The article initially interprets briefly the concept and the typology of clusters as well as common features and differences between clusters and network organizations. The article discusses the issues that focus on broadly-understood management of the cluster. The factors that are involved in the successful establishment and operation of the cluster are presented, as well as the barriers and advantages resulting from its functioning in the local environment. The final part of the article provides examples of good practice in the co-operation of the stakeholders of the project that are conducive to the effect of synergy.

W części wprowadzającej artykułu pokrótce przedstawiono koncepcję i typologię klastrów, a także cechy wspólne i różnice między klastrami a organizacjami sieciowymi. Prezentowane w drugiej części artykułu zagadnienia dotyczą szeroko rozumianego zarządzania: strategii powstawania klastra, barier rozwoju, czynników decydujących o powodzeniu projektu i korzyści wynikających z jego funkcjonowania w otoczeniu lokalnym. W części końcowej zaprezentowano przykłady współdziałania uczestników klastra wyzwalające efekt synergii.

Objective – The article is focused on the role and involvement of Finnish public libraries, in particular situated in Tampere, in everyday life of Finnish people and successes they achieve. The author shows how public and school libraries cooperate to satisfy edutainment needs of the youngest library users. Methodology – The majority of data, observations and conclusions presented in this article come and result from 78 IFLA Congress presentations, IFLA publications and visits in Finnish libraries. Results and conclusions – Advanced level of education and readership in Finland originates from perfect organization of public librarianship significantly supported by local government and broad offer of individual libraries far surpassing traditional library services.

Teza/cel artykułu – Głównym celem artykułu jest ukazanie roli i udziału bibliotek publicznych w Finlandii w codziennym życiu Finów i osiąganych przez nich sukcesach. Szczególna uwaga została w nim skierowana na biblioteki działające w Tampere. W niniejszym tekście przedmiotem rozważań są działania podejmowane przez fińskie biblioteki publiczne. Zwrócono uwagę na współpracę bibliotek publicznych i szkolnych w zaspokajaniu potrzeb edukacyjno-rekreacyjnych najmłodszych użytkowników bibliotek. Metody badań – Źródłem przedstawionych danych, spostrzeżeń i wniosków były głównie wystąpienia zaprezentowane podczas 78. Kongresu IFLA w Helsinkach, materiały opublikowane w materiałach IFLA oraz wizyty w różnych bibliotekach w tym kraju. Wyniki i wnioski – Wysoki poziom wykształcenia i oczytania wśród mieszkańców Finlandii ma swoje źródło w doskonałej organizacji bibliotekarstwa publicznego, czemu sprzyja zrozumienie władz samorządowych odpowiedzialnych za biblioteki oraz w działalności prowadzonej przez poszczególne placówki biblioteczne wychodzące ze swoją ofertą poza tradycyjne formy prac.
