The article refers to the issues of socio-economic clusters embedded in the health care market, with a particular focus on regional initiatives. It discusses the theoretical concepts in order to specify the particular types of activity of the health care cluster. It also attempts to determine the key hypotheses for research on cooperation in the area of public goods, which production and consumption is a result of synergy based on the cooperation of private companies, research and development institutions, consulting and training providers, local governments, non-governmental organizations and business environment entities.

This article presents the results of the observation of cases of skin melanomas in Poland. Dermatologists raise the problem of increased sunlight penetration and the unreasonable use of solar radiation. This causes numerous cases of skin cancer. The aim of the article is to signal the threat posed by the depletion of the ozone layer in Poland. The article uses a research method based on an analysis of statistical data on skin cancers, supported by the available research in this area. Studies show that the incidence of skin cancer in Poland in 2007-2016 nearly doubled. Women are more prone than men to skin neoplasms. The mortality rate due to skin melanoma also increased dramatically. In the article, we point to the need of raising awareness of the hazards, and consider the coverage of treatment costs by life insurance as one of the options to protect the health of insured persons. We also raise the problem of prophylaxis on the basis of sunscreen cosmetic products.

Sense of citizens' health security is one of the most important components of quality of life. Ensuring security in this area is the subject of the activities described in various policies and strategies of the state. One of the specific conditions of the health security of the state is to ensure the availability of human blood treated as a drug. In Poland, the environment in which it is implemented management of blood resources in blood donation system. Blood donation system is composed of independently functioning blood supply chains, implementing flows (blood and its components) from donor to recipient. The success of the system, and thus the chain ensuring availability of blood (as a drug) a sufficiently high level. The availability of blood as a raw material is dependent on the demographic population, as well as its willingness to honour the donation. In this paper the author presented the important relationship between the above factors and components.

In this paper a number of competitive approaches to defining efficiency term in the healthcare systematics were defined. Diverse semantic takes on efficiency defined per se were brought up based on both polish and international literature resources. Systematization was feasible and finalized by dividing methods called index-based, parameter-based, parametric and non-parametric into group and subgroups.

Artykuł zwiera analizę porównawczą stanu zdrowia ludności Polski w 1996 r. i 2004 r. Przedstawiono też samoocenę stanu zdrowia mieszkańców krajów Unii Europejskiej. Celem opracowania było przeprowadzenie analizy subiektywnych ocen stanu zdrowia ludności Polski powyżej 15-tego roku życia. Podstawę informacyjną pracy stanowiły dane opublikowane przez GUS oraz EUROSTAT. Dokonano analizy struktury zjawiska uwzględniając płeć, miejsce zamieszkania, stan cywilny, wykształcenie oraz aktywność zawodową. Przeprowadzono także badanie oceny stanu zdrowia w Unii Europejskiej oraz porównano je z ocenami otrzymanymi dla Polski. W porównawczych analizach wykorzystano wskaźnik podobieństwa struktur.(abstrakt oryginalny)

The paper contains the comparative analysis of population 's health condition in Poland in years 1996 and 2004. There was also presented the self assessment of health condition of the European Union member states population. The aim of the paper was to analyse the subjective assessments of population's health condition of over 15 years old in Poland. The information base was the data published by CSO and EUROSTAT. The analysis of the phenomenon structure considering sex, residence, marital status, education, and economic activity, was made. There was also analysed the assessments of health condition in European Union and was compared with the assessments received in Poland. The comparative analysis was based on indicator of structures resemblance. (original abstract)

One of the responsibilities of the health care sector regulator is to decide which health technologies (drugs, procedures, diagnostic tests, etc.) should be financed using public resources. That requires taking into account multiple criteria, of which two important ones are: cost and effectiveness of a technology (others being, e.g., prevalence, safety, ethical and social implications). Hence, health and wealth need to be traded off against each other, and hence the willingness-to-pay (WTP) has to be determined. Various approaches to setting WTP have been taken, yet the results differ substantially. In the present paper I claim that the proper approach is to treat WTP as a fuzzy concept (the decision maker may not be able to decidedly state that a given health-wealth trade-off coefficient is acceptable/unacceptable - an idea backed up by the survey presented in the paper). Previous research shows how this fuzzy approach can be embedded in defining the preference relation and pairwise comparisons. In the present paper I account for the fact that there are often more than two alternatives available. To avoid difficulties that might arise (e.g., incompleteness or intransitivity of preferences) I show how the fuzzy approach can be used to define a fuzzy choice function based on the axiomatic approach. Some properties are discussed (e.g., how the approach handles the dominance and extended dominance), and the directions of further research are hinted at.

In view of increasing health care costs, which is a result of the growing demands of the public to have access to the latest medical technologies, which are very expensive, and by the systematic aging of the population, it is necessary to initiate health care reforms in terms of its financing. One of the proposed methods of reforms is public - private partnership or partial transfer of responsibility for the health from the public institutions to the private ones while maintaining adequate control of the state. Public-private partnership is a partnership between the public sector and the private sector consisting of tasks that have been traditionally delivered by the public sector. This cooperation increases the efficiency of public services through the use of private sector experience and builds up savings when compared to the performance of the same tasks only by a public body.

Author undertakes an attempt to make a conceptual approach of above as well as analyzing the validity and ability of adopting the learning organization model in public healthcare sector, including previous solutions in this area.

The article presents the evolution of cost accounting in the Polish health care system. There are presented the causal factors of poor quality cost information, and the characteristics of currently operating solutions is given. In the focus of considerations are: the nature and elements of the newly designed account system, based on the resources approach in which one of the main cost objects are DRG groups which, in turn, determines the considerable practicality of this system for the current medical entities management. The usefulness of cost accounting solutions in European countries, in the context of significant growth in the DRG funding, is also discussed.

Polish healthcare units are subjected to processes of commercialization and privatization and they have to seek the factors affecting the growth of their own competitiveness. The purpose of this article is to attempt to identify determinants of innovation in the public and private health care units. However, the empirical verification of this objective will be achieved on the basis of a fragment of the tests carried out in the context of the study of entrepreneurship in the conditions of the health sector (including the concept of entrepreneurial orientation, in which one of the dimensions is the innovation).

Celem artykułu jest zbadanie zróżnicowania wydatków na zdrowie w gospodarstwach domowych z dziećmi na utrzymaniu, w zależności od fazy cyklu rozwoju rodziny, w jakiej znajduje się gospodarstwo, jego sytuacji ekonomicznej, grupy społeczno-ekonomicznej określonej na podstawie źródeł utrzymania, a także miejsca zamieszkania. Materiał źródłowy stanowiła baza danych z badań budżetów gospodarstw domowych GUS za rok 2001.

The main topic of this article is a model of strategic decision making in health care organization. It has been shown how, using the resource-based view, the manager of health care organization can go through a decision process. Taking into account the key stakeholders the decision maker is able to get the solution that strengthen the organization's competitive position the most. The example of how the decision analysis can be employed to aid the manager has been presented. The method WINGS has been used to solve the problem. This method helps to get the deeper insight into the situation and allows the interrelations among criteria. It also provides the ranking of decision alternatives that facilitates the final decision making.

The society aging process is inescapable in Poland, similarly as in other European countries. This is proved by the demographic data and clear increasing trends of life expectancy. The consequence is the escalation of the phenomenon of multiple morbidity in elderly people and their limited possibilities to live on their own. Those issues, coupled with the financial shortages of the health care system, pose a new challenge for the public payer, i.e. the National Health Fund (NFZ). In this paper, the author identifies and subsequently analyses and evaluates the necessary actions related to the process of elderly care in Poland. She seeks an answer to the question whether the Polish health care system is prepared, or is duly preparing, for this intensified obligation.

In this publication the review of the literature points to the four main directions of research relating to innovation in their organizations. They are mainly of interest in the economic and technological aspect, treating hospitals as providers of information systems and comprehensive medical services. At the same time the importance of nontechnological innovation category was pointed out, such as organizational, social, management, and services and relational. It was emphasized that in today's world you cannot make the proper development of the health sector, one of the most modern in medical technology, but also should take into account other types of innovation. Such an approach seems to be best to continue the modernization of the current state of health care, improve the quality of life and increase the availability of new treatments to patients that respond to their needs.

The purpose of this paper was to present the theoretical issues concerning creation of image healthcare units in Poland. The paper also contains the results of direct surveys aimed at: diagnosis of patients expectations according to the healthcare units in Silesia, identification of the area in which ICT technologies in healthcare units can be used, evaluation of the image of the healthcare units in Silesia, identification of the factors that affect the image of healthcare units in Silesia. Paper also presents the results of research concerning evaluation of current situation and perspectives and trends of creating the image of the healthcare organization according to healthcare experts. The study was conducted in 2010.

The different definitions of efficiency (in their medical meanings) are presented as the result of meta-reviews found in scientific databases. Efficacy and efficiency are often mismatched with effectiveness in the research of healthcare systems in different countries. In addition to the classic Bismarck's and Beveridge's models the modern concepts of health systems include personalized medicine, recognition of health as economic value, and so called salutogenesis. However, the basic problem in the Polish healthcare system is the low quality of overly specific and often changed legislation.

Zdaniem autorek analiza podstawowych tablic wynikowych rachunków zdrowia i wskaźników ustalonych na ich podstawie upoważnia do stwierdzenia, że udział wydatków na ochronŠ zdrowia w Polsce (6,45 procent w 2003 r., 6,56 procent w 2002 r.) jest wyższy niż powszechnie się twierdzi. W Polsce bardzo szybko wzrasta udział wydatków prywatnych w wydatkach na ochronę zdrowia, który obecnie wynosi co najmniej 30 procent i jest wyższy niż w Republice Czeskiej (9,9 procent czy na Słowacji (11,7 procent, ale też wyższy niż w wielu krajach UE. Szczegółowych analiz wymagają wydatki gospodarstw domowych na osobę według grup kwintylowych dochodów. Obserwowany w ostatnich latach spadek wydatków na ochronę zdrowia w dwóch najniższych grupach dochodowych może oznaczać osiągnięcie pułapu możliwości finansowych gospodarstw w odniesieniu do tychże wydatków.

Przedmiotem opracowania jest rola jaką odgrywa szpital w systemie informacyjnym ochrony zdrowia. Omówiono podstawowe procesy informacyjne, w których uczestniczy szpital. Autorzy zwracają uwagę, że warunkiem dobrego funkcjonowania statystycznego systemu informacyjnego ochrony zdrowia jest prawidłowa identyfikacja szpitala pod względem podmiotowym (struktura organizacyjna) oraz przedmiotowym. Różnice w terminologii znacznie utrudniają prowadzenie badań i analiz.

The key role of a hospital as a source of statistical information on health care system is presented in the article. Basic information processes were presented in which a hospital participates including information covered by the Statistical Survey Program of Official Statistics. The authors point out that the special role of each hospital as a source of information at inpatient health care acquires the unambiguous identification of a hospital in its activity as well as organization structure. Differences in the used terminology significantly hinder analyses and conducting surveys. (original abstract)
