This paper discusses the theoretical and methodological approaches to the study of the use or non-use of expert-based information in policy-making. Special attention is paid to the Narrative Policy Framework introduced by Jones & McBeth in 2010. This theory of the policy process adopts a quantitative, structuralist and positivist approach to the study of policy narratives. The Narrative Policy Framework is useful for the analysis of the use of expert-based information to resolve so-called wicked problems, which are characterized by intense value-based conflict between policy coalitions. The methodological approach of the Narrative Policy Framework is illustrated using the policy issue of mandatory vaccination.

In recent years, there has been a heated public debate about mandatory vaccination of children. The COVID-19 pandemic further underscored the importance of vaccination and the desirability of vaccination for the protection of public health and the health (as well as life) of the individual. Nevertheless, the rise in activity and popularity of anti-vaccination movements has clearly contributed to the upward trend in the number of non-vaccinated children that we have seen since 2010. Statutory representatives of children who oppose their mandatory vaccination cite a variety of reasons, taking advantage of the imperfect legal system. The fines imposed to compel mandatory vaccination, as well as the conduct of administrative enforcement proceedings in this regard, are often challenged in administrative courts. It is of great importance that administrative courts are increasingly referring to the constitutionally protected values, as well as to the axiological justifications for the functioning obligation to vaccinate children. Given the nature of the obligation, this seems understandable, but nevertheless somewhat intrusive into the constitutional sphere, which is reserved for the Constitutional Tribunal. The purpose of the paper is to reconstruct the formation of the line of jurisprudence of administrative courts in cases involving the mandatory vaccination of children. The course of discussion will lead to a full analysis of the grounds of the grounds for the cited judgements and their consistency with the emerging line of jurisprudence on the issue. Particular attention was paid to the references made by the adjudicating panels to the legally protected values of an individual and universal nature. For this purpose the Author used the historical-legal method and the method of analysis of court jurisprudence.

Repeated moral revaluation of mandatory vaccination with vaccines derived from aborted children from a theological angle of view is necessary considering the increasing timeliness of the issue. The principle of double effect, along with the Tomist concept of moral analysis of human action, is an adequate way of moral evaluation of this bioethical dilemma facing Catholic parents. The papal Magisterium of the chosen encyclicals provides a complementary methodological and meritory basis for respecting the unborn human life as well as the doctrinal key for moral evaluation of concerned subjects' behavior.

Ponowna ocena moralna obowiązkowych szczepień szczepionkami pochodzącymi od abortowanych płodow ludzkich z punktu widzenia teologicznomoralnego jest konieczna ze względu na rosnącą skalę problemu. Zasada o podwójnym skutku wraz z tomistyczną koncepcją moralnej analizy ludzkiego działania są adekwatnymi sposobami oceny moralnej zbadanego bioetycznego dylematu, przed którym stają katoliccy rodzice. Papieskie magistrerium wybranych encyklik stanowi komplementarną podstawę metodologiczną i merytoryczną dla poszanowania nienarodzonego życia ludzkiego i także doktrynalny klucz dla moralnej oceny zachowania zainteresowanych ludzkich podmiotów.
