Analiza przeprowadzona w tekście dotyczy oceny charakteru prawnego dokumentu A1 wydawanego na podstawie rozporządzenia UE nr 883/2004. Autor proponuje uznać, że dokument ten pełni funkcję decyzji administracyjnej od strony funkcjonalnej, przy jednoczesnym braku konieczności spełnienia warunków formalnych przewidzianych dla decyzji w polskich przepisach o postępowaniu administracyjnym.

This research concerns the assessment of the legal nature of A1 document issued on the basis of EU Regulation No. 883/2004. The author proposes to recognize that this document performs the function of an administrative decision from the functional side, while not having to meet the formal conditions provided for in the decision in the Polish provisions on administrative proceedings.
