The political and academic discussion on the global problem of climate change and its future implications have occurred mainly at the national and international level. However, communities and local governments can have a significant role in mitigating climate change by controlling greenhouse gas production at the local level. The Cities for Climate Protection (CCP) campaign sponsored by Local Governments for Sustainability (ICLEI) assists more than 800 municipalities all over the world to adopt climate change mitigation policies and integrate them into decision making. There are 176 Canadian municipalities involved in this campaign while other policies and programs on the national, provincial and local level are also available to implement activities to mitigate impact of climate change. The principle questions addressed by this research were: how Canadian municipalities contribute to greenhouse gas reduction, if and how communities benefit from those activities.

In modern academic literature on quality management the main place is occupied by the PDCA rule (plan-do-check-act) usually presented as Deming's Circle which mirrors Henri Le Chatelier's cycle of organized activity. The cycle describes a proper succession of actions to be efficient and has given grounds to a diagnostic method in management.

The article presents an analysis of the Polish rural community's interest in assistance available from the European Union since the day of Poland's accession to EU structures. The analysis starts from an illustration of the first year of the direct payments campaign and the campaign's second edition in 2005. This part of the analysis dealing with the most popular assistance instrument is accompanied by a description of selected ventures available to the rural community that are implemented within the Plan for the Development of Rural Areas and the Sector Operation Programme 'Restructuring and Modernisation of the Food Sector and Development of Rural Areas'. Interest in EU assistance displayed in individual regions differs both in terms of the number of applicants and type of the offered support. The greater than average interest in EU assistance on the part of Polish farmers has a largely rational basis. Farmers know their needs and the programmes that can be helpful to them. The latest data indicate that Polish farmers want to fully utilize the chances offered to them.

The author summarizes the latest findings of research into the evolution of the pro-social values that enable the creation of society. Attention is focused on the results of the last decade based on various experiments in society (using the prisoner's dilemma, dictator, ultimatum and common-property games). Examinations of communities at different levels of economic development outline a course of evolution of pro-social values. The author explains in terms of ethno-centrism the contradictory results of assumptions about collectors thought to be equalizing. As group size increases, the level of trust and cooperation falls. The various welfare institutions of the state develop to compensate for this. Pro-social values in modern societies undergo dual change influenced by the market and international division of labour. On the one hand, trust and propensity to cooperate is extended to strangers, and on the other, social contacts are reinforced by the market (and money).

The authors offer model of the optimum mechanism of regulation of the telecommunication market, in which can be combined advantages of state regulation with market self-regulation. The tasks, importance and functions of state regulation of the telecommunication market are considered, is shown, that the working mechanisms of regulation in Russia, Ukraine and Azerbaijan are not optimum, the directions of introduction of the given model and optimizations of regulation of sphere of telecommunications are offered.

The aim of this paper is to summarise and analyse the relationship between the environment and the economy on the islands of French Polynesia. The authoress states that the diversification of space management in French Polynesia results from the diversification of the natural environment; islands that are environmentally similar are managed in similar way. This 'similarity' was defined by a number of criteria, and two types of typologies were created. The analysis led to the following conclusion: the thesis is partly right - most of the islands sharing similar environmental features are managed in similar way.

The processes of concentration of printing mass media are examined in the article. Influence of the given processes on efficiency of publicity activity of printing mass media is analyzed. The criteria of efficiency of promotion are determined.

Enterprises may take advantages of internal and external sources while financing their development activity. The results of a survey presented in the paper provide evidence that Polish enterprises finance their development activity mainly internally due to a number of barriers limiting the availability of external funds.

The article is dealing with the development of Slovak agricultural credit during the period of the economic transition. It describes and evaluates the forms and methods of the government support of this credit. Both the development of credit and the forms of government support used in Slovakia are compared with their corresponding counterparts in the Czech Republic. The authors deal with the solution of the problem of old agricultural debt, with the agricultural support funds, with the government guarantee banks, with the commercial agricultural banks and with the direct government provision of agricultural loans.

The goal of the paper is to assess the impact of the recent EU expansion on the structure of financial system in Poland and on competitive position of our financial institutions. Following the large body of scientific research, the level of financial development is asserted to have a strong influence on the development of the domestic economy and society at large. The methodology used combines elements of functional and competitive analyses. It is concluded that Poland's accession to the EU has played a key role in forming very good prospects for our financial system. This role is manifested in three ways - through the impact on the size of our financial system, its structure and international competitiveness. Over the long term, Poland is expected to develop the most competitive and most market-based system in Central Europe, a system that will be the hub for financial transactions and center of financial competence.

Credit Risk Analysis Using Failure Time Models

Credit granting institutions have to face the risk that some amount of money that has been lent will not be repaid. Therefore banks and other lending institutions are concerned with the issue of measuring the risk of each credit default, which is needed to accept or reject credit applications. The aim of this paper is to present an approach for classifying applicants, based on duration data - survival analysis. Including an extra dimension - time - in the analysis allows the lending institution to take into account the profitability of a loan. Moreover, failure models give an opportunity to include in the model time-varying covariates - regressors that change in time of the repayment. They make it possible to use in the estimation data about the credits that are still being repayed - censored durations. This method is also a useful tool to predict the influence of the particular characteristics on the probability and the expected time of exit to different kinds of states - complete repayment on time, default but also e.g. an early repayment.

The objective of this paper is to contribute to the explanation of globalization's impact on the decisive changes in the structure of the competitiveness relations and based on this, to argue for a need of a new understanding of the competitiveness. The main issue is to identify the basic areas in which processes determining the character of globalization - and thus also character of the changes in structure of the competitiveness relations and criterions of competitiveness - are formed and progressing. The identification involves multilevel net of a global competitiveness, shifts in role of state and multidimensional character of a competitiveness. Based on this identification, the framework of the global competitiveness strategy is being outlined.

The multiplicator is a theoretical tool used by Keynes, to prove and calculate the beneficial effect of additional budget expenditure. The stimulant effect of the extra money was first described by Hume. Some version of the multiplicator principle, as a basic and frequently employed tool of economic analysis and examination of effects, has been examined by many authors. It is worth considering again, because it contains another message as well, which has yet to be recognized.

The article describes how the Polish enterprises include shares in financing their activity. After presenting the history of shares and the most important legal acts regulating their use on the Polish territories the author describes various kinds of shares according to various criteria: the share holder, the buy out and privileges. He also discusses main functions of shares like enabling even small capital owners to finance their economic activity as well as governing the enterprise by the fraction of share holders which is not in the interest of the rest. The author stresses the share's price parameter: the nominal price, the emission price and current, market price, and discusses the opportunities offered by shares to the enterprise. The shares can contribute to the enterprise's capital as well as the venture capital at the Stock Exchange. The privileges to the share's owner are also considered. The results of two surveys are presented.The first survey involved enterprises located in Gdansk, Gdynia, Sopot and neighbourhood, the kind of shares they emitted and the frequency of share emission. The other survey involved data based on the share emission prospects of various enterprises present at the Warsaw Stock Exchange. Other ways of exploiting shares for instance to gain a strategic investor, to save joint venture from bankruptcy or in the case of merger are mentioned as well.

Nowadays, the concept of clusters is being indiscriminately accepted as an important path to the competitiveness of industries and spatial units. The aim of the paper is to present the concept of the (regional industrial) clusters pointing to its historic predecessors. Above all, reasons that cause its ambiguity and the confronting attitudes of the scientific and political authorities are discussed. Based on the literature study, the problems connected with an especially free and flexible definition and delimitation of clusters are emphasized, as they may offer pragmatic and simple solutions but also cause the numerous theoretical/methodological problems. The paper concentrates on problems associated with identification of the clusters and choice of appropriate methodical approaches for its industrial and spatial delimitation. Some risks connected with the general glorification of the role of clusters in industrial and regional development without taking into account the local and regional specific features are also pointed to.

Pointing at the difficulties faced by businessmen the author suggests the necessity of increasing the role of local self-government in creating better conditions for business development. The author believes in its beneficial influence on local communities.

The character, features and place of assets of the region as objects of estimation of capitalization in the economic system of the region is determined. Offered methodology takes into account economic character of objects of estimation and benefits from the use of assets and examines capitalization of the added cost as a primary profit.

Nowadays cooperative banks in Poland tend to consolidate in order to increase the average, basic values (balance sum, prime funds). Consequently, this sector will be by far less diversified than the sector of the commercial banks. Cooperative banks are transforming into a classic, homogeneous group of powerful local banks, known in the countries of the European Union, which supply the bank system with funds.

The results of an empirical survey on the relationship between unemployment rate and selected macroeconomic indicators are presented. The goal of the analysis was to verify the hypothesis on significant correlation of the level of unemployment and the society's level of education. In addition, an investigation on the strength of the relationship between unemployment level and education linked with labor policy was conducted. Two hypotheses were investigated. The first one states that within the group of 29 surveyed countries separate subgroups, internally coherent can be distinguished. The second hypothesis postulates that the unemployment rate depends stronger on the level of expenditures and other indicators linked to education or development than on active labor market policies.

This paper aims at analyzing the factors and effects of competition between Polish and European manufacturing goods on the enlarged EU market. The changes and differentiation of the quality of goods exported by Poland vis a vis their European counterparts are explored. The analysis focuses on showing which of the goods - in terms of quality - exported by Poland increased the competitive pressure on the European products. The factors of these changes (productivity, wages and quality enhancements) are also investigated. The subject of the analysis are Polish manufacturing industries related to their European counterparts and their competition in the years 1996 - 2003. The competitive pressure is measured with changes in the shares of Polish manufacturing exports to the EU15 in EU25 internal exports. Its factors are next identified (using a multinomial logit model) and explored, relating to a Schumpeterian approach.The research revealed a rise in competitiveness of Polish manufacturing industries in the analyzed period, due to an improvement in quality and productivity measured with relative unit labour costs. The increase in Polish export shares in the EU market reflected not only the process of taking over the increase in EU demand, but also the process of pushing out the European competitors. However, these changes varied substantially across time and industries. A decrease in the gap in labour productivity of Polish and EU manufacturing was the main source of a rise in competitiveness of the former.
