The Analytic Hierarchy Process (AHP) allows to create a final ranking for a discrete set of decision variants on the basis of an earlier pairwise comparison of all the criteria and all the decision variants within each criterion. The properties of the obtained ranking depend on the quality of pairwise comparisons; this quality can be evaluated on the basis of consistency measured by means of certain measures. The paper discusses a mathematical model which is the foundation of the AHP and a starting point for a new method which allows to significantly reduce – and even eliminate – the inconsistency of pairwise comparisons measured by the consistency index. The proposed method allows to reduce the consistency index well below the threshold of 0.1.

A system exists which meets a prescription of the efficacious multiple criteria decision making support methodology. It is called the Analytic Hierarchy Process (AHP). The consistency control of human pairwise judgments about their preferences towards alternative choices appears to be the crucial issue in this concept. This research examines the efficiency of a recently proposed consistency index grounded on the redefined idea of triads inconsistency within Pairwise Comparison Matrices. The quality of the recently introduced proposal is studied and compared to other ideas with application of Monte Carlo simulations coded and run in Wolfram Mathematica 8.0.

A new fuzzy measure is presented in this paper. Using the assumption that the decision maker is able to provide the pairwise additivity degree between attributes, our method uses Zimmerman’s approach to solve the fuzzy multiobjective problem: a simple problem for computing fuzzy density is derived. Having done that, we use this new fuzzy measure to implement an analytic hierarchy process (AHP) with dependent attributes using the Choquet integral. Our identification procedure for fuzzy density is much easier because it reduces the resolution complexity using a linear programming problem rather than the complicated power form used traditionally.

Głównym celem pracy jest przedstawienie możliwości uwzględniania nieporównywalności kryteriów w procedurze wielokryterialnego wspomagania decyzji z wykorzystaniem metody AHP. Praca dotyczy zastosowania metod wielokryterialnych do oceny projektów inwestycyjnych dotyczących wyrobiska wybierkowego w kopalni węgla kamiennego. Uwzględnienie nieporównywalności kryteriów związane jest z aspektami bezpieczeństwa pracy (występujących zagrożeń). Zagadnienia poruszone w pracy są konsekwencją analiz związanych z oceną w cyklu istnienia (życia) inwestycji oraz wykorzystania koncepcji dominacji ze względu na ryzyko do wspomagania decyzji przy nieporównywalności kryteriów.

The main aim of this paper is to present the possibilities to take into consideration non-comparability criteria in the procedure of multi-criteria decision support using AHP method. The work concerns the application of multi-criteria methods for the evaluation of investment projects associated with excavation in hard coal mine. The inclusion of non-comparability criteria is associated with the safety aspects of work (existing threats). The issues dealt with in the work are a consequence of the investment life cycle analysis evaluation and the use of the concept of risk dominance for the decision support.

In this paper analytic hierarchy process (AHP), a well-known approach for handling multi-criteria decision making problems, is discussed. It is based on pairwise comparisons. The methods for deriving the priority vectors from comparison matrices are examined. The existing methods for aggregating the individual comparison matrices into a group comparison matrix are revised. A method for aggregation, called WGMDEA, is proposed for application in the case study. Because exact (crisp) values cannot always express the subjectivity and the lack of information on the part of a decision maker, the interval judgments are more suitable in such cases. Two main methodological problems emerge when dealing with interval comparison matrices in group AHP: a) to aggregate individual crisp preferences into the joint interval matrix, b) to calculate the weights from the joint interval comparison matrix. In the paper we first discuss the already proposed approaches to the aggregation of individual matrices, and the derivation of weights from interval comparison matrices, pertained to AHP group decision making methodology. Then, a new method, ADEXTREME, for generating the interval group judgments from individual judgments is proposed. A numerical example based on Rural Development Program of the Republic of Slovenia in 2007-2013 is presented to illustrate the new methodology for deriving the weights from interval comparison matrices. The results obtained by WGMDEA, MEDINT and ADEXTREME methods are compared.

The main aim of this study is to assess the strategic factors (objectives, tasks and development scenarios) and to select the best scenario for local administrative units. Two approaches are used to solve this problem: classical and fuzzy analytic hierarchy process based on experts’ opinions. The research was based on data from surveys with the councillors of the urban and rural municipality of Międzychód and the rural municipality of Chrzypsko Wielkie. The importance of strategic factors for both municipalities was assessed, and the best development scenario was selected. As shown by the research, the most important scenario for the municipality of Chrzypsko Wielkie involves the development through support for entrepreneurship and agri-food processing, while that for the municipality of Międzychód involves the development by supporting housing, services and tourism.

The paper presents an overview of methods used in solving Multiple Attribute Decision Making (MADM) problems in the case of incomplete information about preferences among criteria, which are defined by explicit attributes of the problems. The paper presents the following methods: dominance, maxmin, maxmax, based on game theory, ELECTRE IV and parametric approach associated with Linear Partial Information and AHP. The presented methods focus on the problem of evaluation of investment projects in a hard coal mine.

W artykule podjęto zagadnienie oceny poziomu życia w Polsce w ujęciu regionalnym z zastosowaniem dwóch ujęć: wielowymiarowego oraz wielokryterialnego. W rozważaniach porównuje się wyniki analiz przeprowadzonych za pomocą miary syntetycznej z alternatywnym sposobem wykorzystującym wybraną wielokryterialną metodę (metodę AHP), która umożliwia ocenę i porównanie obiektów (województw) przez pryzmat wielu kryteriów. W przeprowadzanych analizach uwzględnia się m.in. takie charakterystyki, jak: dochody na 1 mieszkańca, stopa bezrobocia, nakłady na środki trwałe na 1 mieszkańca służące ochronie środowiska, ale również zmienne typu: absolwenci szkół wyższych na 10 tys. ludności, drogi o twardej nawierzchni na 100 km2 itp., które zostały wyłonione w procedurze doboru zmiennych do badania. Powyższe charakterystyki w ujęciu wielowymiarowym są traktowane jako zmienne diagnostyczne, natomiast w podejściu wielokryterialnym - jako kryteria wyboru.

Many researchers are interested in analyzing the phenomenon of standard of living. It is complex issue and it is characterized with variables that come from different fields of life. The researches are mainly concentrated on building a synthetic indicator which enables to describe the phenomenon and to compare analyzed objects. The purpose of the paper is to compare Polish voivodeships in terms of living standard using two research approaches: the common multivariate one (with building a synthetic measure) and multi-criteria one (using the AHP method). In the multi-criteria approach the variables that characterize the phenomenon are treated as criteria.

The article offers information on the conformity assessment of lead and third party logistics by using the Analytic Hierarchy Process (AHP) method. It mentions that the AHP method was proposed by T.L. Saaty. It examines the LLP service provider's preference conformity, in the course of choosing a 3PL service provider with 3PL in the field of investment, education, and image building and the automotive industry.

Celem artykułu jest przedstawienie dwóch propozycji metodycznych konstruowania cechy syntetycznej oraz ich zastosowania do oceny poziomu rozwoju społeczno-gospodarczego powiatów woj. wielkopolskiego. W pierwszej części pracy opisane są podstawy teoretyczne i etapy postępowania w tworzeniu cechy syntetycznej. Proponowane podejście opiera się na metodzie analitycznego procesu hierarchicznego (Analytic Hierarchy Process - AHP) oraz zmodyfikowanych przez Autorów metodach rozmytych Chenga-Lina i TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution). Zaproponowane podejście może być przydatne w tworzeniu cechy syntetycznej, zwłaszcza, gdy w rozważanym problemie oceny obiektów występują kryteria podrzędne (bezpośrednio mierzalne), a w zbiorze cech prostych zarówno cechy o charakterze ilościowym, jak i jakościowym - porządkowym. Dodatkową zaletą proponowanego podejścia jest możliwość przyporządkowania kryteriom i cechom prostym zróżnicowanych współczynników wagowych dzięki zastosowaniu metody analitycznego procesu hierarchicznego. W części empirycznej pracy proponowaną procedurę budowy cechy syntetycznej zastosowano do oceny poziomu rozwoju społeczno-gospodarczego powiatów woj. wielkopolskiego.

The aim of this paper was to investigate the applicability of the two fuzzy multi-criteria linear ordering methods to the construction of synthetic characteristic. The proposed procedure was employed to assess the socio-economic development of rural Wielkopolska seen as a collection of counties. The first part of this paper presents theoretical rudiments and stage of procedure of construction of synthetic characteristics. The proposed approach is based on two group methods: Analytical Hierarchy Process (AHP) (to calculate weight of criteria) and fuzzy methods modified by author: Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) or Chang-Lin method (to ranking of objects). Proposed approach can be useful to construction synthetic characteristic. Particularly when in consideration problem appear secondary criterions (directly measurable) and qualitative and quantitative characteristic in the set of basic characteristics. Additional advantage of proposed approach is possibility criterions and basic characteristics appropriate differential weighed coefficients owing to application of analytic hierarchy process. In the empirical part, the proposed procedure was employed to assess the socio-economic development of rural Wielkopolska seen as a collection of counties.

W pracy przedstawiono ilościową analizą SWOT (mocne i słabe strony, szanse, zagrożenia) metodą Saaty'ego z analitycznego procesu hierarchicznego (AHP). Metoda ta jest przydatna do programowania rozwoju, w szczególności, do oceny mocnych i słabych stron obszaru oraz szans i zagrożeń środowiska. Ten jest lepszy na klasyczny (opis) metody ilościowe w możliwość SWOT ważności czynnik, jeśli chodzi o jakość jak i ilość tych elementów. Badania empiryczne potwierdziły przydatność metody Saaty'ego przy wyborze najwłaściwszego scenariusza rozwoju obszarów Wielkopolski. Zastosowanie takiego rozwiązania pozwoliło na określenie stopnia intensywności działań gospodarczych, które należałoby podejmować w celu wsparcia ich rozwoju.

This paper presents the quantified SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) using the Saaty's method of the analytic hierarchic process (AHP). This method is useful for programming development, especially, for estimation of weaknesses and strengths of an area as well as opportunities and threats of its environment. This is superior over classical (descriptive) method in the quantify possibility of SWOT factor validity, with regard to quality as well as quantity of these elements. The method can be useful over the choice of a growth strategy for any administrative district. This was illustrated by SWOT analysis of the Wielkopolskie voivodship.(original abstract)
