If South Africa's Gauteng Province is to become a more 'sustainable', urbanised region, attention needs to be paid to building a transportation network that aligns with sustainable development principles. Currently, public transport passenger levels are low, whilst the geographical area it serves is large and becoming larger. This study analysed the long term, historical transportation trends of Gauteng by comparing four transport studies undertaken between 1975 and 2003. It reveals that an adherence to the 'predict and provide' transportation planning model has systematically enhanced road infrastructure over rail, and private over public transport. Effective, efficient and low cost public transport has been systematically under-provisioned; while a reliance on private vehicles is now entrenched and systemic. Racial segregation, spatial apartheid and weak urban land use planning, has resulted in an entrenched, low-density urban sprawl. Lastly, there is the need to collect comparable, longitudinal transportation data, if the successes and failures of policies are to be monitored.

As far as sustainable transport development is concerned, transfer of cargo from road transport to short sea shipping, which, according to the common opinion, generates lower external costs, is one of the objectives of the European Union policy. However, the latest research results indicate that some Ro-Ro vessels and ferries generate higher external costs than road transport. In light of this, benefits resulting from transferring the cargo from road to sea seem to be questionable. The main aim of the article is answering the question whether, and if so, how ferry and Ro-Ro shipping contributes to development of sustainable transport? In order to answer this question, an analysis of ferry and Ro-Ro shipping lines functioning in European transport system has been conducted. The article presents research results based on an analysis of approx. 900 ferry and Ro-Ro shipping lines considering the length and time of voyage compared to alternative road transport. Usually, the course of sea shipping route does not cover the route of the road transport, and therefore the lengths of both routes frequently considerably differ, which significantly affects the total external costs generated by them. On the basis of the analysis, the shipping lines have been classified according to the criterion of their substitutability to road transport and their role in sustainable transport development.

Artykuł jest poświęcony analizie szeroko pojętego zagadnienia rozwoju transportu w świetle realizacji założeń ekonomii i polityki zrównoważonego rozwoju. Jego celem jest ocena poziomu zrównoważenia rozwoju transportu, który wskazano jako ważny element sprzyjający osiągnięciu ładu zintegrowanego w gospodarce światowej. W pierwszej części omówiono wybrane aspekty zrównoważenia rozwoju transportu mające odzwierciedlenie w polityce transportowej UE. Następnie ukazano zasadnicze kierunki rozwoju transportu w UE i Polsce. Dokonana ocena zmian na rynku przewozów osób i ładunków pozwoliła na identyfikację kosztów zewnętrznych transportu, które kreują określony poziom zagrożeń ekonomicznych, społecznych i środowiskowych. Zwrócono szczególną uwagę na koszty wypadków drogowych i kongestii w UE i Polsce. Ponadto podkreślono, że zrównoważony transport może stanowić ważny element zrównoważenia gospodarki światowej.

Article concentrates on the analysis of the broad issue of transport development, taking into account the assumptions of the economy and the policy of sustainable development. In the first part of the article selected aspects of sustainable transport development were discussed which are reflected in the European Union transport policy. The main directions of transport development in the EU and Poland were then presented. This assessment allowed identification of external transport costs. These costs create a certain level of economic, social and environmental risk. Special attention has been paid to the costs of road accidents and congestion in the European Union and Poland. It was emphasized that sustainability of transport could be an important element in sustaining the world economy.

Artykuł wpisuje się w nurt badań poświęconych koncepcji zrównoważonego rozwoju. Jego treść poświęcono problemowi transportu zrównoważonego, za cel przyjmując identyfikację i ocenę przesłanek wykorzystania obligacji w implementacji koncepcji zrównoważonego transportu z jednoczesną ilustracją dotychczasowych doświadczeń w przedmiocie opracowania. W artykule przybliżono istotę koncepcji zrównoważonego transportu, omówiono wybrane problemy związane z jej urzeczywistnieniem oraz przedstawiono dotychczasowe doświadczenia rynkowe.

The article is a part of the current research devoted to the concept of sustainable development. The content of the publication is devoted to the problem of sustainable transport with the aim of identifying and assessing the prerequisites for using bonds in the implementation of the concept of sustainable transport, with a simultaneous illustration of previous experience in the subject of the study. The article presents the essence of the concept of sustainable transport, discusses selected problems related to its implementation and presents the current market experience.
