Efficiency is one of key notions in the theory and practice of system and organization management and is also relevant to health care. There are many economic theories to explain appropriate distribution of health care in the society. Controversies about efficiency in health care refer to the extent to which market mechanisms can an should be modified by new instruments of health policy. Efficiency in health care consists of expected effects of action on several interlinked levels: a. system as a whole, b. Organization of health care and c. processes (primarily basic therapeutic processes). In view of the complexity of the problem, the work presents outlines of different health care efficiency concepts and measurement methods, points out to connections and relations in systems, organization and processes which result on the one hand - from the development in medicine and new technologies, and on the other - from management decisions whose importance grows in the times of systemic transformations .

Artykuł zawiera analizę efektywności służby zdrowia według województw w 2005 r. Wskaźnik ten został zdefiniowany jako stosunek nakładów na służbę zdrowia (np. finansowanie, personel medyczny, infrastruktura medyczna) do efektów (np. wskaźniki epidemiologiczne, umieralność niemowląt). W przeprowadzonym badaniu wykorzystano metody wielowymiarowej analizy porównawczej oraz metodę DEA (Data Envelopment Analysis) do klasyfikacji województw pod względem efektywności opieki zdrowotnej. Metody te umożliwiły przedstawienie przestrzennego zróżnicowania badanego zjawiska w kraju.(abstrakt oryginalny)

The article presents the analysis of the health service effectiveness by voivod-ships in 2005. The index has been defined as the ratio of outlays for health service, e.g. financing, medical personel and infrastructure, to results, e.g. epide-miological indices, infant mortality. During research the multidimensional comparison analysis and the DEA (Data Envelopment Analysis) methods were used to classify voivodships by health service effectiveness. The methods made possible to present this very spatial differentiated phenomenon in Poland.(original abstract)
