It can be said that management could be a process of working out responses to various changes, both external and within internal states of the organization or country. A process which is unstable, full of unpredictable changes is particularly dynamic, especially an importance of management process can be appreciated when, when changes to the environment take place, such as a tangle of events typically occurring during a crisis. The decisions taken are reactions on the external and internal circumstances. It might happen that the actions show time inertia, which often occurs during natural disasters. In these situations, control settlement and tools in organization should be optimized for future instances. For this reason, the person responsible for the execution of the tasks in a crisis, in author’s opinion, should be at the same time leader. Leadership is a process in which a commanding person imposes his will and intention to subordinates or entities, and among his actions he: plans, organizes, motivates and controls the actions of subordinate forces, often searching for an optimum in a dynamic, not entirely predictable reality.
