The consequent enlargement of the European Union in 2004 and 2007 gave the new-member-states an access to programs and financial sources with significant capacity and impact. The present paper aims to analyze the influence of the social policy framework over the public service delivery in Bulgaria. The first part of the paper is devoted to the general categorization of social services’ suppliers and the already established mechanism of their functioning. In the second part the focus on the conceptual framework introduces the main dimensions of the policy, institutional regulations and operational programs. The third part provides empirical results from the efficiency analysis of the social programs implementation and discussion on their impact.

This paper aims to review and describe the models of disability i.e. the medical and the social model, the international classification of impairments, disabilities, and handicaps (ICIDH), as well as the International classification of functioning, disability, and health (ICIDH-2 or ICF). The terminology used was also the subject of review due to a lack of clarity about usage. After an in-depth literature review, it was determined that two terms are more widely used in journals, books and government documentation, namely ‘disabled people’ and ‘people with disabilities’. The WHO and the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) definitions are accepted worldwide because they address and acknowledge the issues of disabled people. This article sheds light on the detailed conceptual framework of the ICIDH & ICF and the acceptance of ICF as the main disability guide at the global level. The applications of these models definitely help in understanding the health phenomenon called ‘disability’ and explain the paramount relationship between disabled people and society as a whole. This could be a ‘handbook’ for people at different levels in any organization to understand and be aware of different aspects of disability.

The author aims to develop the ideal model of a village head called in Polish wójt (Lat. advocatus) in the early modern era and to confront it with the minutes of the hearings of the village offices of the Carpathian Foothills region from the sixteenth to the late eighteenth century. The model of wójt office was constructed based on the content of the oaths of office, writings of legal theorists, and economic handbooks. A good wójt was characterised mainly by an appropriate attitude towards his duties: loyalty to the lord and the community, fairness in judging and the dignified exercise of his office. In this context, the records of court trials conducted against wójts were analysed to yield conclusions concerning, among other things, the subjectivity of the wójt’s office in the early modern village of the Carpathian Foothills region.

Autor ma na celu opracowanie idealnego modelu wiejskiego wójta w epoce nowożytnej oraz skonfrontowanie go z protokołami rozpraw urzędów gromadzkich wsi Pogórza Karpackiego od XVI do końca XVIII w. Model wójta skonstruowany został na podstawie treści przysiąg urzędniczych, pism teoretyków prawa i poradników gospodarczych. Główne sfery przymiotów dobrego wójta dotyczyły obowiązków: wierności dziedzicowi i gromadzie, sprawiedliwego sądzenia i godnego sprawowania urzędu. W tym kontekście zanalizowane zostały przekazy rozpraw sądowych prowadzonych przeciw wójtom, co miało przynieść wnioski dotyczące m.in. podmiotowości urzędu wójta nowożytnej wsi na Pogórzu Karpackim.
