The regional policy is a priority of the European Union since too large disparities between and within its member states have been remaining over the past decades, which results in huge differences in regional competitiveness of the EU countries. This paper analyses the diverse impact of clusters on the competitiveness of highly developed and lesser developed regions on different stages of economic development in the world, EU and Latvia. The aim of this research is to evaluate the impact of clusters on regional policy and competitiveness. Methods used in the research include general and quantitative research methods. The methodological basis for defining the determinants of regional competitiveness is the three-stage system of economic development elaborated by the World Economic Forum. Firstly, the theoretical analysis of regional policies’ features is being conducted in the EU. It also includes the analysis of the development of theoretical approach of the regional policy and competitiveness, as well as the systematisation of structural elements, indicators and factors influencing regional competitiveness. Secondly, it analyses origin and nature of the cluster from the economic theory perspective, as well as provides an empirical assessment of the clusters’ impact on regional competitiveness from in the world, EU and Latvia. Finally, the paper provides conclusions on research findings about clusters’ interaction with regional policy and impact on competitiveness of regions in different stages of development.

Tourism is one of the most important economic sectors in the world. Tourism is an initiating industry that generates additional consumption. Demand is shifting to accommodation facilities with a higher standard of service. Accommodation services are one of the sectors that have been hit hardest by the COVID-19 pandemic and together with hotels and guesthouses including the shortage of guests in many regions they are still struggling financially. Tracking domestic and inbound tourism shows that the number of foreign tourists is down 63 %, on the other hand, it is possible to see an increase in relative visits and business trips.

A comparative analysis of geopolitical projects, objectives and instruments of “soft” and “hard” power of the European Union and Russia in Eastern Europe was made. The article argues that Moscow implements an active policy to hold Eastern Europe within its own sphere of influence, while the EU continues to pursue technocratic strategy towards the region’s states, based upon their gradual political and economic alignment with the EU without aspirations for the accession. The main “weak link” of the EU strategy is that EU, unlike Russia, follows more technocratic/bureaucratic approach and gives less attention to the political dimension. Furthermore, the EU wills less to provide benefits, privileges or use coercion, than Russia. Implementing the European Neighbourhood Policy / Eastern Partnership, the EU does not take into account the alternative bias in the region and the “pain points” that make the Eastern European countries open to Russian influence. Thus Russia still possesses considerable “soft” and “hard” levers that limit the EU impact on the transformation processes in the region’s countries. The historical and cultural proximity of Eastern European countries and Russia, the large Russian minorities in those states, Russian language, post-Soviet nostalgia, the Russian Orthodox Church, the interests of the political and business elite (Russia’s ”soft power”) and energy wars, economic blockades, existence of demarcated borders and the presence of Russian military bases (Russia’s “hard power”) in the EU’s Eastern neighbourhood do not only ensure the safety of Russian influence in the region, but also create problems for European security. That is why the European Union is directly interested in minimising the Russian influence on Eastern Europe. The author believes that helping them to “increase” their independence and to realise vital internal reforms will be the best way.

In this paper a short description is reported allowing to take into account some aspects to design structures used for automotive industries. It allows to define correctly the behaviour of a vehicle and mainly the passive structures to absorb energy during an accident or an impact. The main aspect related to the behaviour is the strain rate sensitivity coupled to the process of elastic wave propagation.

This paper investigates the effect of text-messaging on Arab EFL learners’ English academic writing. It also investigates teachers’ attitudes and reactions to the presence of e-texting features in their students’ writing. Qualitative and quantitative methods of analysis were employed on data obtained from the following sources: (1) a sample of freshman students’ writing, (2) a survey investigating students’ use of e-chatting in Arabic and English, and (3) a questionnaire eliciting teachers’ reactions to students’ use of texting features in academic writing. The data were collected from a student sample of the Arab Open University (AOU). The research findings show that Arab EFL students’ writing does not reveal a heavy use of texting features, which suggests that this phenomenon neither poses a serious threat nor adversely impacts students’ written English.

The article analyzes the possibility to apply de minimis exemption for agreements containing hardcore restraints. The statements are derived from analyses of scientific literature, relevant legislation, and the practice of courts and authorities responsible for competition maintenance.Current European Union legislation excludes agreements containing hardcore restraints from applying de minimis exemption. The early practice of the European Court of Justice (hereinafter - ECJ) and the newest national courts' (e.g. Spain) decisions do not reflect this position. Furthermore, in 2010 the Netherlands broadened the application of de minimis exemption.The article approaches a wide range of possibilities rather than the dogmatic practice of de minimis exemption. Besides the analysis of relevant jurisprudence, the article also assesses competition law specialists' opinions and possible solutions that proceed from the current situation.

The appearance of large-surface complexes has led to the creation of new trade, service and entertainment centers in cities; these complexes have an impact on their surroundings. Due to the large scale of the phenomenon, it is important to determine the zones and nature of this influence, discuss the problem of the relationship between a shopping center and a city, and the tendencies and perspectives of development of shopping centers. A shopping center competes with its home city for the attractive urban and suburban areas and the dominating role, especially in terms of a trade, service and public space. On the other hand, it coexists with the city by releasing/regaining lands that have been degraded and contributes to improvements in transport. The development of shopping centers throughout the world occurs on a quantitative level — with varying dynamics, but still their number increases, and, importantly, on a qualitative level — since their new forms with altered offers emerge. Changes observed should be noteworthy to all Polish policy-makers when making well-thought-out decisions regarding locations. Local authorities need to realize that the permits they issue influence more than the changes in the functional and spatial structure of a city or commune.

Pojawienie się wielkopowierzchniowych kompleksów doprowadziło do wykreowania w miastach nowych ośrodków handlowo-usługowo-rozrywkowych oddziałujących na otoczenie. W związku z dużą skalą zjawiska ważne jest zastanowienie się nad strefami i charakterem ich oddziaływania, nad problemem relacji centrum handlowego z miastem oraz nad tendencjami i perspektywami ich rozwoju. Centra handlowe z jednej strony rywalizują z miastem o atrakcyjne przestrzenie miejskie/podmiejskie, o dominującą rolę szczególnie w przestrzeni handlowo-usługowej i publicznej. Z drugiej strony koegzystują z miastem uwalniając/odzyskując dla niego zdegradowane obszary przyczyniając się również do zastosowania lepszych rozwiązań transportowych. Rozwój centrów handlowych zachodzi nadal w wymiarze ilościowym — na świecie z różną dynamiką, ale tego typu kompleksów przybywa oraz w wymiarze jakościowym — powstają nowe formuły o zmienionej ofercie. Obserwowane zmiany powinny być przesłanką dla decydentów w Polsce przy podejmowaniu bardziej przemyślanych decyzji lokalizacyjnych. Władze samorządowe muszą zdawać sobie sprawę, że wydawane przez nich pozwolenia mają wpływ na zmiany struktury funkcjonalno-przestrzennej miasta/gminy.

The interview explores the challenges related to the introduction of the Impact Agenda, its consequences for academic culture as well as the possibility of putting in place a similar evaluation framework in Poland. David Sweeney argues that while the Impact Agenda addresses some issues of British science, it cannot be simply transposed to other academic systems. Instead, policy makers should factor in the local academic culture and the particular aims set before science in their context.

Wywiad dotyczy początków ewaluacji „wpływu społecznego”1 w Wielkiej Brytanii, jej konsekwencji dla kultury akademickiej, a także możliwości wprowadzenia podobnego systemu oceny w Polsce. David Sweeney przekonuje, że o ile Impact Agenda stanowi odpowiedź na wiele wyzwań brytyjskiej nauki, o tyle nie można przenieść tego systemu bezpośrednio na inny grunt. System ewaluacji w każdym kraju powinien być dostosowany do lokalnej kultury akademickiej i celów stawianych przed naukowcami.

Public Private Partnership (PPP) Housing scheme in Nigeria is intended to complement government effort toward increasing housing stock and providing affordable housing in the country. However, Bauchi state government adopted the construction of 5,000 phases PPP Housing. But 6 years after the commencement of the scheme, only a few numbers of housing units were completed and commissioned. Therefore, it becomes imperative to carry out research on the impact level of those factors affecting the implementation of the scheme. The aim of the study is to investigate impact level of factors affecting the implementation of PPP housing projects in Bauchi state with a view to find out possible ways that will improve the implementation of the scheme. The descriptive and explorative research design was adopted for this study. 54 structured Questionnaires were administered to construction professional’s staff under private housing developers and relevant government agencies in Bauchi state. 42 valid Questionnaires were retrieved and analysed with SPSS software. The result of the quantitative data analysis shows that creation of favourable investment environment and government support have very high Impact on the implementation of Bauchi PPP housing projects. Therefore, this study recommends that government and other stakeholders should give more attention to the creation of favourable investment environment, support in policy formulation and managerial strategies in the future for improving the implementation of PPP housing projects.

The purpose of the study was to collect opinions of Krakow’s tourism entrepreneurs about the impact of the pandemic on their activities and their expectations concerning tools of marketing communication that could facilitate recovery. The respondents were asked to assess the drop in sales of tourism services, their opinions concerning the prospect of a tourist traffic recovery, possible measures that could facilitate the recovery and what they expected the local government to do in this respect. In recent years Kraków has become one of Poland’s most recognisable destinations, benefiting from increasing revenues generated by a systematically growing number of visitors. This growth has even prompted concerns about overtourism in Kraków. The outbreak of the COVID-19 pandemic has dramatically affected the entire supply chain in the tourism industry, leaving the city empty of tourists and causing a financial breakdown for many companies. In order to diagnose the scale of the crisis triggered by the pandemic, the authors conducted a CAWI survey of Kraków based tourism entrepreneurs in the middle of March. The development of the epidemic and steps taken to protect the tourism sector from mid-March to the end of June 2020 were used to validate views formulated by the respondent. The results of the survey reveal the level of economic losses anticipated by tourism entrepreneurs and their predicted occurrence over time, opinions about the likely sequence in which particular tourism products in Kraków are going to recover, as well as expectations concerning the tools of marketing communication that could facilitate the recovery.

Russia's hostile actions against the Estonian state structures take the form of soft power, which can be observed in such areas as the activities of the Russian-speaking minority, media coverage, or through the use of coercion when it comes to fuel sales. This article presents qualitative methods of measuring Russian influence on Estonia. An observable trend in international relations is replacing hard power with soft power, commonly used against states within the sphere of interest of certain geopolitical entities. It is more difficult to identify the latter and prove it results from an aggressor's deliberate actions. Information warfare, including disinformation and propaganda, is one of the means Russia uses to exert political influence. By accepting the offer of a political and military alliance with the Western world, the Baltic States have become a threat to the Kremlin's imperialist aspirations. Russia's direct military actions against Estonia and the other Baltic states would have provoked a strong reaction and could even have led to military confrontation. However, the Russian government wishes to avoid it and, for the time being, limits itself to soft power measures.

Th e paper touches on the economic and political issues connected to water shortages in Asia, including droughts, and the economic consequences of the lack of quality water. Access to water is a global economic and political challenge and it’s predicted to continue to be important issue for many countries because in the coming years we will be seeing rising water demand, on par with demographic growth. Water will become an increasingly valuable resource, especially in Asia. Th e data presented in the article based on statistics of water sources, total water withdrawal, access to drinking water, water consumption per capita, access to piped water indicate that Asian countries are prone to potential political confl icts caused by the struggle for water. In summary, since in Asia are no systematic evaluations of the negative eff ects of water-related problems for economies there is a need to create more accurate calculations and contingency plans. For this purpose such measures should be introduced in Asian countries.

Ever since various technologies started to develop at such a rapid pace, people’s lives have been forced to adapt to a new reality. For over a decade now, people have spent significantly more time using digital devices. Following Jung (2005), interactivity is what most attracts people to digitality. As is commonly known, although digital devices seemingly give us an opportunity to keep in touch with friends all day long, they may produce feelings of loneliness. While smartphones and computers are already part of human life, a technology that has been developed in the past years and has found another use is Virtual Reality (VR). The possible junction of Diamandis (2020) and Marr (2020) ideas may lead to a change of the world as we know it. Although its impact is not yet fully present in our lives, the author believes it necessary to discuss the possibilities and dangers that may appear in the next few years, assuming the constant development of technology. VR technology is already present in specialized professions such as aviation (Lele 2011), the armed forces and medicine (Müller-Wittig 2011). Moreover, while VR has found interest in other industries, it is not always effective, as without special training the user might experience a kind of information overload (Yen et al. 2012). Nevertheless, not only training can be conducted, as VR also finds interest in the educational sector and might be used in virtual lessons (Du 2014). The article strives to presents a new look at the issue of VR’s and AR’s possible influence on media society. In this article, the advantages and disadvantages of Virtual Reality and Augmented Reality are gathered, analyzed, and then assessed. The author believes that this paper constitutes an attempt at highlighting the most important issues from an interdisciplinary perspective, linking a scientific perspective with a humanities-based viewpoint.

The aim of this article is to present the opinions of owners of year-round accommodation facilities operating in the Lublin voivodeship, concerning the impact of the international environment on the development of enterprises providing accommodation services. The assessment is based on the author’s own research conducted with the use of the CATI method in April and May 2018. Entrepreneurs rarely see opportunities and threats related to the international environment. They seem to think “in a local way”. Generally, the most positive feedback on pro-developmental actions related to the international environment is provided by respondents from urban-rural communes. Membership in international structures, including the European Union, gives a lot of opportunities for development. The entrepreneurs participating in the survey should be even more active while monitoring EU forms of support and applying for EU projects.

Celem opracowania jest przedstawienie opinii właścicieli całorocznych obiektów noclegowych działających na terenie województwa lubelskiego na temat wpływu otoczenia międzynarodowego na rozwój przedsiębiorstw świadczących usługi noclegowe. Ocena sytuacji została dokonana na podstawie badań własnych zrealizowanych metodą CATI w kwietniu i w maju 2018 roku. Przedsiębiorcy rzadko dostrzegają szanse i zagrożenia, które wynikają z otoczenia międzynarodowego. Wydaje się, że często myślą oni „w sposób lokalny”. Działania prorozwojowe wynikające z otoczenia międzynarodowego najbardziej pozytywnie ocenili respondenci z gmin miejsko-wiejskich. Przynależność do struktur międzynarodowych, w tym Unii Europejskiej, daje wiele możliwości rozwoju. Badani przedsiębiorcy powinni być bardziej aktywni w monitorowaniu unijnych form wsparcia i ubieganiu się o projekty unijne.

The world we are living in has dramatically changed in last 25 years, since we have entered into the “digital world”, while using maximum of the electronic media in our daily routine. Indeed this phenomena has a high impact on our personal, educational and even on our community behaviour. Those who are ignorant to digital media or do not want to participate in it, for them it is obviously too late to be a part of the digitalization! May be they are the digital looser? There is still time to act and adopt the digital trend, especially in the terms of knowledge and education within the family and community. There are many chances and challenges to reach the consumer in a modern way. The knowledge sharing has increased since stone age. You can improve your knowledge much faster while sharing your knowledge with others and using the latest digital devises. In future, it will be difficult or may be even impossible to escape from the digital world. The number of online users will grow very fast with the next generations. The business processes, the communication systems as well as information systems are digitalized. The same process will happen with knowledge and education. Yes, it is up to the individual to understand and realize the digitalization in knowledge and education. The power and influence of “Artificial Intelligence” within our mode of transforming information will increase dramatically and change our habbits.

The town Mysłowice is located in the southern mesoregions of the Silesian Upland: Katowice Upland (341.13) and Jaworzno Hills (341.14). Mysłowice terrain has been intensively used by man for centuries and still is nowadays. This process left permanent signs on the natural environment; the mosaic forms of land use are the effect of this activity, among others. In the town area contrasts are frequent – direct proximity of various land use forms is observed. Initial characterization of selected contrasts is the aim of this paper. Authors created and employed the map of land use forms of the town Mysłowice.

The aim of the article is to present the works by Stanisław Staszewski which, despite being present in Polish popular culture for years, have not been thoroughly analysed in terms of their both textual and musical contents. This text analyzes the work of the author known from the original, preserved recordings and is based on texts contained in the volume of poetry Lonely people, poems and songs [Samotni ludzie. Wiersze i piosenki]. The included historiographic sketch and a closer look at the formal music-textual aspect of the works discussed here is a contribution to the general state of research on the relationships of literature and music.

Artykuł ma na celu przybliżenie twórczości Stanisława Staszewskiego, którego dzieła – mimo iż od lat są obecne w polskiej kulturze popularnej, nie zostały należycie zbadane pod kątem zawartych w nich treści zarówno tekstowych, jak i muzycznych. Niniejszy tekst poddaje analizie twórczość autora znaną z oryginalnych, zachowanych nagrań oraz bazuje na tekstach pomieszczonych w tomie poetyckim Samotni ludzie. Wiersze i piosenki. Zawarty rys historiograficzny oraz bliższe spojrzenie na formalną stronę muzyczno-tekstową omawianych tu utworów stanowi przyczynek do ogólnego stanu badań nad związkami literatury i muzyki.

The sustainable development indicators perform an essential function of incorporating knowledge about the development of human society into decision making at all stages from planning and implementation to evaluation of the policy impacts. This paper provides an overview of evolution and application experience of sustainability measuring practice. Researchers analyze the directions of measurement approach progress. Modern trends of indicators’ using are explored. From assessment of current status of sustainable development indicators authors reveal the main challenges in defining an appropriate set of them. The ways of overcoming the lack of harmonization in variety of conceptual and organizational frameworks used by the different countries are reviewed. Authors consider the direction of modernization of SDI system. The importance of measuring sustainable development at different scale levels: local, regional, enterprise and household levels is stressed. Researchers reveal the main task in division of responsibilities of national authorities; managing data quality and data accessibility. An additional challenge of providing better analysis of cross linkages between indicators is pointed out.

Cel: Celem artykułu jest ukazanie dyskursów pojawiających się w mediach społecznościowych, których głównymi tematami były opisy osób reprezentujących określone partie polityczne i środowiska ideologiczne, a które to osoby przedstawiano w innego rodzaju mediach jako autorytety. Założono, że cel zostanie osiągnięty przez wykorzystanie metody studium przypadku czterech profili Facebook`owych: ,,Żelazna Logika”, ,,Raz prozą, raz rymem – walczymy z propagandowym reżimem” oraz ,,SokzBuraka” i ,,Prawicowa Rzeczpospolita Ludowa”. Metody badań: Jako metodę badawczą wykorzystano jakościową analizę dyskursu przeprowadzoną na podstawie wybranych danych uzyskanych dzięki zastosowaniu programu komputerowego Atlas.ti. Wyniki i wnioski: Uzyskane wyniki wskazywały na obecność dyskursów krytycznych wobec: 1) osób uznawanych przez mainstremowe media za autorytety osobowe, 2) autorytetów instytucjonalnych. Na ich podstawie wnioskowano o możliwym usytuowaniu wspomnianych profili w procesie komunikacji politycznej. Wartość poznawcza: Podejmowany problem dostarcza wartości poznawczej dyskursów polityczno-ideologicznych obecnych w mediach społecznościowych będących w opozycji wobec mediów masowych, wspomagających jedynie wybrane autorytety osobowe i instytucjonalne.

Scientific objective: The purpose of this article is to characterise the discourses occurring in social media concerning people representing specific political parties and ideological circles, and presented by other media as authorities. It was assumed that this aim will be achieved by using a case study of three Facebook profiles: “Żelazna Logika”, “Raz prozą, raz rymem – walczymy z propagandowym reżimem”, “SokzBuraka” and “Prawicowa Rzeczpospolita Ludowa”. Research methods: The qualitative discourse analysis was used as a research method based on selected data obtained through the use of the Atlas.ti software. Results and conclusions: The obtained results indicated the presence of critical discourse towards: 1) people recognised by mainstream selected media as personal authorities, 2) institutional authorities. On their basis, it was proposed about the possible location of these profiles in the process of political communication. Cognitive value: The problem raised provides cognitive value on the subject of existing political and ideological discourses in social media being in opposition to mass media supporting selected personal and institutional authorities.
