Vaclav Klaus is an example of a politician who can combine liberał and conservative ideas. The division line goes between an economic sphere and a political and so­cial one. In the economic sphere, Klaus supports a free market which functions on the basis of economic rights only. He emphasizes a fundamental meaningof private property and the freedom of business activity. He also indicates that satisfying your individual needs and ambitions, and not an altruistic activity in favour of other people, is the base of progress. However, he presents his conservative opinions in social issues and those related to the philosophy of life. Klaus is an adversary of the so-called civic society, because he thinks that in a democratic order the citizens’ activity should be organised within the frameworks of a party system. He criticises non-governmental organizations, especially ecological movements, which he accuses of the desire to stop progress of civilisation and economic development. In case of Klaus, we do not deal with an effort to "liberalise” conservative ideas but with equal co-existence of liberał and conservative views within the frameworks of one attitude. It should be emphasised thatviews presented by Klaus sińce the beginning of his public activity have been constant and - which is rare in case of an active politician - they seem not to be subjectto a political situation.

The article is dedicated to the philosophy and history of the Old Right movement in United States of America. At the beginning, author discusses the historical roots, ideological structure, and principles of the Old Right with important figures behind it. The next part of the article is devoted to the presence of the movement in the American political arena: it’s alliances, enemies, and political representation. A substantial part of the article is based on the Old Right’s arguments against President Roosevelt’s New Deal in all it’s aspects. The consequent anti-interventionist position of the Old Right pushed them to opposition to the US military presence in World War I and World War II. That unique but ideologically coherent standpoint is discussed in the later part of the article. It shows the popular perception of the anti-interventionist arguments, revealing not widely known facts about it. The question of the American military interventions reflected by the classical liberal principles, dominates the last part of the article. Author discusses the theory of the cold war and emerge of the New Right as a cause of the Old Right’s defeat. Finally, he summarizes the Old Right’s political positions, and predicts possible developments of that ideas in future.

The essay shows how in the era of central planning ideology, Polish economists expressed the conviction of the need to respect certain ideas of liberal economics. In the first part we present ideas of Adam Krzyżanowski and Edward Taylor - writers who were active before the war and were able to continue their work in early post-war period. In the next part it has been shown views of authors taking part in discussion about Central Board of Planning and in discussion about the law of value. Czesław Bobrowski, Włodzimierz Brus, Jan Mujżel, Józef Popkiewicz, Stefan Kurowski postulated implementation of market mechanism to planed economy, but in practice never propagated abandon of central planning nor privatization of production resources.

CEL NAUKOWY: Celem naukowym poniższej analizy jest zaprezentowanie liberalnych stanowisk i poglądów prezentowanych podczas procesu tworzenia konstytucji z 1997 r. PROBLEM I METODY BADAWCZE: Problem badawczy dotyczy przede wszystkim wskazania różnorodności stanowisk liberalnych względem poszczególnych kwestii ustrojowych. W analizach zastosowano metodę analizy systemowej oraz metodę porównawczą. PROCES WYWODU: Prawa człowieka były centralną wartością w działalności demokratycznej opozycji w latach 70. i 80. XX w. w Polsce. Dlatego też konieczność ich poszerzenia i urzeczywistnienia oraz konstytucjonalizacji nie była po 1989 r. kwestionowana. Katalog praw człowieka, które miały się znaleźć w konstytucji, nie wywoływał większych sporów. Problem pojawiał się dopiero w momencie szczegółowej analizy kwestii związanych z prawami jednostki. Najwięcej emocji budziły zagadnienia dotyczące konieczności wprowadzenia, czy też pominięcia, wolności indywidualnej, a także prawnej ochrony obywatela przed państwem. Tym samym pojawiało się również pytanie, czy konstytucja ma chronić jednostkę jedynie przed państwem, czy również przed innymi obywatelami. WYNIKI ANALIZY NAUKOWEJ: W konsekwencji przeprowadzonych analiz można stwierdzić, iż w liberalnym nurcie myśli politycznej w Polsce po 1989 r. oprócz ogólnej tendencji ustanowienia konstytucji o liberalnej strukturze występowały różnice dotyczące przede wszystkim stosunku do praw człowieka w sferze ekonomicznej. WNIOSKI, INNOWACJE, REKOMENDACJE: Różnorodność stanowisk dotyczących zapisów konstytucji przyczyniła się do „rozmycia” liberalnego myślenia na jej temat. W konsekwencji można zauważyć osłabienie liberalnego nurtu w myśli politycznej w Polsce po 1989 r.

This article continues the presentation of the foundations of market economy. One of them is economic liberalism. Author makes an attempt to precise what is hidden under this notion with particular attention to the economic liberalism. He is convinced that the main components, which on the other hand constitute simultaneously economic system called market economy, are: individualism, private property, economic freedom and entrepreneurship, free competition and co-operation, subsidiary role of the state, equal rights and opportunities for all the subjects. After preliminary explanations author presents the components one by one. He defines them shows their part and meaning in market mechanism. In the recapitulation he tries to show if and to what extend the ideas economic liberalism are rooted in Polish economy.

Actuellement la question de relation entre les valeurs chretiennes et liberale se révéle entierement justifiée. Il faut absolument rejeter la these de contradiction complete d’axjologie chretienne et liberal. Il existe, en effet, des valeurs communes a ces deux systemes: l’affirmation de l’inviolabilité de la dignité de la personne, l’importance de la liberté, le principe du pluralisme social, l’état de droit, le respect de la propriété privée et l’économie de libre marché. Le débat se situe cependant au niveau de deux questions fondamentales, a savoir : quelle est la valeur essentielle pour chacun des deux systemes et comment doit etre compris la notion de liberté. La valeur fondamentale prônée par l’axiologie chrétienne, c’est l’homme lui-meme, autrement dit sa dignité personnelle, tandis que celle prônée par l’axiologie libérale, c’est la liberté. Des lors, on comprend que ce positionnement différent des deux systemes de valeurs ait de fortes répercussions tant sur l’analyse, que sur l’estimation et la possibilité d’explication des événements contemporains.

Artykuł jest analizą krytyki, której niemiecki filozof prawa i teoretyk polityki poddał w swoich pisanych przed 1939 r. pracach liberalizm – jako filozofię polityczną, system zarządzania państwem, jak również system prawny, tj. pozytywizm z liberalizmu wynikający. Autor skupia się na prześledzeniu owej krytyki od pierwszych dzieł Schmitta, czyli analiz filologicznych, poprzez schmittiańską krytykę konstytucji Republiki Weimarskiej z 1919 r., dochodząc do sporu prowadzonego przez myśliciela z Plettenbergu z Hansem Kelsenem; stara się pokazać pewne stałe elementy poczynionej przez Schmitta krytyki (akcentowanie wpływu rozwoju technologicznego na proces polityczny, teorię obszaru centralnego) jak również te, które zmieniały się w czasie (stosunek Schmitta do Hobbesa jako ojca liberalizmu, jego namysł nad neutralizacją sfery publicznej). Tekst uzupełnia analiza pozytywnego – w pewnym przynajmniej sposobie – remedium na liberalizm, jakie Schmitt wynalazł, czyli teoria stanu wyjątkowego, analizowanego po pierwsze na gruncie art. 48 konstytucji Republiki Weimarskiej, po drugie zaś: jako zsekularyzowanego pojęcia teologicznego „stanu bez nazwy”.

Ideas regarding new methods of management introduced into the public sector are also being implemented in the health service institutions in Poland. In this article the author begins with a discussion on the genesis of New Public Management going back to the Chicago School of liberalism, the $atcher doctrine and so-called reaganomics. She further elaborates on the promises, bene(ts and threats of these new rules for patients and society as a whole. At the end, some questions for further discussions are put forward.

W artykule autor podjął się próby systematyzacji różnych koncepcji i sposobów podejścia do kwestii bezpieczeństwa przez przedstawicieli liberalizmu politycznego. Liberalizm polityczny wytycza obecnie główne kierunki myślenia o bezpieczeństwie w Europie i Stanach Zjednoczonych. Poszerzając podmiotowy zakres bezpieczeństwa, przyczynił się niewątpliwie do rozwoju różnych koncepcji bezpieczeństwa, w których nie tylko państwo, ale i inne podmioty stają się ważnymi aktorami w międzynarodowym środowisku bezpieczeństwa. W artykule przedstawiono główne założenia liberalnej wizji bezpieczeństwa, sposób podejścia do bezpieczeństwa przez przedstawicieli liberalizmu tradycyjnego i nurtów współczesnych.

Idee nowego zarządzania wprowadzane w sektorze publicznym są implementowane także w instytucjach systemu ochrony zdrowia w Polsce. W artykule autorka przedstawia zarys genezy nowego zarządzania publicznego, odwołując się do chicagowskiej szkoły liberalizmu, doktryny Margaret $atcher i tzw. reaganomics. Następnie prezentuje obietnice, korzyści i zagrożenia, jakie niosą ze sobą nowe zasady zarządzana dla pacjentów i całego społeczeństwa. Na koniec przedstawione zostają pytania i kwestie do dalszej dyskusji.

Przedmiotem artykułu jest pojęcie suwerenności we francuskiej myśli polityczno-prawnej. Przedstawiono w nim najbardziej reprezentatywne teorie suwerenności w kontekście ich wpływu na współczesny system polityczno-ustrojowy we Francji. Motyw przewodni opracowania stanowi analiza sporu między etatystyczną a liberalną koncepcją suwerenności. Konkluzję stanowi teza o V Republice Francuskiej jako „monarchii republikańskiej”, czyli swoistej syntezie najkorzystniejszych z punktu widzenia interesu narodowego elementów liberalnej i etatystycznej tradycji suwerenności, przy dominacji tej ostatniej.

Przedmiotem rozważań jest problematyka wartości w poglądach Grzegorza Leopolda Seidlera. Zarysowany został określony przez tego uczonego zakres dociekań filozofii prawa jako dyscypliny, która powinna przede wszystkim wychowywać w duchu wyższych wartości. Na jej gruncie powinno poszukiwać się odpowiedzi na trzy zasadnicze kwestie: jakie idee inspirują określony system prawny, jakie miejsce zajmuje prawo wśród innych wartości oraz jakie zachodzą relacje między prawem i kulturą. W artykule podjęto również próbę wskazania, jakie wartości, zdaniem G.L. Seidlera, powinny być zaszczepiane w XX-wiecznych zróżnicowanych kulturowo społeczeństwach.

Tomasz Hobbes jest jednym z tych filozofów, których myśl wyprzedzała swój czas i musiała czekać kilka wieków, by zostać docenioną. Uznanie za kluczowe dla europejskiej filozofii politycznej przyszło dla dzieła autora Lewiatana w XX w., na fali rozczarowania idealistyczną filozofią niemiecką. Narodziły się wówczas dwa nurty badań nad Hobbesem. Przedstawiciele pierwszego – z Carlem Schmittem na czele – uważali, iż Hobbesa należy uznać za twórcę absolutystycznego myślenia o polityce. Przedstawiciele drugiego, opisywani w tekście Leo Strauss i Michael Oakeshott – za twórcę myślenia liberalnego. Strauss i Oakeshott inaczej jednak do takiej konkluzji w swoich pracach o Oakeshocie dochodzili. Strauss – poprzez analizę kwestii heroizmu w myśleniu Hobbesa; Oakeshott – poprzez położenie nacisku na hobbesowską filozofię języka. W artykule autor przedstawia zbieżności i różnice pomiędzy podejściami Straussa i Oakeshotta, wskazując na liberalny rdzeń myśli Hobbesa, uwidoczniony w jego interpretacjach autorstwa dwóch filozofów.Słowa kluczowe Thomas Hobbes, Michael Oakeshott, Leo Strauss, indywidualizm, liberalizm

Hereby paper is dedicated to the issue of Brexit in the context of liberal theory of international relations, mainly by adoption of the qualitative method of textual examination of selected works, devoted to the abovementioned paradigm. The hypothesis of this article is a statement that liberal approach has a limited applicability to description of community disintegration mechanisms, including Brexit as their unquestionable syndrome. Existing theories of European integration, of which liberalism is one of the most influential theoretical schemes, reveal several malfunctions in exploration of Union’s decomposition processes, however, on the other hand, some of their specific components still remain valid. The above issue exposes a demand for investigating new tools and researching methods to scrutinize current trends in the European Union that would allow to review the present state of this organization in a more adequate manner.

Artykuł jest tekstem polemicznym z tezami książki C. Mielczarskiego Sofiści i polityka. Antyczne źródła liberalizmu europejskiego. Autorka przedstawia refleksję sofistyczną jako część greckiej kultury politycznej, która w dialektycznej jedności z platonizmem stanowi podstawę europejskiej formacji intelektualnej. Wtórnym wobec tego faktu wydaje się być prekursorstwo sofistów odnośnie względem nowożytnego przełomu w rozumieniu sfery polityczności. Autorka stoi na stanowisku, że eliminowanie filozoficznych podstaw ich społecznej refleksji, gubi sens przekazu zarówno myśli sofistycznej, jak i platońskiej. Polemizuje z tezą Mielczarskiego, że waga ruchu sofistycznego polega na ukazaniu, że na filozofię (klasyczną) przyjmującą istnienie absolutnej prawdy nie ma miejsca w demokratycznym państwie prawa i modelu współczesnej edukacji.

W artykule przeprowadzona została analiza problemu stosunku przedstawicieli polskiej elity intelektualnej i politycznej do idei rządów prawa w początkach XIX w. Na wstępie przedstawiono rozwój tej koncepcji, poddając weryfikacji tezę, iż podłożem ideowym dla zasady państwa prawa była myśl oświeceniowa, na bazie której wykształciła się doktry-na liberalna. Poczynione uwagi służyły do poszukiwania odpowiedzi na pytanie o cha-rakterystykę modelu rządów ustanowionych mocą Konstytucji Królestwa Polskiego z 1815 r. Podjęto się wykazania, iż skoro istniejące do 1831 r. Królestwo było państwem, w którym obowiązywała jedna z najbardziej liberalnych konstytucji w pierwszej połowy XIX w., to akt ten spełniał wszystkie warunki, które były wymagane dla powstania pań-stwa prawa według standardów przyjętych w tym stuleciu. Rozważania te kończą uwa-gi o dalszej ewolucji polskiej myśli liberalnej, jaka nastąpiła w latach dwudziestych. Zaczęła ona odróżniać się od liberalnych założeń, na jakich zbudowana została niemiecka doktryna Rechtstaat. Paradoksalnie były one bliższe polskiemu liberalizmowi we wcze-śniejszym (proto-liberalnym) stadium jego rozwoju w czasach Księstwa Warszawskiego.

The article analyzes the problem of the attitude towards the idea of the rule of law of rep-resentatives of the Polish elite at the beginning of the 19th century. The author presents the development of the idea of the rule of law in the introduction. He verifies the thesis that the ideological basis for the concept of the rule of law was the Enlightenment thought on the basis of which the liberal doctrine developed. He used it to seek an answer to the question about the characteristics of the model of government established by the Con-stitution of the Kingdom of Poland of 1815. The author attempted to prove that, since the Kingdom (existing until 1831) with one of the most liberal constitutions in the first half of the 19th century was in force, then this act met all the conditions required for the es-tablishment of the rule of law according to the standards adopted in that century. These considerations conclude with remarks on the further evolution of Polish liberal thought in the 1820s. It began to differ from the liberal assumptions on which the German Recht-staat doctrine was built. Paradoxically, Rechtstaat concept had much more in common to Polish liberalism in the earlier (proto-liberal) stage of its development in the times of the Duchy of Warsaw (1807–1815) than of the Kingdom of Poland (1815–1831).
