The article discusses the impact of European integration on social policy in Poland. Though social policy remains mainly the competence of the EU member states, EU impact on social policy has been clear, already since Poland’s preparation to the membership, thus for more than 20 years. Free movement of workers was the most difficult issue during the accession negotiations, due to fears of the old member states. During the integration, Polish law, especially in the area of labour law, was adjusted to the EU law. Poland entered the EU system of social security coordination An indirect impact of integration has been substantial, especially through contributing to catching up in the level of development.

The present study sets to examine the social and political issues which the EU Member States need to address in order to ensure coherent functioning of pension schemes. It focuses on the implementation of the principle of intergenerational solidarity in the EU law. Further on, it discusses the viable activities necessary for the strengthening of both individual prudence and securing the future income maintenance. Both aspects link with the idea of solidarity between generations and are necessary in order to guarantee security and stability for pension schemes and protect the right to secure income in the old-age.

Artykuł przedstawia kwestie społeczne i polityczne, które państwa członkowskie UE muszą podjąć w celu zapewnienia spójnego funkcjonowania systemów emerytalnych. W tekście skoncentrowano się na realizacji zasady solidarności międzypokoleniowej w prawie UE, a szczególnie na dylemacie - w jakim kierunku należy budować uprawnienia emerytalne? Czy nalezy wzmacniać indywidualną odpowiedzialność za poziom zabezpieczenia na starość, czy też takie działania, które gwarantują spójność społeczną..Połączenie obu aspektów jest konieczne w celu zapewnienia bezpieczeństwa i stabilności systemów emerytalnych i ochrony prawa do zabezpieczenia dochodów na starość.

The paper concisely describes the evolution of the Polish social policy throughout the century 1918–2018, with the additional outlook for the future. The author focuses on key changes that shaped the general character of the policy since 1918. The events are presented chronologically, and divided into three parts: past (since the independence in 1918 until the end of the communist era in 1989), present (since 1989 until now), and future (from now on).

Artykuł syntetycznie przedstawia stuletnią historię polskiej polityki społecznej, z dodatkowym spojrzeniem w przyszłość. Autorka prezentuje wybrane elementy charakteryzujące zmiany w obszarze tej polityki od 1918 roku. Zaprezentowano je chronologiczne, wyodrębniając trzy części: przeszłość (okres od odzyskania niepodległości do obalenia komunizmu w 1989 r.), teraźniejszość (okres po 1989 roku do dziś) i przyszłość.
