The report describes the series of events that contributed to the celebration of 23rd April recognised in a calendar as the World Book and Copyright Day. This year in Katowice the day started with an international conference Books for Children – How Is It Done? (speakers from Germany, UK, Warsaw, Cracow, Toruń and Wrocław). The topics ranged from history to contemporary days, from author’s vision of a total book design to remarks on perfect typography, from special needs books to worldwide love for Janosch. The conference in The Silesian Library was accompanied by exhibitions of Polish illustration masters (Dwie Siostry publishing house) and of illustration designed by Polish artists in books for children edited in Germany (Goethe-Institut). In the afternoon two expositions were opened in the ‘Rondo Sztuki’ art gallery. These were: a post competition exhibition A Book Well Designed – Let’s Start with Children and Janosch for Children prepared by Andreas Meyer from Merlin Verlag, Gifkendorf in Germany. The competition was entered by 245 authors (including 30 participants from abroad) with over 300 titles. The winner was Julia Kotulla, graduated from the Weissensee Kunsthochschule in Berlin, awarded for her illustrations to Alles wegen Blasmusik.

Celem rozważań jest pokazanie różnych wydarzeń (kulturalnych, sportowych i biznesowych) jako skutecznej formy promocji, wykorzystywanej do kreowania pozytywnego wizerunku miasta i pozwalającej przełamywać stereotypy. W artykule przeprowadzono rozpoznanie typologii wydarzeń i zaproponowano także własną wraz z uzasadnieniem przyjętych kryteriów podziału. Autorzy dokonali analizy i charakterystyki wielkich wydarzeń zrealizowanych w ostatnich latach w Katowicach. Przedstawione statystyki potwierdzają duże znaczenie promocyjne tych wydarzeń i konieczność dalszego zaangażowania administracji miasta w utrzymanie cyklicznych i przyciąganie kolejnych imprez.

An aim of considerations is to show various events (cultural, sport and business ones) as an effective form of promotion, being used to create a positive image of the town/city and which allows for breaking stereotypes. In their article, the authors carried out recognition of the typology of events and proposed also their own, together with justification of the adopted criteria of partition. The authors carried out an analysis and characteristics of great events implemented in recent years in Katowice. The presented statistics confirm great promotional importance of those events and the need for a further involvement of the urban administration in maintaining the cyclical events and attracting further ones.

The article presents the genesis and the main trends within the Polish studies in the humanities conducted in Silesia on the turn of the 19th and 20th century with special emphasis on historiography. The main focus is on the activity of Instytut Śląski (Silesian Institute) based in Katowice during the Interwar period and directly after the War. The author analyzes the political goals set by Michał Grażyński, the then Voivode, as well as the main directions of the scientific research carried out by this institution at that time. According to the intentions expressed by M. Grażyński, the Institute was meant to constitute – beside Muzeum Śląskie (Silesian Museum) and Komitet Wydawnictw Śląskich (Committee for Silesian Publications) of Kraków – an element of the Polish political offensive in the field of historical politics. The five-year-long activity of the Silesian Institute before the War ended with an impressive number of 270 published books of various length and character. The popularizing activity in the form of lectures, meetings and special radio programs was also carried out. Directly after the War, there dominated another form of activity, which was connected with the primary political aim of bringing the Regained Territories closer to the society inhabiting them.

W niniejszym opracowaniu została podjęta tematyka wąskiego działu turystyki kulturowej, jakim jest turystyka festiwalowa. W pracy skupiono się na opisaniu zjawiska w odniesieniu do muzycznego OFF Festival w Katowicach. Do celów pracy należała ocena funkcjonowania i opisanie możliwości rozwoju festiwalu OFF, a także analiza zaangażowania miasta Katowice w rozwój oraz promocję miejscowych imprez festiwalowych. Przeprowadzone zostały badania ankietowe z mieszkańcami Katowic oraz uczestnikami wydarzenia, badające ich odczucia i poglądy na temat imprezy oraz ukazujące profil przeciętnego uczestnika OFF Festival. Dokonano kompleksowego przeglądu źródeł wtórnych na badany temat. Ponadto sporządzono analizę SWOT ujawniającą najbardziej optymalną strategię dalszego rozwoju wydarzenia. Uzyskane wyniki przedstawiają wzrost jakości, znaczenia oraz popularności OFF Festival na arenie ogólnopolskiej.

Katowice pełnią rolę centralnego miasta Aglomeracji Śląskiej. Powszechnie kojarzone są z industrializacją i przemysłem górniczym, ale cechuje je także bogactwo terenów zieleni. Sport w Katowicach ma swoją długoletnią historię. Kultura fizyczna rozwijała się wraz ze zmianami polityczno-gospodarczymi oraz głównymi ideami płynącymi z zagranicy. Również obecnie można zauważyć na terenie miasta rozwój współczesnej tendencji – ruchu na świeżym powietrzu. W przeprowadzonym badaniu dotyczącym aktywności fizycznej mieszkańców Katowic (N = 250) wzięto pod uwagę 11 parków miejskich. Celem badania była identyfikacja wybranych czynników warunkujących rozwój rekreacji na terenach parków miejskich Katowic. Stwierdzono, że katowickie parki dzięki dostępności komunikacyjnej i posiadanej bazie rekreacyjnej mogą być odpowiednimi miejscami do uprawiania różnych terenowych form ruchu sportowo-rekreacyjnego.

OBLICZA SZTUKI: Muzeum, którego nie ma

Po I wojnie światowej część Górnego Śląska została włączona do Polski. Nowe władze administracyjne przyjęły politykę, której celem było wzniecenie poczucia przynależności narodowej. W tym celu realizowano szereg działań z zakresu edukacji, polityki społecznej i kulturalnej. Jednym z nich było powołanie do życia Muzeum Śląskiego, które w naukowy sposób miało udowodnić polskość tych ziem. Na czele instytucji stanął Tadeusz Dobrowolski, który zdobywał eksponaty z zakresu etnografii, przyrody, sztuki gotyckiej, polskiego malarstwa XIX wieku oraz historii powstań śląskich. W 1936 roku rozpoczęto budowę gmachu muzeum według projektu Karola Schayera. Nowoczesny budynek miałstalową konstrukcję, dzięki której w dowolny sposób można było kształtować przestrzeń ekspozycyjną. Planowano wyposażyć go w najnowsze zdobycze technologiczne: schody ruchome, system automatycznych przysłon okien, klimatyzację. Instytucja miała wprowadzać w życie najnowszą myśl muzealniczą, która oprócz zbierania i prezentowania zbiorów miała zadanie edukacyjne. Budowa i zakup eksponatów, dzięki funduszom z budżetu województwa śląskiego, przebiegały w szybkim tempie. Otwarcie zaplanowano na wiosnę 1940 roku, jednak wybuch II wojny światowej zniweczył te plany. Muzeum Śląskie mogło być najnowocześniejszym tego typu obiektem w Polsce.

FACES OF ART: The museum which no longer exists

After the First World War, part of Upper Silesia was included as a region of Poland. A new administrative body was set up: its aim was to kindle a sense of national belonging. Accordingly, a range of educational, social and cultural policies were introduced. One of these policies was to establish the Silesian Museum which aim was to prove, in a scientific manner, the Polish character of these lands. The head of this institution, Tadeusz Dobrowolski, exhibited a range of items from ethnography, nature, gothic art, nineteenth century Polish paintings and the history of the Silesian risings. In 1936, Karol Schayera’s project to build the edifice of the museum began. This modern building was a steel-construction, thanks to which one could flexibly shape the exposition space. The plan was to equip it with the latest technological inventions: moving stairway, a system of automatic window screens and air-conditioning. The institution had to implement the latest museum management’s scheme, which apart from assembling and presenting exhibits, had an educational mission. Building and purchasing goods for the exhibition, thanks to the funds from the budget of Silesian voivodship, proceeded rapidly. The first opening was planned for the spring of 1940. However, these plans fell apart after an explosion destroyed the museum during the Second World War. The Silesian museum could have been the most modern of its kind in Poland.

In this paper methods for measuring susceptibility to social and landscape degradation in large post-socialist housing estates (L H Es ) are proposed. This type of housing was especially popular in post-war Central and Eastern Europe run by communist regimes. As a result, L H Es today constitute a significant part of this region’s housing stock, therefore, their eventual decline would affect millions of people as well as considerable urban areas. This paper is designed to have an applied dimension. The research included a survey of the residents of six housing estates in Katowice (Poland), fieldwork, and statistical analysis using the chi-squared test. On this basis, several factors are evaluated according to their ‘degradation potential’. This leads to the creation of a model illustrating degradation processes taking place at L H Es . The decline in the quality of life is used as an analytical starting point. Research has shown that the large size of a given estate appears to be the most significant factor stimulating its decline. Other key factors are: low aesthetic qualities, poor maintenance of public spaces, weak social bonds, relative lack of public safety, and insufficient social infrastructure. In contrast, issues such as pollution, noise, undesirable surroundings and general management of the area appeared to have the least importance. The final result of the research procedure is a rating of the six studied estates on the basis of their susceptibility to degradation.

Problem badawczy artykułu dotyczy tego, w jaki sposób wdrażać nową koncepcję rozwoju – rezyliencję miejską (urban resilience) – na poziomie sublokalnym miasta. Koncepcja ta, począwszy od pierwszej dekady XXI w., zdobywa coraz większą popularność na poziomie zarówno lokalnym, jak i regionalnym. Wzrost zainteresowania tworzeniem miast i regionów rezylientnych nastąpił po 2009 r., tj. po globalnym kryzysie finansowym, który istotnie przyczynił się do regresu gospodarczego miast i regionów w państwach wysoko rozwiniętych. Wobec tego wykorzystanie w praktyce koncepcji rozwoju opartej na budowaniu zdolności adaptacyjnych względem szoków gospodarczych stało się priorytetem władz w procesach programowania rozwoju. Celem artykułu jest próba skonstruowania procedury programowania rezyliencji miejskiej wraz z jej weryfikacją na przykładzie jednej z dzielnic Katowic – Załęża. Artykuł powstał m.in. na podstawie prac prowadzonych w dzielnicy Załęże, związanych ze stworzeniem lokalnego programu działań na rzecz budowania rezyliencji miejskiej w ramach projektu URBACT pn. Resilient Europe. Metodologicznie bazuje zaś na metodzie studium przypadku w połączeniu z technikami analizy strategicznej, zogniskowanymi wywiadami grupowymi i podejściem czynnikowym do ewaluacji i programowania rezyliencji miejskiej.

The author has made the first attempt at an analysis of the built-over area of Katowice city centre where the largest number has been preserved o f buildings dating from the end of the 19th and the beginning of the 20th century. The urban pattern — also dating from that time — has surv ived without any major deformations until this day and continues fully to exercise the city-centre functions. It refers to French rationalism (logical lay-out of the transport system) and English garden- cities. One o f the particularly interesting spatial solutions is that of closing the streets with an architectonic structure significant from compositional point of view. Preceding with her deliberation the author deals with the respective examples of stylistic form of architecture of the turn of the century and puts forward a number of postulates i.a. that for preservation of the functions exercised by the historical district so far with its adaptation to present-day requirements. What is also postulated for is a circular road around the central area, reconstruction of the system of green spaces, preparation o f a complete documentation for conservation purposes, modernization of the interiors of the historical tenement- houses. In the author’s opinion the streets of the city centre of Katowice should be restored to their genuine 19th century appearance and the district concerned imbued with the atmosphere typical of the period.

Czternastego grudnia 2017 r. Dominika Oleś odebrała wyróżnienie w konkursie organizowanym przez Generalnego Konserwatora Zabytków oraz Stowarzyszenie Konserwatorów Zabytków na najlepsze prace studialne, naukowe oraz popularyzatorskie dotyczące ochrony zabytków i muzealnictwa. Wyróżnioną pracę magisterską obroniono na Wydziale Architektury Politechniki Wrocławskiej w lipcu 2017 r. W artykule przedstawiono fragmenty części graficznej oraz skrótowo opisano główne idee pracy zatytułowanej Projekt rewitalizacji terenu po dawnej hucie cynku Uthemann w Katowicach-Szopienicach na cele kulturowo-biznesowe. Głównym zamierzeniem projektu było stworzenie propozycji wykorzystania kompleksu poprzemysłowego przy jednoczesnym pogodzeniu współczesnego kontekstu z zachowaniem cennego dla Śląska dziedzictwa.

On the 14th of December 2017 Dominika Oleś received an award with a distinction in the competition organized by the General Conservator of Monuments and Historical Monuments and Art Conservators Association Poland for the best scientific and popularizing works pertaining to conservation of monuments and museology. The honored master thesis was defended at the Faculty of Architecture of the Wrocław University of Science and Technology in July 2017. The article presents fragments of the graphic part of the project and describes the main ideas of master diploma Projekt rewitalizacji terenu po dawnej hucie cynku Uthemann w Katowicach-Szopienicach na cele kulturowo-biznesowe (Revitalization project of the area of the former zinc smelter Uthemann in Katowice-Szopienice for cultural-business functions). The main project’s intension was to creatie a suggestion of the use of the postindustrial complex at the same time compromising the contemporary context and preservating the precious Silesian heritage.

Analiza bibliometryczna publikacji członków Koła Naukowego Bibliotekoznawców przy Instytucie Bibliotekoznawstwa i Informacji Naukowej Uniwersytetu Śląskiego w Katowicach (2007–2016) Abstrakt: W artykule zanalizowano publikacje członków Koła Naukowego Bibliotekoznawców działającego przy Instytucie Bibliotekoznawstwa i Informacji Naukowej Uniwersytetu Śląskiego w Katowicach, opublikowane w latach 2007–20161. W analizie zwrócono uwagę na liczbę ogłoszonych przez studentów tekstów wydanych w poszczególnych latach, ujawniając tendencje wzrostowe i spadkowe. Wyszczególniono typy publikacji naukowych członków Koła (elektroniczne i tradycyjne; redakcja książek, autorstwo rozdziałów w książkach oraz artykułów w czasopismach i przestrzeni internetowej). Zbadano zjawisko autorstwa i wieloautorstwa występującego w analizowanych materiałach. Ponadto dokonano podziału tematyki tekstów według Uniwersalnej Klasyfikacji Dziesiętnej.

The article analyses the publications of the members of the Student’s Circle of Library Scientists which operates at the Institute of Library Science and Scholarly Information of the University of Silesia in Katowice, published in the years 2007–20166. The analysis indicates the number of texts which were published by students in the particular years, manifesting upward and downward trends. One enumerated the types of the scholarly publications of the members of the Circle (electronic and traditional ones; editorship of books, authorship of chapters in books and articles in periodicals and on the internet). One examined the phenomenon of the authorship and the multi-authorship which is manifested in the materials which were analysed. One also presented a division of the subject matter of the texts according to the Universal Decimal Classification.

Local governance as a mechanism of comanagement in local government can be called as an effective tool to support quality of decisionmaking processes. One of its possible forms is participatory budget, which has been being implemented in Poland for several years. The aim of the article is to analyze the participatory budget on the example of the city of Katowice. The author is determined to verify the impact of this kind of budget on the municipality’s management efficiency. Whether thanks to its application, citizens’ awareness and involvement in local matters develops. The article presents, in addition to public data, the results of author’s own research carried out in one of the city’s districts.

Za jego jedną z form może być uznany budżet obywatelski (partycypacyjny), który od kilku lat jest wdrażany w Polsce. Celem artykułu jest przeanalizowanie budżetu obywatelskiego na przykładzie miasta Katowice pod kątem wpływu, jaki ma on na podnoszenie efektywności zarządzania gminą. Czy dzięki jego zastosowaniu rozwija się świadomość i zaangażowanie mieszkańców w sprawy lokalne. W artykule przedstawiono oprócz danych ogólnodostępnych wyniki badań własnych autora, przeprowadzanych w jednej z dzielnic miasta.

Recenzja dotyczy wystawy pt. „Rok 1922 z perspektywy Katowic. Wykorzystana szansa?”, która była prezentowana w Muzeum Historii Katowic w okresie od 15 lipca do 27 listopada 2022 roku. Jej kuratorami byli Joanna Tofilska, Joanna Kałuska oraz Sławomir Stanowski. Za aranżację odpowiedzialna była Jolanta Barnaś, a redakcję tekstów Aleksandra Niesyto. Celem wystawy miało być przypomnienie wydarzeń, jakie miały miejsce dokładnie 100 lat temu w Katowicach, jednakże nie skupiono się wyłącznie na nich, lecz podjęto próbę scharakteryzowania, jak wpłynęły na rozwój miasta i regionu. Recenzja składa się z dwóch części. W pierwszej z nich streszczono informacje zamieszczone w salach wystawowych oraz omówiono zaprezentowane eksponaty. W drugiej dokonano oceny wystawy pod kątem zastosowanych rozwiązań technicznych oraz merytorycznych. Zwrócono uwagę na drobne wady, takie jak umieszczone niektórych tablic i eksponatów zbyt wysoko dla oka przeciętnego zwiedzającego, zbyt silne oświetlenie dwóch tablic czy trudności w dostępie do jednej z części ekspozycji umieszczonej w odrębnym pomieszczeniu. Wyrażono wątpliwości, co do adekwatności podtytułu wystawy, gdyż brak danych porównawczych mógł uniemożliwić udzielenie odpowiedzi na zadane w nim pytanie. Poza tym pozytywnie oceniono jakość opracowanych tekstów, dobór eksponatów, a także ogólną estetykę ekspozycji. Wystawa została opracowana w sposób obiektywny, wyczerpujący temat, a zarazem przygotowane teksty były przystępne dla ogółu zwiedzających.

The review concerns the exhibition entitled “The Year 1922 from the Perspective of Katowice. A Chance That Was Taken?”, which was hosted by the Museum of the History of Katowice between July 15 and November 27, 2022. Its curators were Joanna Tofilska, Joanna Kałuska and Sławomir Stanowski. Jolanta Barnaś was responsible for the exhibition arrangement, whereas Aleksander Niesyto - for editing the texts. The aim of the exhibition was to remind the events that took place exactly 100 years ago in Katowice. However, the focus was not only on the events. There was also made an attempt to characterize how they influenced the development of the city and the whole region. The review consists of two parts. The first of them summarizes the information contained in the exhibition halls and discusses the presented exhibits. Meanwhile, the second part assesses the exhibition in terms of the technical and content-related solutions used. Attention was drawn to minor defects, such as placing some boards and exhibits too high for the average visitor’s eye, too strong lighting of two boards or difficulties in accessing one of the parts of the exhibition located in a separate room. Furthermore, doubts were expressed as to the adequacy of the subtitle of the exhibition, because the lack of comparative data could make it impossible to answer the question asked therein. In addition, the quality of the prepared texts, the selection of exhibits, as well as the general aesthetics of the exhibition were positively assessed. The exhibition was prepared in an objective manner, discussing the subject thoroughly. At the same time, the prepared texts were accessible to all visitors.

Artykuł przedstawia początki i rozwój opieki sanitarno-epidemiologicznej w Katowicach przed 1945 r. Na początku XX w. Śląsk znajdował się na terytorium Niemiec, dlatego pierwsze instytucje zajmujące się zdrowiem publicznym, w tym identyfikacją, zapobieganiem i leczeniem chorób zakaźnych, utworzono na podstawie niemieckich przepisów. Po pierwszej wojnie światowej przeprowadzono wśród ludności śląskiej plebiscyt, na podstawie którego Śląsk, w tym Katowice, został włączony do Polski. Zasadnicza Ustawa Sanitarna z 1919 r. była podstawą organizacji pierwszej państwowej instytucji sanitarnej, które w 1923 r. została przekształcona w Państwowy Zakład Higieny. W artykule przedstawiono w ogólnym zarysie działalność PZH w okresie międzywojennym, a także inne polskie i niemieckie instytucje służące zwalczaniu chorób zakaźnych przed 1945 r.

The article describes the beginnings and development of the disease control system in Katowice before 1945. At the turn of the last century Silesia was ruled by Germans and first public health institutes and state agendas were organized according to the German law. to carry out research on infectious diseases, their identification, prevention and treatment. After the First World War the town of Katowice was incorporated into the territory of Poland by plebiscite. The Polish Sanitary Act from 1919 became a basis of foundation of the first state agenda to control infectious diseases which was transformed into the Polish Institute of Hygiene in 1923. In the article its development in the interwar period is described. Some information on other Polish and German institutions to control infectious diseases before 1945 in Silesia is also delivered.
