits a unidimensional neoliberal approach and instead turns to multidimensional analyses of institutional environment as a primary source of socio-economic dynamics. The debate surrounding Italian Mezzogiorno may constitute at the same time a useful vantage point for a debate over the Polish model of development, especially with regard to peripheral and backward regions in Poland.

The article focuses on the issues of forced displacement of people from regions with high growth potential. The search for valuable mineral resources and available land for future commercial crops (such as soybeans) make the peripheral regions in developing countries, mostly inhabited by the farming population, including indigenous tribes (e.g. Indian) interesting object for the activities of criminal groups and guerillas supported by big global investors who intend to expand their business here. The obstacles are inhabitants of these lands, who do not have the right tools and the political force to defend themselves against aggression and displacement them forcibly from villages they inhabit. This phenomenon is analyzed here on the example of the department of Chocó in Colombia, which is rich in valuable raw materials (such as gold and platinum) and has a vast sparsely populated areas suitable for the introduction of export crops (such as palm oil, soybeans and others).
