Celem artykułu jest przedstawienie miejsca ekonomii społecznej i solidarnościowej w polityce państwa na rzecz ograniczenia wykluczenia społecznego w Polsce. Analiza skupia się w szczególności na spółdzielniach socjalnych i warunkach ich funkcjonowania, które są jednym z narzędzi aktywnej polityki społecznej. Działalność spółdzielni socjalnych ma na celu wspieranie osób zagrożonych wykluczeniem społecznym i ich integracji społecznej.

The aim of the article is to present the place of the social and solidarity economy in the state policy aimed at reducing social exclusion in Poland. The analysis focuses in particular on social cooperatives and the conditions for their functioning, which are one of the tools of active social policy. The activities of social cooperatives are aimed at supporting people at risk of social exclusion and at their social inclusion.

W ostatnich latach zasadniczej zmianie uległa struktura ludności pod względem wieku. W najbliższych dekadach należy oczekiwać nie tylko kurczenia się zasobów pracy, ale i ich ciągłego starzenia się. W wielu dokumentach rangi państwowej podkreśla się, że aktywne starzenie się jest jedyną szansą sprostania wyzwaniom, jakie niosą zmiany demograficzne, warunkiem koniecznym przyszłego dobrobytu i spójności społecznej. W tym kontekście wskazuje się na konieczność oddziaływania na jak najdłuższe zachowanie społecznej produktywności jednostki (działalność społeczna, zawodowa), a w odniesieniu do osób na przedpolu starości wskazuje na potrzebę aktywności zawodowej. W tej optyce starzenie się populacji nie musi nieść ze sobą tylko zagrożeń, ale może stanowić szansę na rozwój gospodarczy (usługi, towary, miejsca pracy). Jednak warunkiem dalszej aktywności zawodowej, społecznej i gospodarczej osób na przedpolu starzenia się jest dobry stan zdrowia i jak największy poziom ich samodzielności. W tej optyce zwiększa się rola zarządzania wiekiem, które dotyczy najczęściej osób w wieku powyżej 50 lat i odnosi się do przygotowania do dłuższego cyklu życia zawodowego. Zarządzanie wiekiem jest częścią polityki senioralnej, która koncentruje się na działaniach mających zwiększyć wydajność pracy osób starszych, a w konsekwencji ich zatrudnialność. Wachlarz działań podejmowanych w celu stworzenia środowiska pracy sprzyjającego pracownikom w różnym wieku, umożliwiającego wykorzystanie ich możliwości i zaspokojenie potrzeb okazuje się być stosunkowo szeroki.

In connection with the demographic changes taking place in recent decades, one of the key issues are the appropriate management of the potential of the growing number of elderly people and undertaking action to mitigate the economic and social impact of aging of the population. The involvement of older workers in the labor market and the maintenance of good health, activity and independence are the best ways to alleviate the problems resulting from aging of societies and to preserve intergenerational solidarity. The aim of the article is to analyze the demographic situation in Poland in the context of the potential of labor resources and to present the concepts and instruments of age management. The research hypothesis oscillates around the claim that the application of age management strategies makes it possible to make the best use of the potential of all employees in a company, regardless of their age. If restructuring of positions and tasks can increase productivity of employees and improve the use of human capital, dissemination of age management systems in companies is one of the most desirable actions minimizing negative trends in the labor market, both in the social and economic sphere.

The subject of this article is the question of the social consequences of economic migration. Migrant workers contribute to growth and development in their countries but in the long term perspective mass migrations of citizens abroad may cause serious social crisis. Migrations are a serious threat to family policy, employment policy and social security of citizens. Migration strategy the state should find a solution which on the one hand will make use of the gains offered by the free movement of persons on the other hand will stop the negative social effects of migration.

Europe is turning toward the idea of social cohesion, which can be considered an updated version of solidarity and was constructed in direct response to the problem of social exclusion. Social cohesion implies a thorough reconstruction (but not a deconstruction) of Europe’s welfare states, or in other words – as some prefer to say – the European social model. In the European Union, in the broadly understood social sphere, the core of the social cohesion policy is “active social policy”. Programmes that are organised in the framework of “active social policy” are designed to stimulate beneficiaries, provide specified goods and services, and increase the level of participation in social life and economic exchange. Undoubtedly, one of the fundamental measures of social cohesion is the strength and character of local social ties. Contemporary social policy is in large part decentralised and thus based on the principle of state subsidiarity that is oriented toward strengthening social cohesion “at the bottom level”. In the transition from the welfare state to welfare society, the social economy takes on a particular meaning. The social economy as a set of tools that increase the participation of people marginalized by the labour market and members of neglected local communities in both economic activity and social life. The social economy is a space for realising programmes that promote active social policy. The social economy is a social movement that should lead to a new vision for Poland’s devolpment is also a way of involving the third sector in Poland’s economie development. Social economy has been accepted as an innovative and practical solution to the problem unemployment into the European Union, gives a chance to change the status quo, being one of the most effective ways to activate the long-term unemployed. Social economy institutions offer creative approaches to maintaining financial self-sufficency while fulfing a cleary definined social mission. In Poland in recent years interest in the social economy has clearly increased. Social enterprise initiatives have been launched by numerous non-governmental organisations. Information about many newly established social enterprises, especially social cooperatives, have appeared in the media. This new wave of interest in the social economy is linked to the perception of both policy-makers and public opinion regarding the necessity for reorienting social policy toward activating forms of social support, in place of protective activities. One element of the debate about the new wave of the social economy that is taking place in Poland is a focus on new members in the sector, such as: social cooperatives, not-for-profit companies and non-governmental organisations.

Among many demographic changes, one of the most evident now is the aging of the population, the consequences of which are increasingly leaving a mark on the directions of social policy. In connection with the aging of the population and positive aspects, manifestations of ageism, based on stereotypes and negative attitudes toward older people, are also more and more noticeable. Sometimes, these are discriminatory practices against older people encountered in the health sector, the labor market, public offices, and others. The research presented in the article aimed to identify age discrimination and its manifestations among older people. The purposive sampling technique was used to choose the research sample – the assumption was to examine active older people related to a large city who get involved and participate in various activities and projects carried out for them by nongovernmental organizations. The method of a diagnostic survey with a questionnaire, which included both closed and open-ended questions, was used in the research. The research was intended to help answer the following questions: do older people notice age discrimination, and have they experienced worse treatment because of their age? How many of the surveyed seniors experienced worse treatment and what forms (most often) did it take, and where did it happen?

The article presents main operating principles of the family care homes for older people. The thesis is based on the own research, conducted in 2010 in four family care homes in Gdańsk. Although there are few such institutions, they would be an alternative to the nursing and retirement homes. They are cheaper and more welcoming – and, paradoxically, they cannot guarantee that the all needs of their residents would be met.

The article provides an analysis regarding the creation, organization and functioning of the municipal senior citizens councils in Poland — especially in Pomorskie province. The municipal senior councils are comparatively new entities and are heading towards higher degree elderly people participation in self-government decisions. Thanks to the possibilities for activation elderly people, they hope and will expect to have more influence to meet their needs.

W artykule scharakteryzowane zostało zjawisko tzw. szarej strefy w gospodarce w kontekście bezpieczeństwa ekonomicznego. Pierwsza część rozdziału koncentruje się na przedstawieniu definicji szarej strefy oraz opisie metod jej pomiaru. W dalszej części poprzez pryzmat danych liczbowych analiza prezentuje skalę tego zjawiska w Polsce na tle państw UE i wskazuje na konsekwencje działalności gospodarczej podejmowanej w szarej strefie.
