The article presents law and theoretical basis of functioning the Pilot Program LEADER+ (in 2004-2006 period) and the Axis 4: Leader in the Program of Rural Development (in 2007-20013 period). Researches made on Local Development Strategies, prepared by Local Action Group for mazowieckie province, gave information about different ways of local partnerships' acting to improve their tourist offers. Implemented Strategies are mostly concentrated on improving regions' tourist attractiveness, as well as life standard of people living in the country.
