With the passage of time and development of society, the number of public security and safety threats has grown, which resulted in the increase of the public officers’ powers, and thus the practice of breaching these authorities leading to the violation of citizens’ fundamental rights and freedoms. The abuse of power by public officials is a crime. In order to maintain a full balance between rational use of powers and their use towards citizens, any actions taken should be monitored, e.g. greater restrictions or penal sanc-tions imposed on officers in order to work out a greater sense of the need to respect human dignity and enhance the security of an individual.

Countries’ membership of international organizations creates many opportunities for shaping their own policies. When faced with new challenges, international organizations that focus their activity mainly on the security of international environment are, regarding their member states, a guarantor of support from all the member states if a crisis situation occurs. It is necessary to remember the role that organizations perform in the area of security. They are an arena for consultation, within the framework of which the principles of joint international actions are worked out, which also performs the role of an individual instrument participating in the actions aimed at ensuring security and peace in the world.
