This article is devoted to criminal issues under Article 273 of the Criminal Code involving the use of a document attesting an untruth. The specific nature of this influenced the structure of the article. It is composed of an introduction, an exposition of four substantive areas and a summary. In the first section, which is of an introductory nature, the author analyses the construction of criminal law pertaining to documents and items of generic and individual legal protection. Attention is also drawn to the role of public confidence in documents and to the reliability of activities of state institutions and local government. Dogmatic considerations, which are an important element of this article, are supported by a comprehensive presentation of the opinions contained in the Polish literature.In the second section the criteria for a causative act of using a document are defined. In this case, beyond insights of a general nature, reference is made to jurisprudence opinion.The third section presents detailed definitions of documents attesting an untruth made by the issuer, and as a result of an issuer being misled, based on an analysis of existing legislation, doctrine and the jurisprudence of common courts. The last section is devoted to an executing entity referred to in Article 273 of the Criminal Code and the criminal sanctions threatened for this act. The concluding section of the study constitutes a recapitulation of the preceding considerations.

The police formations in various countries of the European Union are required to ensure the adoption of institutional patterns to increase the efficiency of detection and improvement of the management system. The subject of the conducted analysis described in this article are the adopted solutions, new forms of supervision of police formations in Ireland and in Poland and their assessment. The article details the provisions of the act adopted in 2015 and entitled Garda Siochana (Policing Authority and Miscellaneous Provisions) Act 2015, in terms of functioning of the collegial supervisory authority named Policing Authority. Knowing the need to confront the Irish solutions with the Polish ones, the provisions of the draft law of 8 March 2017 were also examined amending the Act on certain rights of employees of the office that supports the Ministry of Interior and Administration as well as officers and employees of offices supervised by the minister as well as certain other laws under which is to be established Internal Supervision Office of the Ministry of Interior and Administration. The author describes the creation and functions of Policing Authority and the Internal Supervision Office at the Ministry of Interior and Administration, the powers of the members and the specificity of action of the listed institutions. The article not only attempts to organize a synthetic knowledge of Policing Authority and the Internal Supervision Office of the Ministry of Interior and Administration, but also focuses attention on a comparison of tasks, relations between the authorities and the minister and the method of financing and control of their current activities. Author focuses mainly on identifying the similarities and differences in the legal solutions determining the existence of both institutions.

Przedmiotem rozważań w niniejszym artykule, jest przestępstwo polegające na bezprawnym wypełnianiu i używaniu blankietu bez zgody i na szkodę jego właściciela. Charakteryzowany czyn przestępny może łączyć się także ze zmianą jego treści lub podawaniem fałszywych informacji, deklaracji, oświadczeń, żądań czy zamówień. Ważnym uzupełnieniem powyższego wywodu jest przybliżenie historycznego kształtowania się regulacji karnoprawnych w tym zakresie. Przedmiotem omówienia są też sankcje karne oraz zespół cech tworzących wypadek mniejszej wagi.
