Rozpad ZSRR i powstanie piętnastu nowych państw spowodował istotne zmiany w stosunkach międzynarodowych. Rosja jako sukcesor rozpadającego się mocarstwa pozostała wprawdzie nadal największym państwem świata, rozciągającym się na dwóch kontynentach z ponad 140 mln mieszkańców, z ogromnym arsenałem jądrowym i surowcami strategicznymi, jednak jej sytuacja geopolityczna uległa poważnym zmianom. Znaczne geopolityczne cofnięcie się granic tego państwa, powstanie na jego obrzeżach nowych państw i organizacji, a także rozszerzenie się już istniejących takich jak NATO czy UE spowodowało, iż Rosja na nowo zmuszona została do przewartościowania swojej geostrategii. Jej główne działania w tym czasie skoncentrowały się na odbudowie mocarstwowego statusu, reintegracji obszaru postsowieckiego oraz ograniczaniu roli i wpływów USA w świecie.

The disintegration of the USSR and the emergence of 15 new states have caused important changes in international relationships. Although Russia as a successor of disintegrated power still stays the biggest state in the world streaching across two continents, with more than 140 mln people, huge nuclear arsenal and strategic resources, her geopolitical position has dramatically changed. Considerable geopolitical withdrawn of the borders, the emergence of new states and organizations on the periphery of the State and the expansion of already existed organizations like NATO or EU, have caused Russia to reconsider its geostrategic plans. The main activity at that time was to concentrate on rebuilding its power status quo, reintegrating the soviet areas and limiting the role and influence of the USA in the World.
