The evaluation process generates not only procedures of assessment, but also negotiation of evaluation questions, criteria, indicators and, first of all, purposes. All participants in the process have their specific roles, rights and elaborate design of evaluation. Such approach to evaluation studies makes this type of research deeply involved in personal and social interaction of the participants and animates developmental resources of particular communities. That is why evaluation as an “invitation to development” is an important component of organizational and educational culture of each school. At the same time the process could be used in a very instrumental way to control and even manipulate the procedures and its results as a strategy of bureaucratic management.

Artykuł poświęcony jest mikrostudiom nad dyskursem polskiej polityki. Autor wyjaśnia powody, dla których analizy exposé można traktować jako istotny element tego, co władza chce powiedzieć ludziom na fundamentalne tematy: wspólnotowości i roli polityki w kształtowaniu przestrzeni życia. Krótka refleksja nad tym, co „polityczne” służy uzyskaniu teoretycznego układu odniesienia pozwalającego na normatywną ocenę analizowanego tekstu. Aparat symboliczny dominujący w exposé traktowany jest w artykule jako publiczne narzędzie uniwersalizacji i naturalizacji taktyk politycznych charakterystycznych dla okresu tzw. „postpolityczności”. Nawiązując do tradycji C.W. Millsa, autor stara się przedstawić prywatne konsekwencje politycznych/publicznych decyzji. W podsumowaniu analizy odniesione są do zagadnienia „refleksyjności zinstytucjonalizowanej” wpływającej na praktyki i cele instytucji oraz jednostek.

This article is devoted to the micro-studies of Polish policy discourse. The author explains the reasons why the exposé analysis can be considered as an important part of what the government wants to tell the people about the fundamental themes of community and the role of policy in shaping the life space. A brief reflection on what „political” is obtaining a theoretical frame of reference that allows for a normative assessment of the analyzed text. Symbolic activity dominant in exposé is treated as a public tool of universalization and naturalization of political tactics so characteristic of the period of post-politics. According to C.W. Mills, the author tries to present the private consequences of the political/public decisions. In summary, the analysis are referenced to the issue of „institutional reflexivity” affecting the practices and goals of institutions and individuals.
