The article is concerned with the latest strategies of Polish development policy in the light of shifting global economic and political power structures, when North-South relationships are fundamentally changing, and so the conditions that frame European and polish development aid policy. Key documents define Polish development aid activities as the important field of foreign policy. The first part of the article analyses the determinants and experience of polish development cooperation. The second part examines the legal basis for development cooperation (Act on Development cooperation approved on 16th of September 2011 by the Polish Parliament) and the medium term vision for Poland’s development cooperation (Multiannual development cooperation programme 2012–2015, development cooperation plan for 2012 and 2013). The last part of the analysis characterizes geographical and thematic areas of polish aid. The article presents strengths and weaknesses of Poland’s official development assistance (ODA). The author intends to describe basic principles of the organization of the Polish development policy under Development Cooperation Department of the Ministry of Foreign Affairs and so their implementation.

Autor artykułu próbuje odpowiedzieć na kilka pytań, dotyczących public relations w organizacjach pozarządowych, działających w sferze współpracy rozwojowej. Czy cele stawiane w obrębie public relations, charakterystyczne dla przedsiębiorstw są również celami sektora non profit w branży rozwojowej? Na ile fakt działania non profit wpływa na kształtowanie celów PR? W jaki sposób specyfika tego sektora wpływa na praktykę reali-zowania działań public relations? Jakie dylematy budzi PR sektora pozarządowego w branży rozwojowej? Z racji dość skromnego potencjału polskich doświadczeń rozwojowych ważna cześć argumentacji opiera się na doświadczeniach Unii Europejskiej i globalnej współpracy rozwojowej.

The author tries to answer a few questions concerning public relations in NGOs operating in the field of development cooperation. Are the goals set within the public relations, characteristic of companies are also the objectives of the non-profit sector? To what extent is running on a non-profit influences the formation of PR purposes? How the specificity of the non-profit sector affects the practice of carrying out public relations activities? What are the dilemmas raised PR activities of NGOs in the field of development? Because of the relatively modest potential of the Polish experience in development cooperation an important part of the argument is based on the experience of the European Union and the global development cooperation.

Przedmiotem badania jest wielostronny system pomocy rozwojowej i zachodzące w nim zmiany określane mianem bilateralizacji. Jest to zjawisko rozumiane jako rosnący wpływ dawców bilateralnych na pomoc świadczoną przez międzynarodowe organizacje wielostronne. Celem artykułu jest zbadanie zmian zachodzących w wielostronnym systemie pomocy rozwojowej, a także wskazanie na skutki, jakie mogą mieć one dla dalszego funkcjonowania systemu. W artykule rozwinięty został problem powiększających się zasobów multi-bi jako głównego źródła finansowania pomocy rozwojowej. Z tego powodu zaczęto określać działania pomocowe finansowane z tego rodzaju źródeł jako pomoc multi-bi. Badanie oparte zostało na analizie literatury przedmiotu oraz danych statystycznych z międzynarodowej bazy Creditor Reporting System (CRS OECD). Zastosowano także metodę analizy porównawczej dotyczącą pomocy wielostronnej finansowanej ze źródeł podstawowych i multi- bi. Zbadano działania podejmowane przez dawców pomocy zarówno będących członkami Komitetu Pomocy Rozwojowej OECD (DAC), jak i tych znajdujących się poza nim.

The paper addresses the problem of multilateral aid system which is undergoing substantial changes known as ‘bilateralisation’. This phenomenon is understood as the growing influence of bilateral donors on development assistance provided by international organizations. The aim of the article is to examine changes taking place in the multilateral aid system, as well as to indicate the results that they may have on further functioning of the aid architecture. The paper underlines the problem of growing multi-bi resources as the main basis of financing of development assistance. For this reason, activities financed from this type of sources have started to be defined as multi-bi aid. The study was based on the analysis of the subject literature and statistical data from the OECD Creditor Reporting System (CRS OECD). A comparative analysis method was applied for examining multilateral aid financed from multi-bi and core sources as well as for the exploration of the OECD DAC donors and those entities who are beyond.
