The Constitutional Tribunal in Peru is a special institution in the constitutional system that, after the resignation of President Pedro Pablo Kuczynski in 2018, has become the arena of the struggle for influence between the parliament and the president. What was the role of the Tribunal in solving the political crisis of 2017–2020 and what is the impact of these relations on shaping the rule of law standards? In conclusion, it should be noted that the organization and principles of functioning of the institution of the Constitutional Tribunal goes beyond the traditional division into executive, legislative and judicial power, granting it extensive powers, however, making it vulnerable to corruption generating mechanisms of power

The point of the article is to present the evolution of Peruvian colonial architecture taking as an example the Cathedral of Lima which history becomes a history of Peruvian colonial architecture in a nutshell. Numerous earthquakes and the necessity of reconstructions opened the way for the introduction of new architectural styles and forms of expression that defined the evolution of the colonial architecture.

The Republic of Peru has been in a political crisis since 2018. This crisis manifestsitself in three domains: institutional, political leadership and political culture. Peru is an unstable country, where periods of relative political stability are interrupted by authoritarian tendencies or dysfunctions of democratic system. In the following article I analyze the dysfunctional traits of Peruvian political system, in particular the parliamentarization of the country's presidential system of government.

Tourism in Peru has been thriving for over 20 years. Tourism as the mechanism of the interdependence along with numerous cooperating institutions, new archaeological discoveries and researches uses prosperity of regions being based among others on a legacy of Incas. I will concentrate on statistical data concerning firstly on the arrival of tourists to Peru in 90ies and secondly on the arrival of tourists to Peru and neighbouring countries of Ecuador and Bolivia, thirdly the increase of tourist accommodation towards the development of tourists movements in years 1993-2003 . I will specify the objects in Peru marked out on the UNESCO list. I will wonder what role in tourism the autochthonous resident is playing, his relations with the cultural legacy of Incas and possibilities of participating in the life of tourism. Tourist movements before 2000 and precipitated development of tourism after 2000, its causes and the infrastructure which rose along with it.
The purpose of this article is to give a brief overview of the evolution of the socio-political and legal status of indigenous peoples in the Republic of Peru, and to present one particular example of the struggle for respect and implementation of their rights, as enshrined in international documents and the Constitution of Peru (1993). In the article the historical and problematic perspective has been assumed, discussing the problem from Colonial times, when important decisions were made by the Spanish administration regarding legal and political aspects of indigenous peoples’ status. Next it is discussed the Republican period, which was characterized by a policy of integration and forced acculturation of indigenous peoples into Creole-mestizo mainstream of society. Then the article focuses on the 20th century and the first attempts to acknowledge the diversity and cultural and ethnic identity of the indigenous population, albeit as part of a paternalistic indigenism movement. Finally, it examines the recent decades, which saw the introduction of multicultural policy principles in the form of particular amendments to the Constitution and ratification of major international documents relating to the rights of indigenous peoples. This last period is characterized by a new model of relations between the state and indigenous, and represents an official effort to move away from discriminatory and marginalizing attitudes towards the Indian community, although implementation of multicultural principles is still a very difficult process due to the ossified and inflexible system of dependency and indolence at the level of local administration. The article concludes with a case study of Comunidad Nativa Tres Islas (Madre de Dios), one of the native communities which has for years been fighting for the implementation of a favorable decision of the Constitutional Court of Peru, which at the regional level is still not respected.
Ricardo Palma, one of the most distinguished Peruvian writers, is known worldwide thanks to his Peruvian Traditions, a series to which he dedicated a considerable part of his life. The objective of this paper is to present other aspects of his literary and journalistic activity and to assess the value of his writings from the perspective of contemporary chronicle and testimony.
Social constitutionalism consists in enshrining second-generation human rights in the Constitution and implementing them with systematic support from the state. This complex phenomenon is a kind of middle ground between liberalism and socialism, which is usually referred to as “social liberalism” or “social democracy”. The paper is a case study focused on the social constitutionalism of Mexico and Peru in the first half of the 20th century, which was the period when the solid foundations of this type of constitutionalism were formed in both states. At the same time, Mexico is the world leader in the introduction of social constitutionalism (1917). Peru was the second Latin American country in which this phenomenon appeared (1920). Mexican and Peruvian social constitutionalism are thus the two oldest and also to a large extent, but not completely, similar constitutional arrangements of second-generation human rights in the Latin American area (right to education, right to private property limited by its social function, workers’ rights, social security and others). At the same time, these are relatively complex legal arrangements that have stimulated fundamental social, economic and political transformations in both Mexico and Peru.
This article is a biographical study of Władysław Folkierski, Polish engineer and scientist. It presents new facts about his life and career and also re-examines certain facts which until now have either been presented incorrectly or incompletely. Between 1874 and 1889, he lived in Peru, where he worked as a Government engineer, and is remembered as a talented and competent professional. He was also considered an efficient supervisor and administrator of the railroad, as well as of water transport on Lake Titicaca. In addition, he was a lecturer, a scientist, a reformer of higher and secondary education, and for many years Dean of the Faculty of Science at the University of San Marcos. A description of the life and work in Peru of this Pole constitutes the main part of this study. Excerpts from Władysław Folkierski’s letters published in the Polish nineteenth century press are included in the study and provide a valuable insight into his personal views and perception of Peruvian reality. Apart from his Peruvian achievements, Władysław Folkierski is highly regarded in his homeland in the field of science and technology. He is the author of a wellknown nineteenth-century mathematics textbook, and of several smaller, yet significant, scientific publications. He is also known as the engineer responsible for the Stanisławów – Woronienka and Chabówka – Zakopane railway links.

Armand David, a Lazarist missionary, was one of the most important French naturalists of the second half of the 19th century. He spent more than 10 years in China, Tibet and Mongolia. He made an extensive contribution to the development of knowledge of the fauna, flora and geology of Asia. He also discoved and introduced the Giant panda, the Chinese giant salamander, and Father David’s deer to natural history collections in Europe. Father David was the collaborator and friend of W. Taczanowski, K. Branicki and A. Waga – naturalists of the Zoological Cabinet of Warsaw. The author of the present article found, in the Lazarist Congregation archives of Paris, several letters in relation with the zoological collection of Warsaw. Foundings also include letters about different explorations of Polish scientists exiled in Siberia. B. Dybowski’s research on the fauna of Central and Eastern Siberia shall be understood as completing A. David’s research in China. A part of this correspondence is about Charles and René Oberthür’s study on insects from Siberia and Peru (collections gathered by J. Sztolcman and K. Jelski). It is also about Taczanowski’s edition of The Ornithology of Peru and The Birds of Eastern Siberia. Therefore, this correspondence brings new important information to the history of the Zoological Cabinet in Warsaw, but also to the history of faunistical research of Asia and South America.
W związku z tymi czynnikami poniższa grupa testów dotyczy dających się teoretycznie przewidzieć kombinacji sposobów rozmierzania budynków inkaskich i poziomu dostępnego do pomiaru. Testy skuteczności metody cosine quantogram dla obrysów budynków inkaskich wykazały, że jeśli były one rozmierzane z użyciem jakiejś stałej miary (quantum) to niezależnie od sposobu wytyczania budynku (zniwelowany poziom tarasu, skłon terenu, odrzutowanie z poziomu na skłon terenu) to metoda cosine quantogram musi ujawnić jej istnienie.

The metrological analysis of the Inca architectural elements at Machu Picchu using the cosine quantogram method was preceded by tests of different models of building delineation and erection, which aim to test the method’s effectiveness in detecting the quantum with a differently defined error occurring in the survey sample. The sources of such errors may lie in the work of Inca builders and the modern researcher. The measurements of the architectural elements represent data from 3D laser scanning. The data obtained in this way refer to length measures that may have been delineated using quantum: building outlines, dimensions and distribution of doorways, windows and niches. However, it is uncertain which of them were actually planned by the Inca builders using the measure we are looking for (quantum) and which are incidental or outcome values. Due to the sloping of the external walls towards the inside of the building, which was characteristic feature of Inca architecture, and the way in which the buildings were planned (on horizontal terrain, sloping terrain or with projection onto the ground), the level at which the building is available for measurement also has an important influence on the results of the analyses. This may be analogous to the level at which the building was planned, or it may be significantly above that level. As a result of these factors, the group of tests concerns theoretically predictable combinations of the ways in which the Inca buildings were delineated and the level available for measurement. Tests of the effectiveness of the cosine quantogram method for Inca building outlines have shown that if they were laid out using some fixed measure (quantum) then, regardless of how the building was delineated: levelled terrace, sloping ground, projection from level to sloping ground, the cosine quantogram method must reveal its existence.
The aim of this article is to examine the ethno‑racial structure of the Peruvian population in light of data from the 2017 census. This census included, for the first time, a question on the ethno‑racial self‑identification of residents aged 12 years and over. The census results made available determine the size, spatial distribution and basic demographic characteristics of the three main ethno‑racial minorities of Peru declaring themselves as: Andean Indians, Amazonian Indians and Afro‑Peruvians, against the rest of the population, which is mainly mestizo and white. The study examined the spatial concentration of the three main ethno‑racial minorities, which, according to the data, accounted for 29.4% of Peru’s total population. The research also found a strong spatial concentration of each of them. Andean Indians are concentrated mainly in the departments of the southern part of the country, while Amazonian Indians were mainly clustered in the departments of the northeastern and eastern parts of the country, and Afro‑Peruvians are mainly centred in the departments along the northern coast.
