Celem artykułu jest wskazanie istoty i płaszczyzn sporu o koncepcję konsolidacji fiskalnej. Rozważania dotyczą następujących płaszczyzn sporu: 1) ustalenia momentu rozpoczęcia konsolidacji, 2) wyboru strategii konsolidacji (w tym narzędzi konsolidacji i jej tempa), 3) pomiaru konsolidacji, 4) skutków makroekonomicznych działań konsolidacyjnych, 5) kryteriów skuteczności konsolidacji. Kontrowersje teoretyczne znajdują odzwierciedlenie w odmiennych strategiach konsolidacji wdrażanych w praktyce w poszczególnych krajach. W artykule dokonano oceny trwałości konsolidacji fiskalnych przeprowadzonych w wybranych krajach UE w latach 90., uwzględniając zakłócenia wywołane kryzysem finansowym zapoczątkowanym w 2007 r.

The aim of this article is to identify the nature and areas of dispute over the concept of fiscal consolidation. The considerations relate to the following areas of dispute: 1) determination of the date of commencement of consolidation, 2) selection of the strategy of consolidation (including the tools for the consolidation and its pace), 3) measurement of consolidation, 4) macroeconomic impact of consolidation measures, 5) effectiveness criteria for consolidation. Theoretical controversies are reflected in the different strategies of consolidation implemented in practice in particular countries. The article assesses the sustainability of fiscal consolidations carried out in selected EU countries in the 90s, taking into account the distortions caused by the financial crisis that started in 2007.
