The author subjects Josef Hrdlička’s thoughts on the book Uzavřená společnost a její nepřátelé: Město středovýchodní Evropy, 1500-1700 [Th e Closed Society and Its Enemies: The City in Central Europe, 1500-1700] to critical examination. He draws attention to two shortcomings in Hrdlička’s review which led to a partial misinterpretation of his study. Josef Hrdlička refrains from a deep analysis of the theoretical underpinnings of Miller’s book, which are based on the explanatory potential of Popper’s concepts of open and closed societies. Besides, the author tries to furnish proof that the reviewer did not wholly respect the genre demarcation of the study, for he fi nds fault with the book for a purported lack of research methods; the application of such methods, however, would be proper to a diff erent type of scholarly text.

Autor podrobuje kritickému zkoumání recenzi Josefa Hrdličky na jeho knihu Uzavřená společnost a její nepřátelé: Město středovýchodní Evropy, 1500-1700. Upozorňuje na dvě chyby v Hrdličkově kritice, které vedly k částečné dezinterpretaci knihy. Josef Hrdlička se zdržel hlubší analýzy teoretického základu Millerovy knihy, která je postavena na vysvětlujícím potenciálu Popperových konceptů otevřené a uzavřené společnosti. Mimoto se autor snaží prokázat, že recenzent nerespektoval plně žánrové vymezení studie, neboť knize vytýkal zjevný nedostatek výzkumných metod; aplikace takových metod by přitom odpovídala odlišnému typu akademického textu.

As a result of research conducted by the author, there were 120,200 hectares of areas identified in Polish cities that require regeneration, which constitutes a little more than 21% of all invested and urbanized areas. In terms of surface area and frequency of occurrence, the main problem is the one, which concerns old downtown districts. Drab prefabricated towerblock housing estates which, according to many municipal authorities are in a crisis, occupy a much smaller surface area of 14,000 hectares, yet the number of their residents approximates that of the old downtown districts and amounts to ca. 2.1 million people. The conducted research shows that there are 4.4 million people, who live presently in degraded areas and in areas that need to be regenerated. Also 24,000 hectares of postindustrial areas were identified. Other estimates indicate that there may even be twice as much of those post-industrial areas (40,000 hectares) but due to their contained nature and limited accessibility municipal authorities are not always aware of their existence. Based on the estimates of PKP S.A. Railways authorities one can assume that already today ca. 15,000 hectares of post-railway areas might be subjected to regeneration and reuse, including 100 multi-mode railway stations, which are critical for urban development. In 140 Polish cities and towns there were ca. 11,800 hectares of post-military areas identified, the majority of which have already been developed or adapted for urban purposes. Still there remain ca. 4,000 hectares of areas that require specific actions.

Celem artykułu jest analiza poziomu rozwoju ekonomicznego oraz dynamiki przemian miast regionu wschodniego w latach 1995–2015. Przedmiotem badań uczyniono 54 miasta regionu. Źródłem danych do przeprowadzonej analizy był Bank Danych Lokalnych Głównego Urzędu Statystycznego. Do badania użyto analizy taksonomicznej, metody bez wzorca. Przeanalizowano 10 zmiennych w badanym okresie. Podzielono je na zmienne dotyczące budżetów gmin, podmiotów gospodarki narodowej i rynku pracy. W wyniku przeprowadzonej analizy stwierdzono, że w przypadku 50 miast odnotowujemy ich rozwój w badanym okresie. Zaobserwowano, że zróżnicowanie poziomu rozwoju ekonomicznego miast regionu wschodniego w układzie przestrzennym nie zmniejsza się. Stwierdzono również, że akcesja Polski do Unii Europejskiej miała wpływ na wzrost indeksów dynamiki przemian badanych miast.

The aim of the paper is to analyze the level of economic development and its dynamics in the cities and towns in the eastern region between 1995 and 2015. The objects of the study were 54 cities and towns of the region. The source of the data for the analysis was the Local Data Bank of the Central Statistical Office. Taxonomic analysis, no-pattern method was used for the study. Ten variables were analyzed during the studied period. They were divided into those referring to budgets of municipalities/communes, national economy entities, and the labor market. As a result of the analysis, it was discovered that 50 cities and towns showed signs of development in the period. It was observed that the diversification of the level of economic development of cities and towns of the eastern region in the spatial layout did not decrease. It was also stated that the accession of Poland to the European Union had an impact on the growth of dynamics indexes of changes for the towns and cities.

The following study sets its aim to present the emergence and development of the Walloon towns of Francavilla and Eng in the Srem region, which belonged to Hungary from the beginning of the 11th century. The Walloon population apparently settled in the region after 1018. Based on an analysis of the sources, it is possible to assume that it happened in connection with the poor economic situation in Wallonia. However, the growth of popular piety and the opening of a pilgrimage route through the Kingdom of Hungary to Constantinople, of Jerusalem, also had its influence.

The main aim of this article is to analyse the fundamental issues, which affected the Polish population hiding in the cities of Volhynia, and Eastern Galicia from the massacres carried out in the years 1943‑1944 by the Ukrainian Insurgent Army. This article proves that the issues of finding accommodation, food (including risky to home towns), and shelter from sub­sequent assault were as important as finding an occupation that would allow to the most modest subsistence while averting the risk of deportation by the German‑Ukrainian administration to forced labour in the Third Reich.

Głównym celem artykułu jest analiza podstawowych problemów, z jakimi zmagała się ludność polska chroniąca się w miastach wołyńskich i wschodniogalicyjskich przed ekstermina­cją ukraińską w latach 1943‑1944. Wynika z niej, że kwestie zakwaterowania, wyżywienia (w tym niebezpiecznych wyjazdów po żywność w rodzinne strony), ubezpieczenia przed powtórnym napadem były równie istotne, co znalezienie sobie na miejscu zajęcia umożliwiającego zdobycie środków na najskromniejszą wegetację, a jednocześnie blokującego możliwość wywózki przez administrację niemiecko‑ukraińską na roboty przymusowe do III Rzeszy.

During the 18th century, the fundamental executive bodies of the contribution administration at the lowest level were tax collectors or contribution clerks; these posts were usually established by each manor. These clerks oversaw fair planning and collection of contributions and proper accounting of all tax means. The state started to interfere in the relation between these clerks and the manorial lords only from the middle of the 18th century and it put emphasis on professional competences and on a thorough revision of the accounting materials prepared by these clerks. The actual office of a contribution clerk was not final; it usually served as a stepping stone to other, more attractive positions. For the less ambitious ones, the final destination within the town structures was a membership at the town council; the more competent ones had the possibility to continue within the structures of the manorial lords that usually offered well-paid positions. Official misdemeanors and embezzlements occurred only rarely.
