W glosowanym orzeczeniu Naczelny Sąd Administracyjny (dalej: NSA) dokonał istotnego potwierdzenia, że umowa koalicyjna zawierana przez partie polityczne stanowi informację publiczną w rozumieniu konstytucyjnym. Autor podkreśla zasadność orzeczenia NSA, podnosząc jednak pewne kwestie sporne oraz budzące wątpliwości.

In the commented judgment, the Supreme Administrative Court (hereinafter: the Supreme Administrative Court) made a significant confirmation that a coalition agreement concluded by political parties constitutes public information within the meaning of the Constitution. The author emphasizes the legitimacy of the Supreme Administrative Court’s ruling but raises some contentious and questionable issues.

In European science, the thought about the beginnings of the written national language is accompanied by the study of the process of vernacularization – understood as the entering of the national language into (at first exclusively Latin) texts. This paper aims to show the usefulness of the term vernacularization in Polish historical linguistic research. The author analyses how it is used and interpreted in European Mediaeval studies, and indicates and discusses selected Old Polish monuments which instantiate the various stages of the process.

The article makes an attempt to verify the theses concerning the kind of dependence of the Old-Polish Psalms and Psalters from the Czech Psalters. By juxtaposing the Latin texts of Psalms and the Old-Polish and Czech translations (here mainly Psalm 50 from the so-called Page of Medyka and St. Florian’s Psalter), the authors demonstrate that – firstly – the voices from the Page of Medyka are not (as contended by Stanisław Rospond) an evidence of “fine tuning” of the text of Psalm 50 from Kmed to the translation of this Psalm from the remaining Old-Polish Psalters, and they may have been a result of contact of the glossator with the Czech text (in the written or verbalized form); secondly – that the similarities of the Polish and Czech Psalters are not necessarily the result of the difficulties connected with translation into Polish or lack of translator’s professional skills. The conducted analyses justify the thesis that the translator of, for example, St. Florian’s Psalter rather made use of individual words or constructions present in Czech Psalters as successive versions of expressing the same contents; what is more, in some cases the similarities prove to be only apparent.

The present study aims at discussing the use of the Old English ÆFTER in the glosses to the Lindisfarne Gospels, in order to establish patterns of equivalence between the OE gloss and an array of Latin source terms it renders. We are particularly interested in examining the consistency of such glossing, which would allow us to demonstrate the basic and peripheral senses of ÆFTER as well as its synonyms used in the collection. In an attempt to provide ground for a wider discussion of possible patterns in Old English gloss translation, the study compares the Aldredian employment of æfter and its forms with their use in the Rushworth Gospels, reportedly based on the Lindisfarne collection. The data for the present study come from the Dictionary of Old English Corpus (henceforth DOEC), analyzed with AntConc, a corpus analysis toolkit developed by Laurence Anthony. The findings are further supplemented with a close analysis of the editions by Skeat (1970), as well as the digitalized manuscript of the Lindisfarne Gospels available at Turning The Pages™, British Library.

In the canon of the sources of the “Old Polish Dictionary” four types of studies on manuscripts with Polish glosses can be identified: (1) complete editions of texts with of highlighted Polish glosses, (2) thematic studies with excerpts from glossed texts, (3) editions of the “Polish glosses in ...” type containing fragments of Latin texts as contexts for the glosses and (4) library catalogs of manuscripts with lists of notes and Polish glosses without contexts. The article discusses how these editions were used in the “Old Polish Dictionary” and its “Supplement part I”. Analyzing Latin contexts, the authors of dictionary entries verified and supplemented readings given in these editions. The article shows how traces of such changes can be found in dictionary entries and explains how to interpret these inscriptions. Particular attention was paid to the “Catalogue of Latin Medieval Manuscripts of the Jagiellonian Library”, which served the “Old Polish Dictionary” editors as an indication which cards of the Latin manuscripts in the library collection they should excerpt Polish words from. Finally it is proposed, how to solve the problem of filling the material illustration of the “Old Polish Dictionary” in its planned electronic version with new, previously unnoticed or misread glosses, so that the information does not undergo further dispersion.

The aim of this paper is to present the project called Elektroniczny Tezaurus Rozproszonego Słownictwa Staropolskiego (ETRSS - Digital Thesaurus of Scattered Old Polish Lexis). The planned database will gather digital editions of linguistic sources preserved to our times, from the oldest until 1500, which contain Polish vocabulary. The authors present the assumptions of the project, describe the characteristics of scattered Old Polish lexis, outline history of its research, as well as formulate basic principles of the database structure and functionality. They provide examples showing the diversity of the material and some issues related to its presentation and interpretation. The paper also describes the prospects for the development of the project and cooperation with researchers pursuing related projects.

In the judgment with commentaries, the Provincial Administrative Court in Opole made a statement concerning the penalty of expulsion from a higher education institution as a disciplinary penalty declared only by disciplinary committees. From the point of view of the judgment with commentaries, it is of importance to specify that this penalty is not of “life-long” nature, nor dśs it result in deprivation of the right to study in other institutions. The author approves of the position held by the judgment with commentaries and claims it to be an accurate and significant voice of the judiciary, which may prove substantial in eliminating legal ambiguities (and absurdities) arising as a result of applying the provisions of law in regard to responsibilities of higher education students, drawing attention to the incomplete and insufficient form of the provision of the relevant legal regulation.

The article analyzes and evaluates the judgment issued by the Supreme AdministrativeCourt on November 17 2014, which referred to the possibility of including tax costs by the heirof expenses for the acquisition of units incurred by the testator. Although the beneficial ruling fortaxpayers deserves approval, it can not be accepted that the general principles of tax succession wereomitted, as the court focused only on the material provision.

The aim of the article is to analyse an unknown vernacular translation of the Paraphrase of Pater noster by Ludolphus of Saxony. The author proposes a new way of thinking about glosses to the Latin text. It is believed that glosses are not only singular words but they form the artistic translation of the Latin base. The jottings can be interpreted as an open text, which could have been realised in many ways: as a Latin text, a Polish text or a bilingual, Polish-Latin text.
