Strategic partnership between states is a reciprocal exchange built on mutual commitment. The significance of the United States to Lithuania is unquestionable. However, why should the U.S. care about Lithuania? The emphasis on the U.S. interests and policies allows ignoring the question about Lithuania’s engagement and input into the partnership. Therefore, this article asks how does Lithuania contribute to the strategic partnership with the U.S.? To be precise, does Lithuania support and pledge its allegiance to the U.S. when this support goes beyond the limits of direct responsibilities of strategic partner, or even enters into a conflict with other important responsibilities or interests of the state?

W artykule została zawarta charakterystyka polityki zagranicznej Litwy w latach 2004–2009, czyli w okresie drugiej kadencji prezydenckiej Valdasa Adamkusa. Litewskie państwo realizowało wówczas koncepcję nazwaną nową polityką zagraniczną. Polegała ona na szukaniu wsparcia USA oraz zacieśnianiu współpracy z Polską. Celem było odegranie przez Litwę roli regionalnego centrum, oddziałującego politycznie na państwa byłego ZSRR.The article describes Lithuania’s foreign policy in the years 2004–2009, i.e. during the second term of office of President Valdas Adamkus. The Lithuanian state was then implementing a concept called “new foreign policy”. It consisted in seeking support in the USA and strengthening co-operation with Poland. Its objective for Lithuania was to play the role of a regional centre, politically impacting upon the states of the former USSR.

The article describes Soviet-Lithuanian relations in the period between 1926 and 1929, based on reports by Soviet diplomats in Vilnius. The authorities in Moscow were preoccupied with the internal situation in Lithuania, the growing tensions between Augustinas Voldemaras and Antanas Smetona, and the complicated relations between Vilnius and Warsaw.

Praca opisuje relacje radziecko-litewskie w latach 1926–1929 na podstawie sprawozdań radzieckiej misji dyplomatycznej w Wilnie. Władze w Moskwie zainteresowane były sytuacją wewnętrzną Litwy, narastającymi napięciami pomiędzy Augustinasem Voldemarasem i Antanasem Smetoną oraz skomplikowanymi relacjami między Wilnem i Warszawą.

Contemporary international relations are characterized by a complex structure and create a complicated image of constantly changing events and processes. After the declaration of independence during Algirdas Brazauskas and Valdas Adamus’ presidency, the foreign policy of Lithuania was concentrated on forthcoming membership in NATO and EU, which constituted a strategic priority in Lithuania further development. Nowadays, the main objective of Lithuania foreign policy is not focused on relations with The United States and Poland but with Scandinavia, Nordic-Baltic countries – Iceland, Denmark, Norway, Sweden, Finland, Estonia, Latvia.
