Wykorzystanie funduszy europejskich jest jednym z głównych determinant rozwoju regionalnego. W ramach wsparcia finansowego z Unii Europejskiej w latach 2014-2020 Polska otrzyma 82,5 mld euro, które zostaną zainwestowane w zwiększenie konkurencyjności polskiej gospodarki, poprawę spójności społecznej i terytorialnej kraju oraz w podnoszenie sprawności i efektywności administracji. Na lata 2014-2020 Komisja Europejska zatwierdziła 22 programy (6 krajowych i 16 regionalnych).

The use of European funds is one of the main determinants of regional development. As part of the financial support from the European Union in 2014-2020 Poland will receive 82.5 billion euros, which will be invested in increasing the competitiveness of the Polish economy, improving social and territorial cohesion of the country, and in improving the efficiency and effectiveness of the administration. For 2014-2020, the European Commission has approved 22 programs (6 national and 16 regional).

Within the framework of the structural funds Poland will receive approximately 67.3 billion euros between the years 2007-2013. It is the biggest offered financial support a member state has been assigned to within the Cohesion Policy of the European Union ever. Hence, libraries in Poland, both academic and public, or even school libraries, have been given another chance of co-financing their activity. The article presents the possibilities at hand of these institutions offered by the structural funds for 2007-2013 within the following priority projects: the Operational Programme Infrastructure and Environment, the Operational Programme Development of Eastern Poland, the Wielkopolska Regional Operational Programme and the Operational Programme Human Capital.

Polska w ramach funduszy strukturalnych otrzyma w okresie programowania 2007-2013 około 67,3 mld euro. Jest to największa pomoc przyznana dotychczas państwu członkowskiemu w ramach Polityki Spójności Unii Europejskiej. Przed bibliotekami – zarówno naukowymi, jak również publicznymi czy nawet szkolnymi pojawiła się więc kolejna szansa na dofinansowanie działalności. W artykule przedstawione są możliwości skorzystania przez te instytucje z funduszy strukturalnych w latach 2007-2013 w ramach Programu Operacyjnego Infrastruktura i Środowisko, Programu Operacyjnego Rozwój Polski Wschodniej, Wielkopolskiego Regionalnego Programu Operacyjnego oraz Programu Operacyjnego Kapitał Ludzki.

Przedstawiono cele i zadania najważniejszych funduszy strukturalnych oraz zasady, które należy przestrzegać przy ich wykorzystaniu. Opisano główne programy operacyjne, kładąc szczególny nacisk na Zintegrowany Program Operacyjny Rozwoju Regionalnego. Scharakteryzowano wykorzystanie środków w ramach ZPORR w województwie małopolskim. Ukazano strukturę wydatków w ramach programu oraz przedstawiono stan zaawansowania wdrażania ZPORR według województw. Fundusze unijne wykorzystywane są do niwelowania różnic w rozwoju infrastruktury lokalnej oraz zrównoważenie szans na rynku pracy. Ze wszystkich złożonych projektów w latach 2004-2006 przyjęto do realizacji 20%.

The aim of this article is to evaluate the use of union funds by the małopolskie voivodeship from 2004 to 2006 showing where the funds were placed. It also presents completed investments and number of employees re-qualified thanks to money received from the structural funds. The article consists of two parts. The first part describes goals and tasks of the most important kinds of structural funds as well as rules that ought to be followed while dealing with them. The main operational programmes are characterised in this part, concentrating on the description of Integrated Regional Development Operational Programme. The second part presents quantitative characteristic of using the funds in ZPORR in małopolskie voivodeship, showing the structure of expenses in this operational programme and comparative configuration of how advanced implementation of ZPORR is according to voivodeships (updated on 30th September 2007).
