Propozycja stworzenia projektu kształcenia magistrów z zakresu statystyki publicznej (European Master in Official Statistics - EMOS) na uczelniach europejskich z udziałem Eurostatu i krajowych urzędów statystycznych ma służyć misji Europejskiego Systemu Statystycznego (ESS)1, którą sformułowano w Europejskim Kodeksie Praktyk Statystycznych (European Statistics Code of Practice - ESCP). Ponadto idea EMOS wychodzi naprzeciw oczekiwaniom dotyczącym kształcenia i rozwoju pracowników ESS, w tym takich, jak te przedstawione w Europejskim Programie Szkoleń Statystycznych (European Statistical Training Programme - ESTP). Inicjatywa EMOS nie przenosi odpowiedzialności kształcenia młodych statystyków wyłącznie na szkoły wyższe. Rola krajowych urzędów statystycznych jest znacząca zarówno w fazie formułowania szczegółów projektu, jak i jego wdrażania. EMOS wymagać będzie zaangażowania personelu urzędów statystycznych przy tworzeniu programów kształcenia oraz praktyk, a także ciągłej współpracy z uczelniami podczas ich doskonalenia. Beneficjentami tej współpracy dla przedstawicieli statystyki publicznej będą pracownicy lepiej wykwalifikowani w momencie rozpoczęcia kariery zawodowej statystyka, tylko pod warunkiem wcześniejszego aktywnego udziału urzędów statystycznych w budowie EMOS na podstawie przyjętych przez ESS zasad. The article presents the idea of the project named European Master in Official Statistics (EMOS), which involves the training of professionals of official statistics on European universities according to a unified program. The concept of EMOS the learning outcomes and competency models with syllabuses and practice plans would be developed in cooperation with Eurostat as the coordinating institution and national statistical offices. Regardless of the chosen university, graduate master's degree would receive an international certificate of public statistics. The article highlights the key methodological and organizational problems, and the benefits from the project. In addition, actions were described that were carried out to determine the interest in the EMOS initiative as well as guidance of stakeholders with their expectations as future employers. Also the possibility of implementing the project was identified, both from the perspective of higher education institutions and statistical offices. (original abstract)

The aim of this article is to analyse and evaluate some aspects of financing the development of employees' professional qualifications within the Human Capital Operational Programme. The object of this study are issues connected with the chosen priority within each the training projects which provide training for employees in enterprises are carried out. A part of this article presents the role of the EU trainings by identifying the effects of the training projects within the Human Capital Operational Programme on example of the Kuyavian-Pomeranian voivodship. The source material for this thesis includes literature on management, programme documents concerning the functioning of structural funds and reports from the Kuyavian-Pomeranian Office of the Marshal concerning the implementation of regional component of Human Capital Operational Programme in the period of 2007-2013.
