The aim of the study was to analyse four chosen actions activated within the frame of the Program of Rural Areas Development 2007-2013 (PRAD 2007-2013). In the frame of the 1st Axis there were analysed structural pensions and producers‟ groups, however in the 2nd Axis there were analysed supporting farms operating on the unfavourable areas and agrienvironmental schemes. The level of financial support was established on 7.1 billon EUR, what stood for 42.0% of the whole PRAD 2007-2013. The extent of using financial support instruments for the first two years of the program functioning remains on quite a low level with the exception of supporting farms operating on the unfavourable areas.

Celem opracowania była analiza czterech wybranych działań, które uruchomiono w ramach PROW na lata 2007-2013. W ramach Osi I analizowano renty strukturalne i grupy producentów rolnych, natomiast w ramach Osi II wspieranie gospodarowania na obszarach ONW oraz programy rolnośrodowiskowe. Poziom wsparcia finansowego ustalono na poziomie 7,1 mld euro, co wobec 16,9 mld euro dla całego PROW stanowiło 42,0%. Stopień wykorzystania instrumentów wsparcia finansowego przypadającego na dwa pierwsze lata realizacji programu, pozostaje na niskim poziomie, za wyjątkiem pomocy udzielanej rolnikom gospodarujących na terenach o niekorzystnych warunkach gospodarowania.

The primary aim of this article was to show the changes in the system of support for agricultural producer groups, which were recorded between RDP 2004-2006 and RDP 2007-2013. Groups are based on the law on agricultural producer groups and associations from 2000. Groups of agricultural producers were assigned the task of accumulating agricultural production and delivery of uniformed goods to the market. Financial support measures were aimed at accelerating the formation of new groups and help them in the first 5 years of their operation. The task of creating new groups has failed to sufficiently stimulate the pace. The RDP 2004-2006 in the amount of support of 24 million, realised the task of EUR 6.4 million (25.2%). At the same time, there was s plan to create 172 new groups, but there were formed only 79 (45.9%). The RDP 2007-2013 for the operation of groups of agricultural producers provides EUR 140 million, but at the time of four years of the system functioning there were used only EUR 2.2 million (15.7%).

Celem artykułu było ukazanie zmian w systemie wsparcia dla grup producentów rolnych, jaki zanotowano między PROW 2004-2006 a PROW 2007-2013. Grupy działają w oparciu o Ustawę o grupach producentów rolnych i ich związków z 2000 roku [Ustawa... 2000]. Grupom producentów rolnych przypisano zadanie kumulowania produkcji i dostarczanie jednolitych towarów do hurtowni. Środki wsparcia finansowego miały na celu przyspieszenie procesu powstawania nowych grup i pomagania im w ciągu pierwszych pięciu lat ich funkcjonowania. Nie udało się w wystarczającym tempie doprowadzić do powstawania nowych grup. W PROW 2004-2006, z kwoty wsparcia w wysokości 24 mln euro, wykorzystano na zadanie 6,4 mln euro (25,2%). W tym samym czasie, zamiast zaplanowanych 172 nowych grup, powstało 79 (45,9%). W PROW 2007- -2013 na działanie grup producentów rolnych przewidziano kwotę 140 mln euro, lecz w ciągu czterech lat funkcjonowania systemu wykorzystano środki na poziomie 2,2 mln euro (15,7%).
