Managing the external EU borders in not limited to only physical security measures, which are at the disposal of the Border Guard officers: GSM cameras, optoelectronic systems, ultrasonic fingerprint readers, helicopters, and unmanned aerial vehicles (UAVs). One of the tools developed on the basis of the Schengen Agreement’s legislative legacy is the Schengen Information System (SIS). In the literature, it is described as a compensatory element introduced due to the abolition of internal border controls between Schengen member states. The system is continuously altered and improved. The currently functioning Schengen Information System (SISII) is used by courts, prosecutor’s offices, border guard, customs service, police, and authorities responsible for implementing regulations related to the relocation of third states’ citizens and the exchange of information on, e.g. missing or wanted people, or people who have been denied right of entry and right to stay.

Współpraca transgraniczna jest częścią Europejskiej Współpracy Terytorialnej, a tym samym zasadniczym elementem strategii integracji państw członkowskich Unii Europejskiej. Jednakże realizacja i efektywność współpracy uwarunkowana jest rodzajem granicy, bowiem położenie przy wewnętrznej granicy UE stanowi potencjalną szansę rozwojową, zaś przy zewnętrznej wiąże się z przełamywaniem różnorodnych barier, w tym m.in. instytucjonalnych, organizacyjnych i prawnych. Celem artykułu jest dokonanie analizy porównawczej współpracy transgranicznej realizowanej w latach 2007-2013 i finansowanej w ramach Europejskiej Współpracy Terytorialnej oraz Europejskiego Instrumentu Sąsiedztwa i Partnerstwa. Autorzy uwzględnili wszystkie programy współpracy transgranicznej z udziałem Polski, przeanalizowali cele oraz priorytety poszczególnych programów, wskazując najważniejsze obszary wsparcia, ramy finansowe programów oraz efekty realizacji projektów w ramach poszczególnych programów.

Transborder cooperation is a component of the European Territorial Cooperation and therefore an essential part of the integration strategy of EU Member States. However, the implementation and effectiveness of cooperation is determined by the type of the border. Location at the internal UE border means potential development opportunity, whereas at the external is associated with overcoming a set of variety obstacles, including institutional, organizational and legal. The article aims to make the comparative analysis of transborder cooperation implemented in 2007-2013 and financed under the European Territorial Cooperation and the European Neighborhood and Partnership Instrument. The Authors took into account all transborder programs involving Poland, analyzed the objectives and priorities of the individual programs, pointing out the key support areas, the financial framework and the outcomes of projects within programs.
