The author examines the changing of water needs in the light of population growth, agriculture, food and industrial production and necessities of services. He gives a historical overview of the conflicts for the distribution of water as a natural resource. By placing the issue in an international context, the author answers the question posed in the title, namely: to what extent can the lack of water cause conflicts among countries?

Water Law regulates water management in accordance with the principle of sustainable development, in particular the development and protection of water resources, water use and water management. The legislature also clarified the matter of ownership of land and water and covered with water, and the principles of management of these components in relation to the assets of the Treasury. The statutory provisions indicate that water management is carried out in accordance with the principle of rational and comprehensive treatment of surface water resources and groundwater, including their quantity and quality and takes into account the principle of common interests and is accomplished through cooperation of public administration, water users and representatives of local communities so to get the maximum benefit to society.

This paper explores the dynamics of environmental conflict and cooperation under the conditions of relative power symmetry and involvement of various actors (not predominantly state-actors); especially, environmental groups. It analyses the highly-contested water issue in the Danube river basin that refers to the multi-purpose ''Gabčíkovo-Nagymaros'' project and its alleged detrimental impact on the environment. In order to present a thorough explаnation of cooperative efforts, the paper discusses the Hungaria-Slovakian water conflict through following variables: (1) structural variables that include both (a) regional power distribution between disputants and regional countries, and, (b) issue-power distribution; (2) type of conflict (strategic versus symbolic); and (3) linkage variables that include a number of tactics to tie a particular water dispute to other issue/issues. The conflict analysis shows that the water dispute between Hungary and Slovakia involves dynamics that include a complex network of interactions between a number of domestic and international policy actors. It also indicates the conditions under which a voluntary mode of cooperation can produce unsatisfactory results.

The paper highlights the results of the studies and identifies current trends of the use of normative methods of regulating the agricultural sector, which occupy an important place laws to lengthy legal regulation of the production of agricultural produce. In the article the observed inefficiency of the legal methods of regulating it in the key sectors of the agricultural sector, including aquaculture. The results of the research that will contribute to further smooth and rational use of water bodies, land under this body of water or hydraulic structures of the bodies of water that are in use on a rental basis. The features of the functioning areas of the agricultural sector in Ukraine and grounded shortcomings of the current regulation.
