Purpose: The article presents the results of the analysis of the employment and salary policy in Polish public administration in the period of 2002-2011 in terms of public administration management in times of the financial crisis and the competitiveness of employment in government administration. The authors of the article examine the effectiveness of the subsequent government efforts to institute “a cheap state”. They have assumed that in the examined period the effectiveness of government administration did not change considerably. Originality: The presented analysis covers such issues as: identifying the determinants of changes in salary and employment rates in government administration; an analysis of the relevant major legal institutions; a study of the main changes in the salary and employment policy in government administration; an analysis of the employment and remuneration budget in public administration; an assessment of the changes in the effectiveness of the functioning of government administration. Methodology: In their studies the authors conduct inductive and deductive reasoning by means of the following research techniques: an analysis of legal acts, strategic government documents and reports of the Supreme Audit Office (NIK); a statistical dynamics and structure analysis; a comparative analysis and a one-dimensional analysis of public expenditure efficiency.

The aim of the article is to determine the economic situation of people aged over 50 and the conditions of their professional activity. The subject of the analysis is the labour market of Poland – an EU Member State and of the OECD, a country that has undergone a political transformation from a centrally planned economy to a market economy. The research methods applied in the study included: literature analysis, methods of statistical analysis based on descriptive statistics tools, analysis of variability and logical analysis of cause and effect relationships. To achieve the aim of the article, several research questions were formulated. First of all, these addressed several issues: Is the population aged 50+ in Poland is still professionally active? What are the reasons for the decision to be professionally active or inactive? What factors influence changes in the number of pensioners? Is the situation of people aged 50+ on the Polish labour market different from their situation in other EU countries? The research methods used in this study are: literature analysis, statistical analysis method based on descriptive statistic tools, analysis of variability, and logical analysis of cause and effect relationship. By the way of conclusion, an attempt was also made to compare the situation in Poland with the models of life of the elderly in other European economies of such countries as Czechia, Germany, Sweden and Italy. The main findings were the following: the economic situation of the elderly in Poland deteriorated, their willingness to look for work and activity increased, but unfortunately this search was hindered by significant barriers to accessing the labour market. Recommendations for economic policy include demands to take specific actions to extend professional activity, facilitate access to digital job search methods, and social campaigns to counteract ageism.

The aim of the article is to evaluate changes in the relations of the State budgetary sphere salaries. It’s about the relationship of the salaries to the average wage in the economy, the business sector and other professions and specialities, including in the business sector and in the military uniformed services. To change the relationship of salary were affected by factors related to the booming business, like: law growth wages in enterprises, the lack of wages increases in government administration, education and military uniformed services, as well as guarantees by the Government of the annual growth in some occupations. Most have improved down the relationship of salaries of judges and physicians and most have worsened in the officials in the courts and in the government.

Celem artykułu jest ocena zmian w relacjach płac pracowników państwowej sfery budżetowej w latach 2002–2014 w stosunku do przeciętnej płacy w gospodarce, w sektorze przedsiębiorstw oraz między najważniejszymi zawodami i specjalnościami, w tym także w służbach mundurowych. Na zmianę relacji miały wpływ głównie czynniki związane z koniunkturą gospodarczą, takie jak: niższa dynamika płac w sektorze przedsiębiorstw, zamrożenie płac w administracji rządowej, edukacji i służbach mundurowych, związane z deficytem budżetowym a także systemowy automatyczny wzrost w niektórych zawodach. W największym stopniu poprawiły się relacje płac sędziów i lekarzy, a pogorszyły urzędników sądowych i pracowników administracji rządowej. Nie uległy natomiast większym zmianom relacje między płacami w zawodach cywilnych a uposażeniami funkcjonariuszy na kluczowych stanowiskach.

Artykuł prezentuje wyniki badania mającego na celu podjęcie próby statystycznej analizy subiektywnego postrzegania wynagrodzeń jako głównego komponentu dochodów gospodarstwa domowego, przy wykorzystaniu określonego modelowania ekonometrycznego. Badano, czy możliwe jest wskazanie pewnych determinant społeczno-demograficznych, a jeśli tak, to w jakim stopniu mogą one wpływać na subiektywne odczucie satysfakcji z uzyskiwanego wynagrodzenia. Badanie przeprowadzono w 2015 r. na podstawie danych zebranych metodą ankietową dla próby losowej gospodarstw domowych w woj. podkarpackim, gdzie wynagrodzenia należą do najniższych w kraju. Porównano modele dwumianowe, które wykorzystano do objaśniania zmiennej jakościowej w zależności od poziomu zmiennych egzogenicznych (jakościowych i ilościowych). Modele regresji logitowej i probitowej pozwoliły określić prawdopodobieństwo odnoszenia sukcesu jako szansy odpowiedzi pozytywnej, czyli (w odniesieniu do przedmiotowego zakresu badania) stanu satysfakcji z uzyskiwanego wynagrodzenia.

The article presents the results of the research attempting to make a statistical analysis of subjective perception of wages and salaries as the main component of household income, using a specific econometric modelling. It was examined whether certain socio-demographic determinants could be identified and, if so, to what extent they could influence the subjective sense of satisfaction with wage and salaries. The research was conducted on the basis of data collected using a survey method in 2015 for a random sample of households in Podkarpackie voivodship, where wages and salaries are among the lowest in the country. The binomial models used to explain the qualitative variable depending on the level of exogenous variables (qualitative and quantitative) were compared. Logit and probit regression models made it possible to determine the probability of success as a chance of a positive response, i.e. (in relation to the scope of the research) a state of satisfaction with obtained wages and salaries.
