DYSFUNCTIONALITY OF MUNICIPAL SELF-GOVERNMENT BODIES

Municipal self-government has been proving for a long time that its existence has a significant role in the conditions of a democratic and legal state. Due to the large number of municipalities in Slovakia, the application practice is faced with the inability of some municipalities to elect their municipal bodies, which at the legal level resulted in the adoption of the institution of incorporation of a non-functional municipality. In the article, the author focuses on the problematic aspects of implementing the incorporation of a non-functional municipality. Similarly, she points out the shortcomings of the legislation in the case of partial non-functionality of individual municipal bodies and suggests available solutions.

The systemic transformation in Poland affected virtually all spheres of the country’s social and economic life. One of its important elements was the restitution of the local government, which was both the object and the subject of the transformation processes. Based on the analysis of statutory regulations regarding the strengthening of the position of the executive body of the municipality, the paper confirms the thesis that the municipal government was subject to system transformation and that it maintained its subjectivity in the process of introducing new systemic solutions. The analysis used the institutional and legal analysis method, as well as the comparative and behavioral method.

The aim of the article is to offer proposals for reforming and speeding up health care in Ukraine, in particular by comparing the current system with a decentralized system. The methodology of this research follows basic social science methods (formal analysis, inductive method, deductive method, analogy, synthesis, etc.). With these methods, we address the issues of the health care reform in Ukraine. The article explores the issue of improving the health care in Ukraine. The Ukrainian government is carrying out two important reforms – a health care reform and a decentralization reform that includes changes in the municipal government. These two reforms have a huge potential for improving Ukraine’s health care system. Such potential remains largely untapped.
