This article, with regard to the conference that took place in the Polish Academy of Science (October 2008), concerns the debate on drawbacks of current scientists activity and journal quality evaluation. Much attention is paid to the most widely used measure introduced by Garfield, namely the impact factor. Because of its construction it has got many limitations, which are discussed.

Journal Impact Factor (IF) created years ago as a device supporting the selection of source publications for Science Citation Index , has been later used to evaluate journals, scientists, and even scientific institutions. Being an object of a widespread criticism, it is, however, willingly used by some evaluators and money distributors. Although the impact factor is considered to be a measure of the journal influence, it is neither clearly stated what is the target of this influence, nor whether its value shows the degree or extent of this influence. The author tries to answer these questions analysing the selected data recorded in four annual files of Journal Citation Reports (2000-2003) and two editions: Science and Social Sciences. There are 6 pairs of journals taken into consideration representing the following subjects: immunology, chemistry, physics, economics, management, as well as information science & library science.Each pair consists of a journal having the highest IF whithin its subject category and a title receiving the highest total cites. Four individual ones are used to calculate Inter-journal Impact Factor values. Results of the analysis show that the numbers presented as impact factor of individual journals neither can measure their influence on the development of particular discipline, nor be a measure of their influence on other journals. The most influenced by these numbers seem, however, to be authors being under the pressure of evaluation and publishers under the pressure of profitability.

The impact factor calculation model, established more than fifty years ago and generally used for the evaluation of scientific publications has always divided the scientific world. Many further theories and evaluation models have arisen since then, the majority of which have aimed to improve the Thomson Scientific model by taking into consideration the characteristics of a region, a research field or a language area, thus to create a more favorable index number also dealing with equal opportunity for the appropriate scientific communities. From the variety of alternative models, two are presented in detail in this paper: Index Copernicus and Euro Factor. Both models can be applied to medical and health science publications. Index Copernicus also evaluates Hungarian journals, while Euro Factor mostly applies to the professional journals of the EU15 countries, that is to older member states of the European Union. The creation of Euro Factor is justified by an important figure that shows that the number of publications published in the countries of EU25 exceeds the number of publications in the United States. By applying the strengths of these two similar models, a standard European evaluation model and impact factor could be created.

This paper presents 'micro' results of the empirical analysis of 1,235 individual publication records of 1,230 economists in the Czech Republic retrieved from the international databases Web of Science and EconLit for the period 1994 - 2003. The publication portfolio described by research publication flows from the particular institutions to the particular journals is provided. The algorithms of weighted and not-weighted rankings of the institutions by research performance are proposed and applied on Czech data.
