In the article was showed the problem of the theory evolution of the Russian administrative law. Its development was inspired by different philosophical and political doctrines taken not only from Russia, but also from abroad, especially from Germany and France. It can be said that there were marked three perspectives of developed of the state law which aimed the building of the state development in Russia. First of them was the model of Russian "self-determination". Meanwhile the second one was the model of the socialist utopia seeking social justice. However the third one was represented by the model appealing to liberalism. This last model, though it is not placed in the Russian history, seems to be the correct way by many scholars. Therefore it is worth to show the legal and social opinions of two Russian scholars - V.S. Soloviev's and P.I. Novgorodtsev's. They are recognized for the most clever representatives of the national liberal doctrine.
