The article presents the results of research on changes in the level of regional development in Albania and in all voivodships (regions) in Poland in 2010-2017. Annual data comes from national statistical offices. The level of regional development was determined by the multi-criteria decision analysis method - SAW (the Simple Additive Weighting) and includes two social and six economic criteria. The obtained results indicate that in the whole analyzed period the level of regional development in Albania was lower than in all regions in Poland. However, it achieved the highest increase in the studied group, among others thanks to improving the demographic situation, increasing entrepreneurship and improving the quality of the market. The Mazowieckie, Pomorskie and Wielkopolskie voivodships were characterized by the highest level of development throughout the entire period as a consequence of a good demographic situation, increased entrepreneurship and high GDP dynamics. Negative population growth and an increase in unemployment meant that the Lubelskie and Warmińsko-Mazurskie voivodships are characterized by the lowest level of regional development in Poland. Faster improvement of the situation in more developed regions contributed to the increase of disparity in the socio-economic development of regions in Poland.

Local economic environment is characterised by a range of economic, social, political and demographic parameters, based on which we can perform its analysis. Heterogeneity of relevant characteristics of the local economic environment imposes multiple criteria analysis as one of the suitable tools for the evaluation. Assessment of local economic environment often falls within the scope of group decision-making, as it is usually performed on the basis of an analysis of preferences of economic subjects or relevant experts on the issue of the economic environment at the local level. Regardless of whether it is based on economic subjects or expert group, in order to form a multi-criteria model, it is necessary to generate preferences of individuals into a single weight coefficient, which shows groups’ preference on the importance of each criterion. The subject of this paper is determination of weight coefficients in the multi-criteria model for the analysis of local economic development based on the preferences from a group of experts, by applying adequate statistical tools, and then by ranking local governments according to the quality of business environment perceived by the expert group.In addition to descriptive statistics and testing the significance of differences, in the paper is applied multi-criteria method Simple Additive Weights - SAW.

Celem artykułu jest rozszerzenie metody SAW na problemy podejmowania decyzji z danymi przedziałowymi. Pozwala to na modelowanie problemów rzeczywistych, w których nie można dokładnie zmierzyć danych. Zaproponowana metoda wykorzystuje entropię Shannona, która jest jedną z metod wyznaczania obiektywnych wag kryteriów. Pozwala to uniknąć subiektywizmu i nieprecyzyjności spowodowanej niekompletną wiedzą, osądami, opiniami i preferencjami decydentów.

The aim of the paper is to extend the SAW method for decision-making problems with interval data. This allows modeling real life problems in which data cannot be measured precisely. Moreover, proposed method uses Shannon’s entropy which is one of the methods for finding objective weights of criteria. It allows to avoid subjectivity and imprecision caused by incomplete knowledge, judgments, opinions and preferences of decision makers.
