In the modern business conditions companies are facing with very serious competition, so they are forced to invest great efforts to ensure high satisfaction of their customers and thus ensure their loyalty. In the described circumstances, the concept of TQM became a survival factor of companies in the market. Basis gaining competitive advantage in global markets is reflected in the adoption and development of the concept of TQM as a management philosophy that includes a set of tools and processes, which outputs bring consumer satisfaction and continuous improvement.

Mercadona is currently the largest Spanish distribution company, and one of the food companies with the highest turnover in southern Europe, able to grow and adapt to the circumstances of each moment, in what has been considered an unique business model. Juan Roig is its founder and owner, creating an unprecedented business model in Spain, placing the customer at the center of all its activity. It is a family model created in 1975 by Juan Roig’s parents. He took over the responsibility of the company’s management some years later (1981), starting up an expansion strategy that has reached, only in Spain, 1,600 points of sale in 2017. That year, sales reached 21,000 million euros, with 84,000 workers. Juan Roig implemented from its early years a new strategy known as “Total Quality Management”, betting on finding the best products at the lowest prices. These, and other innovative actions in the fields of distribution and marketing, have transformed this Valencian company into one of the great national and international references of distribution.

The concept of process management is currently becoming one of the key new directions of improvement of organizational performance and the theory of management. Identification and speedy implementation of changes are particularly topical issues in the context of the present-day global crisis. The article considers the issues of process management and change implementation in an organization through business process outsourcing and identifies the principal sources of risk. The authors present a model of process reengineering and change management for the purpose of a successful implementation of business process outsourcing projects; the model's application could provide organizations with additional possibilities of identification and assessment of the possible risks relating to implementation of business process outsourcing. A conclusion is drawn that the proper choice and implementation of the model and strategy of business process outsourcing and reengineering may enhance the organization's competitiveness.

Autor przedstawia, w ogólnym zarysie, swoje kontakty z „Wiadomościami Statystycznymi” („WS”) oraz tematykę badawczą podejmowaną na łamach czasopisma. Wspomina pierwszych redaktorów naczelnych i współpracę z redakcją. Omawia niektóre swoje artykuły opublikowane w „WS”, poświęcone głównie: badaniom reprezentacyjnym, jakości danych statystycznych, metodyce badania i analizie ubóstwa, problematyce badania cen konsumpcyjnych, metodom estymacji dla małych obszarów oraz globalnemu zarządzaniu jakością (TQM). Na zakończenie dzieli się refleksjami po 60 latach doświadczeń zawodowych i wymienia niektóre osiągnięcia statystyków z kraju i zagranicy, z którymi współpracował.

The author presents a general overview of his contacts with „Statistical News" and research topics covered by the journal. He recalls the first editors-in-chief and cooperation with the editorial board. The author discusses some of his articles published in „Statistical News” devoted mainly to: sample surveys, quality of statistical data, methodology of poverty research and its analysis, consumer prices research, estimation method for small areas as well as total quality management (TQM). Finally, the author shares his reflections on 60 years of professional experience and mentions some of the achievements of national and foreign statisticians he cooperated with.

Autor przedstawia ogólny zarys teoretycznego modelu TQM, czyli globalnego zarządzania jakością w statystyce oficjalnej. W artykule omawia prace poświęcone tematowi jakości danych prowadzone przez krajowe urzędy statystyczne na świecie, a następnie wyjaśnia zastosowanie idei TQM w różnych dziedzinach, a szczególnie w statystyce. Kolejno przedstawia komponenty TQM na podstawie prac Eurostatu, kładąc szczególny akcent na podejście systemowe i procesowe oraz na rolę przywództwa w realizacji TQM.

The author presents, in general outline, the theoretical TQM, i.e, total quality management model in the official statistics, beginning with data quality assessments prepared by the National Statistical Institutions in different countries. Next, philosophy of TQM is outlined in different fields, mainly in statistics. Using Eurostat publications, different component of TQM are discussed, focusing on system, process and leaders approaches, in TQM implementation.

Автор представляет общие черты теоретической модели TQM, или глобального управления качеством в официальной статистике. В статье характеризуются разработки по качеству данных, реализированные национальными статистическим управлениями в мире, а затем объяснаестя использование философии TQM в разных областях, а особенно в статистике. В следующей части представляются по очереди компоненты TQM на основе зработок Евростата, с особым акцентом на системный и процессный подход, а также на роль руководства во внедрении TQM.
