Due to the nature of contemporary armed conflicts and the resulting operations, the "problem" of a new social group, traditionally called veter- ans, was born. It was a reasonable duty of the states to provide assistance to injured and wounded soldiers (damage to physical and mental health), returning from military operations abroad, and to their families. As Poland strives to create the proper care system, it is important to analyse how other countries have solved this problem. The passing of the Act of 19 Aug 2011 on Foreign Mission Veterans has created the possibility of building a system of care for veterans in Poland. The purpose of this paper is to identify and explain the assumptions underlying the system of care for veterans in the United States. Moreover, the author has carried out a SWOT (strengths, weaknesses, opportunities, threats) analysis of the discussed system.

The article is an attempt of evaluation of the development strategy of the Mazowieckie Voivodeship from the perspective of international experience in development strategies building and formulation of development policies. There are methodological remarks in the first parts of the article presented. They concern an issue of the role of internal and external factors that influence development processes. The institutional framework for the strategy building is described, pointing out roles of administrative bodies of different levels and partners involved in the process of shaping strategic documents. Regional development paradigm evolution is presented in historical context with emphasis on the impact of globalization on the European integration. Then transformation of welfare system existing in both Eastern and Western Europe in the period of 1950-1970 is described. The article contains also critical remarks on how industrialization processes influenced regional development of European countries. Experience related to dual mode development and marginalization of neglected areas is outlined and discussed. In the part of the article devoted specifically to the Mazovia region its development strategy is reviewed and evaluated from the perspective of international experience and development policies of European Union.

Artykuł jest próbą oceny Strategii Rozwoju Województwa Mazowieckiego z perspektywy międzynarodowych doświadczeń w budowaniu strategii rozwoju i formułowaniu polityk, mających prowadzić do realizacji celów tejże strategii. W pierwszych częściach artykułu przedstawiono uwagi dotyczące kwestii metodologicznych w badaniach nad endo- i egzogenicznymi uwarunkowaniami rozwoju. Omówiono także wymiar instytucjonalny budowania i realizowania strategii rozwoju, określając różne role władz administracyjnych różnych szczebli oraz partnerów zaangażowanych w procesy kształtowania dokumentów strategicznych. Przedstawiono w ujęciu historycznym paradygmaty rozwoju regionalnego, zwracając uwagę na wpływ procesów globalizacji na integrację europejską. Omówiono transformacje systemów określanych jako welfare systems, obecnych w latach 1950-1970 tak w Europie zachodniej, jak i wschodniej. W artykule opisano i krytycznie oceniono wpływ procesów industrializacji na rozwój regionalny krajów europejskich. Przedstawiono także doświadczenia wynikające z dualności rozwoju i marginalizacji obszarów zaniedbanych. W części poświeconej Strategii Rozwoju Województwa Mazowieckiego dokonano jej oceny na tle doświadczeń międzynarodowych i polityk rozwojowych Unii Europejskiej.

Teza. W opracowaniu podjęto tematykę dotyczącą wspierania dorosłych osób ze spektrum autyzmu. Przez wzgląd na instytucjonalne podejście do wsparcia osób niepełnosprawnych zauważa się niepowodzenia w niwelowaniu trudności w funkcjonowaniu osób z niepełnosprawnością. Niniejszy artykuł przedstawi przykłady dobrej praktyki we wspieraniu osób z autyzmem. Omówione koncepcje. W tekście przedstawione zostało zaplecze teoretyczne systemu opieki i wsparcia osób z niepełnosprawnością w Polsce. Ponadto artykuł ukazuje program usamodzielniania na płaszczyźnie zawodowej oraz w aspekcie życiowym (program mieszkań treningowych oraz Domu dla Dorosłych Osób z Autyzmem). Opracowanie zawiera egzemplifikację przykładów dobrej praktyki wspierania dorosłych osób z autyzmem. Omówione zostały najważniejsze założenia Fundacji Dom Autysty, Stowarzyszenia Pomocy Osobom Autystycznym Dalej Razem oraz Fundacji Generado. Wyniki i wnioski. Zakończenie ukazuje możliwości wsparcia dorosłych osób z autyzmem, które stwarzają wymienione wyżej organizacje pożytku publicznego. Podsumowaniem niniejszego opracowania jest ukazanie deficytów i możliwości ich niwelowania w systemie wsparcia osób niepełnosprawnych w oparciu o zalecenia dla Polski odnośnie realizacji Konwencji o Prawach Osób z Niepełnosprawnościami oraz przedstawienie idei systemu samorzecznictwa.

Thesis. The study addresses the subject of supporting adults from the autism spectrum. Through insight into the institutional approach to supporting people with disabilities, failures in eliminating difficulties in the functioning of people with disabilities are noted. This article will present examples of good practice in supporting people with autism. Concepts dicsussed. The text presents a theoretical background of care and support systems for people with disabilities in Poland. Additionally, the article shows the programme for becoming independent on a professional level as well as in life generally (programme of training flats, and the ‘Home for Adults with Autism’). The study contains an exemplification of good practice to support adult people with autism. The most important assumptions of the Foundation "Dom Autysty", Association for the Assistance of Autistic People "Dalej Razem" and the Generado Foundation were discussed. Results and conclusions. The conclusion indicates the possibilities for supporting adults with autism which are created by the above mentioned Public Benefit Organizations. To summarise, the study shows the deficits in the support system for disabled people and the possibilities of overcoming them, based on recommendations for Poland regarding the implementation of the Convention on the Rights of Persons with Disabilities.
