Celem artykułu jest omówienie roli, jaką odgrywają budżety gmin w rozwoju rynków lokalnych w Polsce. Ogniwa samorządowe uzyskując kompetencje decyzyjne w sferze rozwoju gospodarczo-społecznego podległego terytorium otrzymały także większą samodzielność finansową, która w założeniu powinna zdynamizować lokalne przedsięwzięcia rozwojowe. Rezultaty postępowania gmin w tym zakresie ukazano w opracowaniu poprzez analizę dynamiki i struktury dochodów i wydatków budżetów jednostek samorządu terytorialnego na szczeblu lokalnym w latach 2002—2005 oraz analizę wyników badania gmin. Badanie zostało przeprowadzone przez Instytut Rynku Wewnętrznego i Konsumpcji w 2005 r. w celu rozpoznania kierunków działań rozwojowych podejmowanych przez gminy, a także stosowanych instrumentów finansowych pobudzania tych działań. The aim of this article is to discuss the role, which play communes' budgets in development process of local markets in Poland. Local government links by obtaining decision competencies in the socio-economical sphere in their area, have also received bigger financial independence, which is supposed to dynamism local developmental projects. The results of communes activities in this range were shown in the elaboration by the analysis of dynamic, income structure and budget expenditures of territorial government units on the local level in years 2002-2005. There were also shown in the analysis of the commune survey's results. This survey was carried out by the Institute of Home Market and Consumption in the year 2005 in order to recognize the directions of developmental activities undertaken by communes and financial tools use to stimulate these activities. The paper provides a statistical analysis of behaviour of average transaction prices of 1m2 of apartment space on local markets in the Silesian Voivodeship. The conducted research reveals that time and space analogies occur on local apartment markets in this voivodeship, i.e. the similarity of behaviour of transaction price changes with time. The shape similarity measure was applied for evaluating the degree of similarity and identifying the amount of lags. It enabled distinguishing leading, convergent and imitating markets among the analysed apartment markets. There was analysed also if the phenomenon of sigma convergence or sigma divergence occurs among local markets. Sigma convergence in the period of 1Q2006 - 1Q2009 and the stabilization in the period of 2Q2009 - 2Q2011 was stated.
