Problematyka tekstu skoncentrowana jest na celach animacji i edukacji regionalnej w Polsce, ze szczególnym uwzględnieniem programów dotacyjnych, jakie kierowane są do społecznościlokalnych i regionalnych w zakresie działań na rzecz dziedzictwa narodowego. Przyczynkiem do rozważań jest program EtnoPolska, którego operatorem jest Narodowe Centrum Kultury oraz, formułowane na poziomie państwa, cele działań stymulujących i podtrzymujących kultury regionalne. Przedmiotem analizy są odpowiedzi na cele wspomnianych programów, jak i rozumienie tychże celów przez beneficjentów programów dotacyjnych. Przytoczone dane i obserwacje stanowią przyczynek do analizy stanu tożsamości regionalnych w Polsce, jak też identyfikacji z nią przez społeczności lokalne.

The text focuses on the objectives of regional animation and education in Poland, with particular emphasis on grant programs that are addressed to local and regional communities in the field of activities for national heritage. The subject of reflection are the EtnoPolska program, which is operated by the National Centre For Culture (Narodowe Centrum Kultury), as well as the objectives of actions stimulating and supporting regional cultures as formulatedat the state level. The subjects of the analysis are the answers to the objectives of these programs, as well as the understanding of these goals by the beneficiaries of grant programs. The analysed data and observations contribute to the analysis of the state of regional identities in Poland and of the identification of local communities with those identities.

The main topics discussed in the article include: criteria developed for the evaluation of artistic facts (objects and events); the clash of conflicting traditions of thinking about art, for example perceiving it as an area of creative freedom; emphasis put on the utilitarian and decorative features of art; and socially engaged art. The discussion revolves around the category of helplessness that one has to feel in the face of such a multitude of theoretical approaches to art and blurred boundaries of what belongs in the concept of art. This includes anaesthetics which, next to pragmatic aesthetics, serves as a turning point in the discourse on art that constantly calls for redefining the identification fields for selected manifestations of art in social reality.
