The aim of the study was to analyze the stability of the financial system to answer the question if this stability has characteristics of the public good. If the answer is positive it determines the specific role of the state in the field of financial system stability. The paper presents also a theoretical aspects of the possibility to qualify the financial system to the category of public goods. The authors conclude that if the stability of the financial system is not in the strict sense the public good (or at least the common good) it should consider the scope and degree of responsibility of the state and its institutions for action aimed at stabilizing financial stability. The arguments presented in the paper demonstrate, however, in favor of the recognition of the stability as a public good. It is therefore a mandate for public sector interventions and interference in such a way as to minimize the risk of destabilization.

Tax systems in some countries only serve to prevent the onset of the financial crisis and excessive public debt and budget deficit in relation to GDP. The article presents the author's analysis of the impact of taxes scale on financial stability and economic sustainability of countries. The concept of a hypothetical share of tax on GDP for the analysis of social ineąuality is introduced.

Financial stability has become one of the main objectives of banking regulation. At first glance it is associated with the norms of the public banking law, what was also easily observed in the progress of the financial reform of supervisory and prudential requirements for the banking sector. However, due to the negative experiences of the recent financial crisis, financial stability has also become an important prerequisite for the recast of the European legal framework of financial services. The following article, based on case studies from international contractual practice, aims to elaborate on the theoretical as well as practical aspects of the banker-customer relationship, i.e. their role in financial stability and formation of a banking crisis.
Over the past few years the global economy has experienced a series of negative events, which turned out to be a consequence of the financial crisis. The crisis left mark in the global economy and led to instability and a reduction of the basic economic indicators. Consequently, several Member States have experienced an economic downturn, in which the primary source of the problem is "excessively developed" financial market, and specifically the derivatives market. The most growing segment of the financial market in the modern economy is derivatives market. This is due to the fact that these instruments offer many possibilities of their use. Research issues, will therefore hover around the market of innovative derivatives, whose natural goal is to strive for expansion. The study attempts to determine how derivatives affect the factors of economic growth and to analyze the relationship between the magnitude of increase in innovative derivatives market and economic growth.
The study focused on selected issues of counteracting system of money laundering, both in terms of institutional and law regulations. Particular attention was paid to financial safety measures, which financial institutions are required to use. They have been presented as divided into measures relating to the financial transactions, as well as measures relating to customers of financial institutions. Despite the introduction of new regulations in this area, the risk of money laundering is not reduced, which puts into question the effectiveness of implemented solutions.

The last decade was presented with a new configuration of players in the financial system, to which hedge funds have contributed profoundly. Structural changes occurring in the financial system during that period had an impact on the dynamics of financial difficulties. People historically involved in introducing regulations and economists paid attention to banks as potential channels giving rise to systemic risk. The characteristics of banks was the main reason behind formulating policy to regulate their functioning. The article analyzes the relationship and consequences following from the effect of hedge funds on the financial system and the real economy. The first part of the paper refers to legal regulations regarding hedge funds. The next section introduces and discusses the notion of systemic risk. The subsequent two parts, and at the same time the body of the article, are dedicated to the analysis of the potential impact that hedge funds may have on creating systemic risk. Furthermore, the author discusses methods for reducing exposure to risk and cushioning shocks on the market under consideration. The analysis enables to draw a conclusion about the rules and their consistent observation as part of counterparty credit risk management (CCRM). At the highest level of institutions subject to regulation, i.e. banks, these rules are effective tools for reducing the effect of hedge funds on systemic risk and thereby the real economy. The conclusion emphasizes that hedge funds, whose characteristics differ from the remaining market players, may hinder adopting CCRM. Such a state of affairs stems from the fact that these funds can generate certain market problems and other challenges.
Embedding the Hungarian SME sector into EU’s financing objectives the paper highlights what stages SMEs have gone through with the help of governmental and EU support to be involved in sustainable finance. It also points out that financial sustainability is regarded as a prerequisite for sustainable finance. By focusing on analysing institutional support for SMEs at national and EU level, the study reveals different approaches to sustainable investment underlining the fact that while the objectives of European Structural Investment Funds (ESIF) are in compliance with the principle of sustainable development, this may only be regarded as an indirect consequence of gov-ernment support.

Dynamiczna akumulacja oficjalnych rezerw walutowych stanowi jeden z najistotniejszych procesów kształtujących współczesną gospodarkę światową. Proces ten cechuje niespotykana dotąd skala i dynamika.

Dynamic accumulation of the foreign exchange reserves constitutes a significant feature of the contemporary global economy. The aforementioned process is not only characterised by its unprecedented scale and dynamics. It is confined almost only to emerging and developing economies. Moreover, overwhelming majority of the world reserves is held in assets denominated in two leading international currencies, namely in US Dollar and the Euro. Last but not least, a considerable part of the world reserves is invested in government securities, most notably US treasury securities. The article analyses both positive and negative impact of foreign reserves accumulation on the global financial stability. Positive factors involve in particular enhancing financial stability of national economies and protection against external shocks that can prevent contagion effect and development of global crises. However, negative effects of reserve accumulation on global stability are greater and involve persistent global imbalance, depressed global interest rates, formation of asset bubbles most notably in case of equities and real estate markets as well as suboptimal allocation of resources and procyclical character of reserve management.
The way the global market economy is developing, includes the risk of destabilisation related to uneven pace of growth and changes in the structure of economy and financial markets. As has been shown by recent experiences, the countries and markets are becoming more related to each other. The difficulties appearing in one country within a particular sector may be easily transferred to other areas and countries. This correlation between markets and countries combined with the increase of globalisation will also get stronger, causing greater risk of destabilisation. Apart from advantages, globalisation also entails a range of dangers in various areas. The main risk of globalisation for the international financial system is the increased danger for the world's financial stability. The world of finance has become multipolar. Globalisation of financial markets plays an important role in this process. It is necessary to remember, that globalisation, influencing some markets, will result in the increase of risk for the remaining markets - due to their growing correlation. The aim of this paper is to describe the parameters affecting the stability of financial market, which still receive little attention in the existing stabilisation procedures within the EU, and which, according to the author, are crucial for maintaining the balance of this system.(original abstract)

Nowe rozwiązania zdefiniowano m.in. w ramach procesu naprawy oraz restrukturyzacji i uporządkowanej likwidacji (ang. recovery and resolution). W artykule podjęto próbę zweryfikowania występowania specyficznych czynników wpływających na dotychczasową niską skłonność do stosowania mechanizmu bail-in.

After the global financial crisis, with an aim to more effectively protect the stability of the financial system, a thorough reform of the banking legal framework has been introduced. New instruments have been defined within the recovery and resolution process. Among the many new powers of public authorities, the most far-reaching is the possibility of annulment or conversion of debt instruments (bail-in) when the bank is threatened with bankruptcy. The bail-in mechanism was expected to become one of the basic instruments of crisis management. Over time, however, specific political, social and financial stability challenges have emerged, which may explain the low propensity of public authorities to deploy this instrument. The article attempts to verify the existence of these specific factors affecting low propensity to use the bail-in mechanism. First, political and social conditions were analysed, the impact of which is manifested primarily due to the significant extent of discretion granted to public authorities within the framework of the resolution process. Since administrative writing-off of debt or equity instruments may affect the behavior of financial market participants, the occurrence of the contagion effect through the market channel has also been examined.

VIX is a popular index used by financial analysts and economists to measure the level of 'fear' among investors. The aim of the paper is to show that the information function of this index has been distorted because the use on a large scale of the strategy to sell volatility can lead to strong fluctuations of the index which are unrelated do the fundamental situation. In particular, the authors analyse the impact of ETN instruments addressed to retail investors; their construction can result in undermining the information value of VIX quotations, which in turn endangers the stability of the financial system. The authors present a case study regarding the events of 5 February 2018, with the biggest one-day rise of the VIX in the history. The analysis shows that this shock was caused by the forced transactions made by ETN issuers on the futures market for VIX. It turned out that changes on this relatively small market can have significant consequences for the whole asset market, and even for the real sphere. When analyzing VIX quotations one should remember that its level is affected by supply and demand forces in the derivatives' market, which may be temporarily disturbed by various anomalies, such a sudden lack of liquidity.
Chociaż troska banku centralnego o stabilność finansową jest zasadna, to kwestią otwartą pozostaje stosowanie instrumentów polityki pieniężnej w celu ograniczania skali nierównowag finansowych.

Central bank's involvement in financial stability is no longer questioned. Yet doubts arise when monetary policy instruments are used to reduce financial imbalances. The purpose of the article is to verify whether, after the global financial crisis, central banks use interest rates as a macroprudential instrument. In order to do this, the author extends central bank's reaction function by including a credit-to-GDP gap and estimates this function using quarterly data for 10 countries in the period between 1999 and 2017. Comparison of the significance of Taylor rule parameters between two periods (before and after the global financial crisis) confirms that after the global financial crisis central banks pay more attention to the phase of the credit cycle when setting interest rates. The results of the study suggest the reasonability of including the financial variable in models reflecting the monetary policy stance (apart from the deviation of inflation from the target and the output gap).
